NDT Inspection Services in Pennsylvania

Short answer: Atlantis NDT delivers non-destructive testing inspection across Pennsylvania: UT thickness and corrosion mapping, PAUT and TOFD weld inspection, radiography through radiography crews licensed in Pennsylvania, MT, PT, VT and ET, and NDE support for API 510 pressure vessel, API 570 piping and API 653 storage tank programmes. ASNT-certified technicians work under ASNT NDT Level III oversight, crews are mobilised to your site, and results are delivered as a code-referenced digital report.

Pennsylvania's inspection market looks nothing like the Gulf Coast. Instead of one dense refinery corridor, it has a refining and NGL export hub at Marcus Hook and along the Delaware River, the Marcellus and Utica shale gas fields across the north and west, steelmaking in the Monongahela Valley, a large nuclear fleet, heavy fabrication and rail manufacturing, thousands of steel highway bridges, and a state regulatory regime that reaches further than most: Pennsylvania regulates unfired pressure vessels as well as boilers, and it requires DEP-certified inspectors for regulated aboveground storage tanks. This page maps that market and explains how Atlantis fits. To start, request a Pennsylvania inspection quote.

Where inspection work is in Pennsylvania

Direct answer: Pennsylvania inspection demand clusters in the Philadelphia and Delaware River industrial belt including Marcus Hook, the Pittsburgh region's steel, petrochemical and nuclear engineering base, the Marcellus and Utica shale gas fields and their pipelines, the nuclear power plants, the Harrisburg-Lehigh Valley fabrication and logistics corridor, and Erie's rail and manufacturing industry, plus statewide bridge work.

Philadelphia, Marcus Hook and the Delaware River

Southeastern Pennsylvania's industrial waterfront runs from Philadelphia south through Delaware County to Marcus Hook on the state line. The Marcus Hook industrial complex has become a hub for natural gas liquids storage, processing and export fed by the Mariner East pipelines, and the Monroe Energy refinery at Trainer, chemical plants, tank terminals and the Philly Shipyard make up the rest of the cluster. Inspection scope here includes API 653 work on product and NGL storage, UT and PAUT on process and transfer piping, refrigerated storage and pressure vessel inspection, weld inspection for shipbuilding, and corrosion work on waterfront assets. See Marcus Hook refining NDT consulting, Philadelphia tank inspection and Philadelphia refining NDT consulting.

Pittsburgh, the Mon Valley and Beaver County

Western Pennsylvania remains a steel and heavy-industry region. U.S. Steel's Mon Valley Works, including the Clairton coke plant and the Edgar Thomson and Irvin plants, along with specialty metals and forging companies, drives inspection of cranes, ladles, pressure equipment and structural steel. The ethane cracker at Monaca in Beaver County added a major petrochemical site to the region, and Pittsburgh has a cluster of nuclear engineering and component suppliers. Methods range from MT and UT on heavy weldments and lifting equipment to thickness surveys and PAUT on petrochemical piping. See steel NDT consulting in Pittsburgh, Pittsburgh weld inspection and ultrasonic testing in Pittsburgh.

Marcellus and Utica shale: the north and south-west

Pennsylvania is one of the largest natural gas producers in the country. Production in counties such as Washington, Greene, Susquehanna, Bradford and Lycoming feeds gathering systems, compressor stations, processing plants and long-distance transmission pipelines. Inspection here is pipeline-heavy: API 1104 girth-weld inspection with RT and AUT or PAUT on new construction, UT thickness and corrosion surveys on station piping and vessels, and tank inspection at production and processing sites. Winter conditions and remote, hilly right-of-ways shape scheduling. See Pittsburgh pipeline inspection and Philadelphia pipeline inspection.

Nuclear power

Pennsylvania hosts several nuclear stations, including Beaver Valley, Susquehanna, Limerick and Peach Bottom, and a planned restart of the former Three Mile Island Unit 1 site. In-service inspection at nuclear plants follows ASME Section XI and owner programmes with their own performance demonstration requirements, so Atlantis's role there is typically supplier and contractor support (procedures, Level III review, inspection of non-nuclear balance-of-plant equipment) rather than reactor coolant system examinations. See nuclear NDT consulting in Pittsburgh.

