Where API 570 piping is in Illinois

Across the Mississippi from St. Louis, the WRB Refining Wood River refinery at Roxana, operated by Phillips 66 for its joint venture with Cenovus, is one of the largest in the Midwest and was expanded with a coker and heavy-crude processing capacity. Heavy, sour crude moves the damage list towards high-temperature sulfidation and naphthenic acid corrosion in hot piping, erosion in coker and slurry lines, and ammonium bisulfide and chloride corrosion in hydroprocessing effluent piping. Products terminals and pipeline stations at Hartford and Wood River sit on the same levee-protected ground, so river flooding seasons and high groundwater affect buried and soil-to-air piping as well as access.
Robinson and southeastern Illinois
Marathon Petroleum's refinery at Robinson in Crawford County sits in the Illinois Basin oil region near the Indiana line. It is a mid-sized, rural refinery whose inspection staff typically draw on regional contractors who are also serving refineries in Indiana and Ohio during the same turnaround seasons. Production and gathering piping in the surrounding oil fields is a separate regulatory world handled by the state's oil and gas regulator, not API 570.
Patoka and the crude pipeline hub
Patoka in Marion County is a major crude oil hub where long-haul pipelines meet, including the southern end of the Dakota Access Pipeline. Most of the piping there is pipeline-regulated rather than plant piping, which makes Patoka a good example of why the boundary between API 570 and PHMSA rules has to be documented (see the regulations section below).
Central Illinois: Decatur, Tuscola and the Illinois River
Decatur is one of the largest corn-processing centres in the country, with wet mills, ethanol, sweeteners and bio-based chemicals, and it hosts the Illinois Basin carbon-capture and storage work associated with ethanol fermentation CO2. Tuscola has a large petrochemical plant, and grain, ethanol and fertilizer sites line the Illinois River from Peoria to the Joliet area. Much of this piping is outside a refinery's classic API 570 list, but owners frequently adopt the code for flammable and toxic services such as ethanol, hexane extraction, ammonia and CO2, and apply simpler programmes to utilities. Whether a line is in scope is the owner's decision.
Chicago region chemical, pharmaceutical and power plants
The Chicago metropolitan area holds specialty chemical, coatings, pharmaceutical, food and manufacturing plants, plus gas-fired power stations, all with ASME B31.3 or B31.1 piping. Nuclear plant piping in Illinois follows nuclear in-service rules rather than API 570, so it is outside this page.
What API 570 requires, in plain terms
Direct answer: API 570 sets the in-service inspection, repair, alteration and rerating rules for metallic process piping and its pressure-relief devices. Owners divide piping into circuits, assign service classes by the consequence of a leak, put CMLs where damage is expected, and schedule thickness and external inspections by class and remaining life or by a qualifying RBI programme. The AI evaluates the results and signs.
The current edition is API 570 fifth edition, published February 2024 with a reissued API RP 574. API summarises the main changes as a defined Inspection Supervisor role, strengthened requirements for pressure-relieving devices and new rules on deferring inspection repair recommendations. Use a licensed copy from API; the copies that circulate online are usually much older editions. The essentials, in our own words:
- Who does what. The code is written for owners who have, or have access to, an authorized inspection agency, a repair organisation and qualified piping engineers, inspectors and examiners. In API 570, "inspector" means the authorized piping inspector. NDE examiners such as our technicians work for the inspector; they do not make the evaluations.
- Scope. Hydrocarbon, chemical and similar flammable or toxic services are in scope; services such as water, steam, condensate and Category D fluids are optional. The code does not replace the construction code (normally ASME B31.3) for new piping before it enters service.
- Service classes. Class 1 covers services where a leak could quickly become an emergency, such as flammables that auto-refrigerate and could cause brittle fracture, light hydrocarbons that vaporise rapidly, and hydrofluoric acid. Class 2 covers most unit piping. Class 3 covers flammable services that do not vaporise significantly and many off-site lines. Recent editions add a Class 4 for low-consequence services, with intervals at the owner's discretion.
- Intervals. Thickness measurement is due at the shorter of half the remaining life or the maximum the code's table gives for the class, and external visual inspection is set by class. Secondary sources describe the current maximums as five years for Class 1 thickness and external, ten and five years for Class 2, and ten and ten for Class 3; the 1998 second edition used the same Class 1 to 3 figures. Confirm the values in the current edition with your AI before setting dates.
- CMLs. Condition monitoring locations go where damage mechanisms (API RP 571) and experience say corrosion will be found, more densely on high-consequence and high-rate circuits, and include injection points, mix points, deadlegs and soil-to-air interfaces.
- Corrosion rates. Long-term and short-term rates are calculated from CML history; the owner and AI normally use the governing (higher) rate to estimate remaining life.
- Repairs, alterations and rerating. Authorised by the inspector, performed by a repair organisation, with the piping engineer involved for alterations and rerates.

