The nuclear fleet

API 510, 570 and 653 inspection support in Illinois

Illinois regulations that shape inspection

Boilers and pressure vessels. The Office of the State Fire Marshal's Division of Boiler and Pressure Vessel Safety enforces the state's boiler and pressure vessel safety law, requiring certificate inspections by commissioned inspectors and repairs and alterations to the National Board Inspection Code. The City of Chicago runs its own boiler inspection within city limits, so confirm which jurisdiction covers your site. Radiography. Illinois has been an NRC Agreement State since 1987, so radioactive-material licences are issued by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), Division of Nuclear Safety. Illinois goes further than many states: individual industrial radiographers and radiographer trainees must be certified by the state under 32 Illinois Administrative Code Part 405, which sets training and examination requirements and fixed certification periods. Atlantis does not hold an Illinois radiography licence; radiography is carried out by crews licensed in Illinois whose radiographers hold the state certification.

Pipelines. The Illinois Commerce Commission's pipeline safety programme oversees intrastate natural gas operators, while interstate pipelines and hazardous liquid lines, including the crude systems converging on Patoka, fall under PHMSA and 49 CFR Parts 192 and 195. Construction welds are usually inspected to API 1104.

Process safety and oil storage. Private-sector employers in Illinois are covered by federal OSHA. Refineries and chemical plants must maintain a mechanical integrity programme under the Process Safety Management standard, 29 CFR 1910.119, which is why inspection records have to be complete, traceable and code-referenced. Aboveground oil storage falls under the EPA SPCC rule, which expects integrity testing to an industry standard such as API 653 or STI SP001.