Harrisburg, the Lehigh Valley and central Pennsylvania

The I-81 and I-78 corridors carry steel fabricators, pressure vessel and tank builders, food and pharmaceutical plants with stainless process piping, and defence depots. Fabrication NDE to ASME Section VIII and AWS D1.1, PT on stainless sanitary piping and boiler and pressure vessel inspection support for permitted equipment are common scopes. See steel NDT consulting in Harrisburg, Allentown and Scranton.

Erie and the north-west

Erie is a centre of locomotive and rail manufacturing, along with plastics, forging and port activity on Lake Erie. Rail work brings MT, UT and VT on cast and welded components to customer and AAR-related specifications, and further east, the United Refining plant at Warren adds refinery inspection. See rail NDT consulting in Erie and NDT consulting in Erie.

Bridges and infrastructure

Pennsylvania has one of the largest state bridge inventories in the country, many of them steel structures that need weld inspection for fabrication, rehabilitation and fatigue-crack follow-up. Bridge welding follows AWS D1.5 and PennDOT specifications; UT, MT and VT are the core methods.

NDT methods we deliver in Pennsylvania

Direct answer: Atlantis delivers UT thickness and corrosion mapping, PAUT, TOFD, conventional UT, radiography through Pennsylvania-licensed radiography crews, MT, PT, VT and ET. The table maps each method to typical Pennsylvania work and the code usually cited; the technique is agreed with your inspector of record during scoping.

API 510, 570 and 653 inspection support in Pennsylvania

Direct answer: Atlantis performs the NDE behind API 510, API 570 and API 653 inspections in Pennsylvania, including CML thickness surveys, weld examination, tank floor and shell work and external visual, and hands documented results to your API-certified Authorized Inspector. Where a tank needs a DEP-certified inspector or a vessel needs a state-commissioned inspector, our data supports that inspector.

API 510 pressure vessels. Refinery, NGL and petrochemical vessels, plus process vessels in chemical and pharmaceutical plants, get external visual, UT thickness at CMLs, PAUT or TOFD where cracking is suspected and MT or PT inside during entries, reported against prior surveys. See API 510 pressure vessel inspection support, Philadelphia pressure vessel inspection and Pittsburgh pressure vessel inspection.

API 570 piping. We survey CMLs on process, transfer and station piping to your isometrics, add injection-point and deadleg scanning, and support CUI screening, which is a real issue where freeze-thaw cycles damage insulation jacketing. See API 570 piping inspection support and Pittsburgh piping inspection.

API 653 storage tanks. Pennsylvania is unusual in requiring regulated aboveground tanks to be inspected by DEP-certified tank inspectors. For out-of-service inspections we perform floor scanning with UT follow-up, shell thickness, shell-to-bottom and repair weld examination and nozzle work; for externals, shell thickness, visual examination of roof, shell, foundation and appurtenances, and settlement measurement presented against API 653 Annex B. See API 653 tank inspection support and Pittsburgh tank inspection.

Atlantis does not sell risk-based inspection (API 580/581) or fitness-for-service (API 579) assessments; our reports provide the data those programmes use.

Turnarounds, shutdowns and planned inspection

Direct answer: Pennsylvania outages follow several calendars: refinery and petrochemical turnarounds, steel-mill maintenance outages, nuclear refuelling outages, pipeline construction seasons and winter weather. Atlantis joins planning early, agrees methods and procedures, and mobilises crews on dates fixed during scoping so inspection and repair re-examination stay off the critical path.

We split a scope into on-stream work before the outage (thickness surveys, external visual, in-service weld examination), outage work (entries, tank floors, exchanger bundles, welds under insulation) and post-repair re-examination. Moving scope on-stream wherever your inspector agrees shortens outages more than anything else.

