Where NDT technicians work in Texas

Houston, the Ship Channel and Galveston Bay

The stretch from downtown Houston east through Pasadena, Deer Park and Baytown to Texas City is one of the densest concentrations of refining and petrochemical capacity in the world. ExxonMobil's Baytown complex, the Deer Park refinery, the Marathon Galveston Bay refinery and Valero's Texas City plant sit alongside dozens of olefins, polymer and specialty chemical units, plus Dow's large Freeport operation to the south. Work here is driven by OSHA process safety management (29 CFR 1910.119) mechanical integrity programmes, so the daily diet is ultrasonic thickness surveys on piping circuits, shear-wave and phased array weld inspection on repairs and new tie-ins, radiography of small-bore welds, magnetic particle and penetrant on rotating-equipment and nozzle welds, and visual inspection at every stage. Spring and autumn turnarounds swell crews quickly, which is why many contractors in the Houston area want people certified before the season starts rather than during it.

The Golden Triangle: Beaumont, Port Arthur and Orange

Jefferson and Orange counties host some of the largest refineries in North America, including Motiva's Port Arthur refinery, ExxonMobil Beaumont and Valero Port Arthur, together with chemical plants along the Neches River and new LNG export construction around Sabine Pass and Port Arthur. LNG construction brings a heavy load of weld inspection on cryogenic stainless and nickel-alloy piping, which means penetrant testing, radiography and increasingly PAUT and TOFD in place of film where the code and the owner allow it. Fabrication shops in the area build pressure vessels, exchangers and pipe spools to ASME Section VIII and B31.3, and each of them needs certified UT, RT, MT and PT people.

Corpus Christi and the Coastal Bend

Corpus Christi combines refining (Flint Hills Resources, Valero and Citgo all run plants there), the Cheniere Corpus Christi LNG terminal, and a port that has become one of the country's largest crude export gateways. Across the bay, Ingleside hosts offshore and modular fabrication yards. That mix creates demand for corrosion mapping and thickness work on tanks and terminals, weld inspection on new construction, and visual inspection of marine structures.

The Permian Basin and West Texas

Midland and Odessa sit at the centre of the most productive oil field in the United States. NDT work in the Permian is dominated by gathering and transmission pipelines (API 1104 weld inspection and radiography on new spreads), aboveground storage tanks at terminals and tank batteries, gas processing plants, and drill-pipe and tubular inspection for the oilfield-service sector. Crews are spread over long distances, so live online theory followed by a short onsite practical block is often the only workable way to train them. El Paso adds a refinery, Fort Bliss and cross-border manufacturing, while the Panhandle around Amarillo adds the Pantex plant and agricultural and energy equipment fabrication.

Dallas-Fort Worth, San Antonio and Central Texas

North Texas is an aerospace and defence hub. Lockheed Martin builds the F-35 in Fort Worth, Bell builds rotorcraft in the area, and the airline and MRO presence around DFW and Alliance supports large maintenance operations. San Antonio's Port San Antonio (the former Kelly Air Force Base) hosts aircraft MRO and engine shops, alongside Joint Base San Antonio. Aerospace employers here use eddy current, penetrant, magnetic particle and ultrasonic inspection on structures, engines and components, and many certify their people to NAS 410 rather than SNT-TC-1A, which we explain below. Central Texas, from Austin to Taylor, adds semiconductor and battery manufacturing, while Waco and Temple carry heavy fabrication and rail. The two nuclear stations, Comanche Peak near Glen Rose and the South Texas Project near Bay City, create outage work under ASME Section XI, and TxDOT's bridge programme keeps steel-bridge weld inspection (AWS D1.5) busy statewide.

Houston. Houston is the head office for a large share of the US inspection-contractor industry, so demand here is for volume: Level I and II UT, RT, MT and PT technicians for turnarounds, plus Level III support for companies writing or revising their written practice. Many Houston employers want a mixed cohort, with new hires starting at Level I and experienced hands upgrading to PAUT, so we often run two tracks on the same onsite schedule.

Beaumont and Port Arthur. The Golden Triangle runs on refinery maintenance and large construction. The questions we hear most are about PAUT and TOFD for heavy-wall welds, penetrant on stainless for LNG, and how to get radiography trainees through the state's trainee requirements quickly. Training is usually scheduled around the big refinery outages rather than the calendar.

Corpus Christi. Coastal Bend employers combine refinery work with terminal and tank inspection, so UT thickness, corrosion mapping and VT dominate, along with weld inspection for the fabrication yards in Ingleside and Port of Corpus Christi projects.

Midland and Odessa. Permian employers need radiographers and UT technicians for pipeline construction and tank work, and they need them spread across a huge area. Live online theory plus a compact onsite practical week at the employer's yard is the model that works best here.

Dallas-Fort Worth and San Antonio. Aerospace and MRO employers need ET, PT, MT and UT, often under NAS 410 rather than SNT-TC-1A. SNT-TC-1A certification path in Texas, step by step

Direct answer: In Texas, as everywhere in the US, SNT-TC-1A certification is employer-based. Your employer's written practice sets the rules, you complete formal training and supervised experience, a Level III gives the general, specific and practical exams, you pass a vision test, and the employer certifies you. No state agency issues a general NDT licence.

