The WRB Refining Wood River refinery at Roxana, a joint venture of Phillips 66 and Cenovus, is one of the largest in the Midwest and runs heavy Canadian crude through cokers and hydroprocessing. Heavy-crude refining raises naphthenic acid and sulfidation concerns at high temperature and puts heavy-wall hydroprocessing reactors and coke drums into the inspection plan. Decatur, Peoria and the corn-processing belt

Decatur is home to large corn wet-milling, oilseed and bio-based chemical operations, and the Illinois River valley holds ethanol, food and agricultural processing plants. API 510 is published by the American Petroleum Institute; the current edition is the 11th (2022), and you should confirm requirements against the edition your programme has adopted, because older editions circulate online. Paraphrasing the code: an external inspection is due at no more than the lesser of five years or the internal or on-stream interval; an internal or on-stream inspection is due at no more than the lesser of half the remaining life or ten years; and where remaining life is under four years the interval may run to the full remaining life, up to two years. A documented risk-based inspection programme that meets the code's conditions can set intervals instead. Pressure-relief devices are inspected and tested following API RP 576, with intervals set by service and performance history.

The inspection plan is the heart of the code. For each vessel it identifies the credible damage mechanisms (API 571 describes them), the inspection type and coverage, the condition monitoring locations (CMLs), the NDE techniques and the next due dates. On-stream inspection can substitute for an internal inspection when the code's conditions are met, which in practice means NDE good enough to find and size the expected damage from outside. Corrosion rates come from thickness data over time, short-term and long-term, and remaining life from the difference between measured and required thickness divided by the governing rate.

Repairs and alterations must be authorised by the AI and engineered where the code requires, with welding by organisations holding the appropriate credentials. Illinois also requires companies repairing boilers and pressure vessels under its jurisdiction to be licensed by OSFM and to hold a National Board R stamp, so repair planning has a state dimension. Illinois regulations that sit on top of API 510

Direct answer: OSFM's Division of Boiler and Pressure Vessel Safety enforces the Boiler and Pressure Vessel Safety Act (430 ILCS 75): non-exempt vessels need certificate inspections by commissioned inspectors, typically triennially; owner-users may use NBIC or API 510; Chicago adds its own Boiler Bureau. The state Act. The Act covers boilers and pressure vessels statewide, with exemptions that include equipment under federal regulation (with exceptions for nuclear facilities and for cities of more than 500,000 people), DOT transport vessels, railroad and vehicle air tanks, mine-property equipment under the Department of Natural Resources, farm equipment used solely for agriculture, vessels regulated under the Illinois Fertilizer Act of 1961 and LP-gas vessels regulated under the state LP-gas law. Pressure vessels subject to internal corrosion receive a certificate inspection every three years; vessels not subject to internal corrosion are inspected at intervals set by the Board, and internal inspection is not required where the contents are known to be non-corrosive. Owner-user programmes. A company authorised for an owner-user inspection service keeps an inspection record listing each covered vessel with its last and next inspection dates, derived by applying the appropriate rules to the available data, and that record must be available to the Chief Inspector. The standard of inspection and repair is, at the owner-user's option, the NBIC or API 510. This is why accurate, traceable thickness data is a compliance asset in Illinois, not just an engineering one: the next inspection date in the state record is only as defensible as the corrosion rate behind it.

City of Chicago. Chicago's Department of Buildings Boiler Bureau inspects boilers and unfired pressure vessels within city limits under the Municipal Code, and the National Board's jurisdiction synopsis lists the city separately from the state. Federal overlay. Illinois's state plan covers public employees only, so federal OSHA enforces 29 CFR 1910.119 at private plants.