Pennsylvania-specific planning points: winter cold limits UT couplant performance, coating work and some PT on outdoor equipment, so many owners push field inspection into the April to November window; pipeline construction in the shale fields is seasonal and right-of-way access is often weather-dependent; steel mills schedule short, intense outages around production; and nuclear-adjacent work has to fit refuelling outage windows set by the owner. Contractor safety prequalification and site orientation are completed before mobilisation. Plan a Pennsylvania outage inspection.

Pennsylvania regulations that shape inspection

Direct answer: In Pennsylvania, boilers and unfired pressure vessels are regulated by the Department of Labor and Industry's Boiler Division, radiography by the Department of Environmental Protection's Bureau of Radiation Protection, aboveground storage tanks by DEP's storage tank programme, pipelines by the Pennsylvania Public Utility Commission with PHMSA, and process safety by federal OSHA's PSM standard.

Boilers and unfired pressure vessels: Labor and Industry

Pennsylvania's Boiler and Unfired Pressure Vessel Law is administered by the Department of Labor and Industry's Boiler Division. Unlike Texas, Pennsylvania brings many unfired pressure vessels, not just boilers, into the state inspection programme, with inspections by commonwealth inspectors or commissioned insurance-company inspectors. Exemptions and inspection frequencies are set in the regulations, so confirm specific vessels with the Boiler Division. Atlantis is not a commissioned inspector; our NDE results support yours.

Aboveground storage tanks: DEP and the Storage Tank Act

Under the Storage Tank and Spill Prevention Act and 25 Pa. Code Chapter 245, regulated aboveground storage tanks are subject to installation, modification, in-service and out-of-service inspections that must be performed by DEP-certified aboveground storage tank inspectors. The regulations distinguish large tanks (more than 21,000 gallons) from small tanks, and the 2018 revisions shortened the in-service inspection interval for small tanks to five years. Atlantis provides the NDE a certified inspector relies on (floor scanning, shell thickness, weld examination, settlement) and does not claim DEP inspector certification. Confirm current intervals for your tanks with DEP.

Radiography: DEP and Agreement State status

Pennsylvania is an NRC Agreement State, so radioactive material licensing and industrial radiography are regulated by the DEP Bureau of Radiation Protection rather than by the NRC directly. Atlantis does not claim to hold a Pennsylvania radioactive material licence; radiography on our scopes is carried out by radiography crews licensed in Pennsylvania, working to procedures reviewed under our Level III. Where exclusion zones would disrupt operations, PAUT or TOFD can be proposed if your code and owner accept it.

Pipelines, gas wells and process safety

The Pennsylvania Public Utility Commission enforces pipeline safety for intrastate gas and hazardous liquid pipelines as PHMSA's state partner, and Act 127 of 2011 extended its oversight to many non-utility pipeline operators, including much of the gathering built for the shale fields; PHMSA regulates interstate lines under 49 CFR Parts 192 and 195. DEP's Office of Oil and Gas Management regulates well sites. Private-sector plants fall under federal OSHA, where the PSM standard (29 CFR 1910.119) requires documented inspection and testing of covered process equipment, and EPA's SPCC rule applies to oil storage. See pipeline inspection services.

Inspection reports clients can use

Direct answer: Every Pennsylvania inspection is delivered as a digital report from Atlantis's own reporting platform, with readings, indications and photos tied to asset, location, procedure, acceptance criterion, technician certification and instrument calibration, and reviewed under ASNT Level III oversight before release.

In Pennsylvania the reader of an NDE report is often not the plant engineer alone: it may be a DEP-certified tank inspector, a commissioned boiler and pressure vessel inspector, an insurer or a PUC pipeline auditor. Each wants the same things: readings traceable to locations, the procedure and acceptance criteria used, technician qualifications and calibration records. Our platform captures data in the field, offline where there is no signal, which is common on rural right-of-ways, structures it per asset and CML, and exports it in formats your inspection system can import. See NDT inspection software and best NDT reporting software 2026.

Results can also flow into Atlantis ERP for scheduling, certifications and invoicing, or onto a 3D asset model on our digital twin platform; see digital twins in Pennsylvania and Marcus Hook. One company running Level III-led inspection, digital reporting and an optional twin is not something the large inspection firms package together.