  1. Employer written practice. The employer adopts a written practice based on ASNT SNT-TC-1A (or the stricter CP-189). It defines levels, training hours, experience hours, exam content and recertification intervals. If your company does not have one, see written practice development.
  2. Formal classroom training. You complete the classroom hours required by the written practice for the method and level. Our live online and onsite courses provide documented hours with a course record your employer can file.
  3. On-the-job experience. You log supervised experience in the method. Minimums are set in the written practice; the training requirements matrix summarises typical figures by method and level so you can plan.
  4. General and specific exams. Written exams on method theory and on the specific procedures, codes and equipment your employer uses (for example ASME V, B31.3 or API 1104).
  5. Practical exam. A hands-on exam on real specimens with real flaws, administered by a Level III. For Texas clients we hold this at your facility using your equipment.
  6. Vision test. Near-vision acuity and colour contrast, repeated at the interval the written practice sets.
  7. Certification and recertification. The employer signs and files the certification. Recertification follows the written practice, usually by evidence of continued work plus re-examination where required. For a refresher see Level II recertification.

A practical Texas wrinkle: technicians often move between Houston contractors several times in a few seasons. Because certification belongs to the employer, a new employer must review your records and recertify you under its own written practice. Radiography licensing and other Texas requirements

Direct answer: Texas is an NRC Agreement State, so industrial radiography is regulated by the Texas Department of State Health Services (DSHS) Radiation Control Program under 25 TAC §289.255, not directly by the NRC. Radiographers and trainees need DSHS-recognised certification or trainee status in addition to their employer's SNT-TC-1A level.

Texas has been an Agreement State since 1963. The DSHS radiation control rules for industrial radiography set out how licensees and registrants use sealed sources and X-ray equipment in the field and in fixed vaults. For individuals, the important points are that a trainee must complete a radiation-safety course that meets the state rule (published DSHS guidance describes a 40-hour course) and hold trainee status before working under a radiographer trainer, and must document supervised on-the-job training before applying for radiographer certification. Field crews must carry their credentials on the job. Rules and forms change, so confirm the current requirements directly with DSHS before you plan a programme.

It is important to be clear about what Atlantis NDT does and does not cover here. Our RT courses teach radiographic technique, exposure calculation, film and digital interpretation and code acceptance criteria for SNT-TC-1A Level I and II. The state radiation-safety course and the state certification process are separate requirements that your employer's radiation safety officer manages with DSHS. We help employers line the two up so that a trainee's SNT-TC-1A hours and state trainee status run in parallel instead of one after the other.

Boilers and pressure vessels. The Texas Department of Licensing and Regulation (TDLR) runs the state boiler programme and works within the National Board inspection framework. NDT technicians meet this mainly through repair and alteration work on boilers and pressure vessels, where the National Board Inspection Code and ASME Sections I and VIII govern examination.

Pipelines. The Railroad Commission of Texas (RRC) Pipeline Safety Department oversees intrastate pipeline safety, with PHMSA covering interstate lines. Weld inspection on pipelines usually follows API 1104, and operator qualification rules apply to covered tasks.

Codes commonly used in Texas. ASME Section V (NDE methods), Section VIII (pressure vessels), B31.3 (process piping), B31.4 and B31.8 (pipelines), API 1104 (pipeline welding), API 650 and 653 context for tanks, AWS D1.1 and D1.5 for structural and bridge steel, ASME Section XI at Comanche Peak and the South Texas Project, and NAS 410 for aerospace employers. Some Texas owners also ask for API 510, 570 or 653 inspectors or AWS CWI for specific roles. Those are separate schemes; Atlantis training is SNT-TC-1A only, and we mention them only so you know what local job postings may also request.

Online, live-virtual and onsite training across Texas

Direct answer: Texas technicians can take the theory portion live online from anywhere in the state, join a live-virtual cohort with other trainees, or have an Atlantis Level III deliver the whole programme onsite at their employer's facility. Atlantis has no training centre in Texas; practical exams happen at the client's site on real specimens.

Texas is too large for one-location training to suit everyone. A crew in Odessa, a fabrication shop in Orange and an MRO in San Antonio have very different constraints, so we offer three models:

Scheduling around the Texas calendar matters. Gulf Coast refineries concentrate turnarounds in the spring and autumn, hurricane season from June to November can disrupt coastal plans, and Permian crews follow drilling and construction activity. We usually recommend running theory in the quieter months and saving the onsite practical block for a window your operations team can protect. For Texas employers: written practice and Level III services

Direct answer: Texas NDT contractors, fabricators and plant owners use Atlantis NDT for written-practice development, outsourced Level III services, exam administration and corporate training programmes. Because SNT-TC-1A is employer-based, the quality of your written practice and your Level III oversight is what an auditor or client actually checks.

Smaller Houston and Permian contractors often grow faster than their quality system. A typical gap list includes a written practice that has not been revised since the company had five technicians, no clear rule on how experience from a previous employer is accepted, missing vision-test records, and practical exams that were never graded against a documented checklist. Client audits by refinery owners and EPCs tend to find exactly these gaps.