Heavy crude and hot piping: the Illinois damage picture
Direct answer: Because Illinois refineries run heavy, sour crude, hot-piping damage dominates many programmes: sulfidation in crude, vacuum and coker lines, naphthenic acid attack where acidic crudes are processed, erosion in coker and slurry service, and ammonium salt corrosion in hydroprocessing effluent piping. Cold-climate CUI and freeze damage sit on top.
Sulfidation. High-temperature sulfidation thins carbon steel piping roughly uniformly but at rates that vary with sulfur content, temperature and, critically, the silicon content of individual components. Low-silicon carbon steel fittings and pipe can corrode much faster than neighbouring components in the same circuit, which is why API RP 939-C guidance and many owner programmes call for component-by-component thickness coverage and material verification rather than a few CMLs per circuit. On hot lines we use high-temperature UT techniques and couplants within the limits of the owner's procedure, and record the component-level readings the AI needs to separate fast components from slow ones.
Naphthenic acid and erosion. Naphthenic acid attack concentrates where velocity and turbulence are high, such as transfer lines, elbows and pump discharges. Automated corrosion mapping on those geometries shows the pattern far better than spot readings. Coker piping and FCC slurry lines add erosion, which also favours scanning on elbows and reducers.
Reactor effluent and sour water. Ammonium bisulfide and ammonium chloride corrosion in hydroprocessing effluent piping, and wet H2S damage in sour water and amine circuits, call for dense CML grids, injection-point mapping and, where cracking is a concern, PAUT or wet fluorescent MT at welds during outages.
Winter. Illinois winters freeze water in deadlegs, drains and dead-ended instrument connections, and failed heat tracing on intermittently warm lines creates the temperature band where CUI is most active. Post-winter walkdowns and targeted CUI follow-up belong in every spring plan.

Illinois regulations that sit on top of API 570
Direct answer: No Illinois statute sets process-piping inspection intervals. For covered processes, federal OSHA's PSM rule at 29 CFR 1910.119(j) applies, with API 570 the usual RAGAGEP. Outside the plant fence, the Illinois Commerce Commission regulates intrastate gas pipelines and PHMSA regulates hazardous-liquid and interstate lines. Confirm current requirements with each agency.
OSHA process safety management. Illinois's state OSHA plan covers public employers only, so refineries and chemical plants are under federal OSHA. The mechanical integrity element of PSM covers piping systems, including valves, and relief and vent systems. It requires written procedures, inspection and testing that follow recognised and generally accepted good engineering practice, frequencies consistent with that practice and with operating experience, documentation of each inspection (date, name of the person who performed it, equipment identifier, description and results), and correction of deficiencies. EPA's Risk Management Program (40 CFR Part 68) mirrors the element for Program 3 processes. In practice, API 570 is the practice nearly every Illinois refinery and chemical plant cites for piping.
Illinois Commerce Commission and PHMSA. Under the Illinois Gas Pipeline Safety Act of 1969, the ICC's Pipeline Safety Program inspects and enforces federal rules for intrastate natural gas transmission, distribution and gathering systems, plus certain LNG and LP-gas systems. It does not inspect interstate pipelines or hazardous-liquid pipelines; PHMSA has direct jurisdiction over those in Illinois, which includes the crude lines into Patoka, Wood River, Joliet and Lemont and the CO2 lines associated with carbon-capture projects. The federal hazardous-liquid rule (49 CFR Part 195) excludes in-plant piping at refining, manufacturing and storage facilities and certain terminal transfer piping, so piping inside the refinery fence stays under API 570 and PSM while the regulated pipeline follows Part 195. Office of the State Fire Marshal. OSFM's Division of Boiler and Pressure Vessel Safety enforces the Boiler and Pressure Vessel Safety Act for boilers and pressure vessels, not process piping, and its tank rules cover flammable liquid storage. Neither sets API 570 intervals, but vessel certificate inspections and tank outages often share windows with piping work, so planning them together saves scaffolding and permits.
Illinois EPA. Air permits and leak detection and repair programmes do not set API 570 intervals, but LDAR findings on valves and connectors and air-permit conditions often feed the AI's list of piping to examine.
