Every other US metro treats NDT certification as a calendar-neutral decision. Houston does not. Contractor headcount on the Ship Channel is set by turnaround scheduling, and the hiring decisions are made weeks before the first scaffold goes up. Onsite examinations there cover ASNT NDT Level II and Level III, ASNT 9712 Level II and Level III, Industrial Radiography Radiation Safety Personnel, and Industry Sector Qualification. The site runs instructor-led training in equipped NDT laboratories.
That single fact restructures the certification path for a Houston candidate. Everywhere else, written examinations happen at a Pearson VUE centre and the practical is thrown back onto the employer, who under the ASNT NDT Level II programme is responsible for visual acuity, practical and job-specific examinations. In Houston, the practical and the written can be completed against the same institution in the same trip.

Fall runs September through November, after the driving season and before winter heating returns. Refiners avoid taking capacity offline when margins are highest, which is why the calendar is this rigid.
Contractor crews are assembled ahead of those windows, not during them. A UT Level II awarded in mid-April is a UT Level II that waits until September.

UT thickness and PAUT: what the Ship Channel actually pays for
The volume work in Houston is ultrasonic thickness measurement. Every piping circuit carries condition monitoring locations, every pressure vessel carries a thickness survey, and the data feeds the inspection plans that drive repair and replacement decisions. It is the most repeatable, most schedulable, most staffed activity in the region — and it is the entry point.
Phased array is where the shortage sits. PAUT covers weld examination, corrosion mapping and complex geometry that conventional UT handles poorly, and turnaround scopes routinely exceed the available qualified headcount. TOFD sits alongside it for girth welds on fabrication and offshore work. Both are extensions of a UT Level II foundation, not replacements for it, and both require procedure-specific qualification on top of the method certificate.
Radiography still holds ground on new construction and in fabrication shops, and the choice between the two methods on a given weld is a real engineering decision — we set it out in RT vs UT for weld inspection. Under SNT-TC-1A, both RT and UT demand 40 formal training hours at each level, which is why they take longest to staff.
What the 2025 Houston refinery shutdown changed
LyondellBasell completed the shutdown of its 263,776 barrel-per-day Houston refinery in February 2025, after a ramp-down that began in late January and more than 400 layoffs. The plant had operated since 1918 and was among the oldest still running in the United States. The company has indicated it will convert existing hydrotreaters at the Ship Channel site for recycled-plastics production with equipment added after 2027.
The correct read is a shift in work type, not a contraction. Decommissioning, isolation verification, mothballing and eventual conversion all generate their own inspection scopes — integrity assessment of equipment being repurposed, weld quality on new tie-ins, and thorough documentation of what was left in place. Conversion projects are, in inspection terms, new construction on a brownfield site.
Meanwhile the surviving base is enormous. Marathon's Galveston Bay refinery at Texas City runs 631,000 barrels per calendar day, second only to Motiva Port Arthur at roughly 636,000, and ExxonMobil Baytown ranks among the largest in the country. One asset leaving a market of that density does not move the labour requirement.
The API layer that sits above your ASNT certificate
Houston candidates conflate two roles constantly. The NDT technician acquires and interprets data under the employer's written practice, certified to SNT-TC-1A. The API inspector — 510 for pressure vessels, 570 for piping, 653 for above-ground storage tanks — evaluates fitness for service, sets inspection intervals and authorises repair. The API credential does not qualify you to shoot a radiograph, and an ASNT Level II does not qualify you to sign an inspection plan.
The route between them runs through experience, not through a parallel course. API's individual certification programmes require documented inspection experience and are examined in fixed windows through the year. If your objective is the inspector role, take the technician certification first and accumulate the field time the API application requires; the sequence does not work in reverse.

Who hires, and where the Houston work physically sits
Third-party inspection contractors carry most of the headcount. ASNT's published 2026 fee table lists the initial general-plus-specific examination package for ASNT NDT Level II at $740 for members and $820 for nonmembers, across MT, PT, RT, UT and VT. Retakes and industry-sector add-ons are listed at $370 for members and $410 for nonmembers. The general examination is 50 questions in two hours; the specific examination is 40 questions in two hours.
At Level III, ASNT lists the NDT Basic examination at $545 for members and $625 for nonmembers, with method examinations for AE, ET, LT, RT and UT at the same rate and IR, MFL, MT, PT and VT at $525 and $605. Retakes run $475 and $555 for the higher band, $455 and $535 for the lower. First-time Level III applicants must pass the Basic examination plus at least one method examination.
Level III eligibility is set by education against experience: a four-year engineering or physical science degree with 12 months of NDT experience, two years of relevant coursework with 24 months, or no college with 48 months. Employers who need that oversight before a technician reaches it use interim NDT Level III cover.
A first-year sequence for a Houston candidate
Months one to three, in the winter shoulder period: certify VT and PT. SNT-TC-1A sets visual at 8 formal hours for Level I and 16 for Level II, and penetrant at 4 then 8, with penetrant experience at 70 method hours and 130 total for Level I. Both clear quickly, both appear on Ship Channel job specifications, and both start the total-NDT-experience clock that ultrasonics later depends on.
Months three to nine: add MT and start UT. Magnetic particle is 12 then 8 formal hours with 210 method hours and 400 total at Level II. Ultrasonics is the long build — 40 hours of training at each level, then 630 method hours and 1,200 total NDT hours for Level II — so accrue the hours on paid thickness work while you study. Sit the ASNT examinations at the Gemini Street facility when the ledger supports the application.
Months nine to twelve: add phased array ahead of a spring window. Then think about the record, not just the certificate: the data you produce has to hold up when a client or regulator reads it, which is what makes an NDT report defensible.
