Curtiss-Wright's Electro-Mechanical Systems campus in Cheswick has built canned motor pumps, control rod drive mechanisms and naval propulsion equipment on the same 118 acres since 1952, and is adding roughly 150 jobs under an $80 million expansion. Bettis Atomic Power Laboratory in West Mifflin has worked exclusively on naval reactor design since 1949. Vistra's Beaver Valley station sits twenty-seven miles northwest at Shippingport. Three Nuclear Economies Share One Pittsburgh Labour Pool

Westinghouse Electric runs its global headquarters at 1000 Westinghouse Drive in Cranberry Township, Butler County — the design authority behind the AP1000 and, more recently, the AP300 small modular reactor and the APX platform, which in August 2026 drew supporting agreements with Amentum for fleet-scale deployment. Whatever happens to the US nuclear build rate is decided, in engineering terms, about twenty miles north of downtown Pittsburgh.

Curtiss-Wright's Electro-Mechanical Systems campus at Cheswick, in Allegheny County, has occupied the same 118 acres since 1952, building canned motor pumps, motors, generators, control rod drive mechanisms and ship propulsion equipment. The site traces its commercial nuclear lineage to Shippingport and its naval lineage to USS Nautilus, and it is currently adding roughly 150 jobs under an $80 million multi-year expansion on top of more than 860 existing positions.

Bettis Atomic Power Laboratory sits at West Mifflin, founded in 1949 and working exclusively on nuclear propulsion for the US Navy as part of the Naval Nuclear Laboratory, operated by Fluor Marine Propulsion under NNSA's Naval Reactors office. Twenty-seven miles northwest, Vistra's Beaver Valley Power Station runs two Westinghouse pressurised water reactors at Shippingport in Beaver County, commissioned in 1976 and 1987, and has since committed capacity under a twenty-year agreement supporting Meta's operations.

The Commercial Nuclear Branch: Appendix B and NQA-1

Appendix B to 10 CFR Part 50 sets eighteen quality assurance criteria that bind every US nuclear licensee. ASME NQA-1 is the consensus standard the NRC endorses, through Regulatory Guide 1.28 Revision 5, as an acceptable way of implementing them. Westinghouse and Vistra both flow that architecture down to subcontractors. Suppliers are qualified by on-site audit of the facility, QA manual, procedures and records, on a cycle Regulatory Guide 1.28 places at three years.

Being qualified for one scope does not qualify a firm for another. A supplier approved to provide one type of safety-related service is not automatically approved for a different one, which is the trap for an inspection company that wins a magnetic particle scope and then quotes phased array ultrasonics on the assumption the approval travels. The written practice, the procedures and the personnel records must all extend to the new method before the purchase order is accepted.

At Beaver Valley the scope is inservice inspection, and that changes the personnel standard. ASME Section XI IWA-2300 governs qualification of examination personnel, reaching ANSI/ASNT CP-189 — the standard incorporated into Section XI in the mid-1990s. Ultrasonic examination of piping welds additionally falls under Appendix VIII performance demonstration, implemented by the utilities and EPRI through the Performance Demonstration Initiative. Naval Nuclear Is a Different Rulebook Entirely

The most expensive assumption a Pittsburgh inspection firm can make is that a working commercial nuclear programme transfers to naval scope. It does not. Naval Reactors and NAVSEA impose their own nondestructive testing requirements through the contract, outside the NRC framework, and they specify personnel qualification, procedure approval routes and record handling in terms that an ASNT certificate does not satisfy by itself.

In practice that means a second branch inside your quality system rather than a footnote. Procedures are written to the customer's requirement documents, not to ASME Section V alone. Personnel qualification records have to demonstrate what the customer asked for, in the form the customer asked for. Controlled document handling, marking and destruction, and site access constraints at facilities like Bettis are programme requirements, not administrative preferences, and auditors treat sloppiness there as a systemic failure.

This is where an outsourced Level III is most useful and where the limits of the role need stating plainly. The Level III can author and approve the technical content, administer examinations and defend the programme in audit. They cannot become the responsible party for customer contract compliance or hold clearances on your behalf. The Third Economy: Marcellus Gas and Beaver County Petrochemicals

EQT Corporation runs the largest natural gas production business in the Appalachian Basin from EQT Plaza in downtown Pittsburgh, and its July 2024 acquisition of Canonsburg-based Equitrans Midstream folded a major gathering, transmission and storage network — including an interest in the 303-mile Mountain Valley Pipeline — back into the same company. That is a standing volume of weld inspection, in-service examination and integrity work inside a ninety-minute radius.

The regime is federal but it is not the NRC. Gas transmission and gathering fall under 49 CFR Part 192, implemented in practice through API 1104 for welding and inspection and ASME B31.8 for the piping itself, layered with each operator's own specification. Exposure for a contractor is concentrated in records: qualified radiographic interpreters, retained images, and an unbroken trace from weld number to accepting examiner. Twenty-five miles northwest, Shell's Pennsylvania Petrochemicals Complex occupies 386 acres at Potter Township in Beaver County, producing 1.6 million tonnes of polyethylene a year since operations began in November 2022 after roughly $14 billion of construction. Turnaround scope there runs on ASME B31.3 and owner specification. The failure mode is mobilisation speed — crews arrive faster than their certification records can be verified, and the contractor is stood down at the gate.

Mon Valley Steel and Turbomachinery: Where the Volume Is

US Steel's Mon Valley Works is three plants strung along the river: coke at Clairton, steelmaking at Edgar Thomson in Braddock, and finishing at Irvin in West Mifflin. Under Nippon Steel ownership the complex is receiving up to $2.5 billion, centred on a new hot strip mill at Edgar Thomson that will replace an 87-year-old facility at Irvin and lift capacity from about 2.2 million to 3.5 million tons of sheet steel, preserving roughly 3,000 jobs.

A capital project of that size is a structural and pressure inspection programme in its own right — AWS D1.1 on structural steel, ASME Section VIII on vessels, owner specification on everything else, and a construction schedule that punishes any contractor whose examiner records are not audit-clean on day one. It is also the most reliable non-nuclear revenue in the metro for a firm whose nuclear work is outage-cyclical.

Elliott Group adds a different flavour of the same requirement. The Jeannette plant in Westmoreland County employs around 900 people building steam turbines, centrifugal compressors, power recovery turbines and control systems as part of Ebara. Rotating equipment inspection — rotor bore examination, blade root inspection, weld overlay evaluation — demands technique depth that a general written practice rarely covers, and the customer will ask which Level III approved the technique.

One Written Practice, Not Three Programmes

The instinct when three regimes collide is to run three quality systems. It is the wrong answer: three systems mean three sets of personnel records, three corrective action logs, three revision cycles, and a guarantee that one of them is out of date when an auditor asks. The right answer is one written practice with an explicit sector structure and customer-specific annexes that reference the governing document for each branch.

Structurally, that means a method-by-level matrix covering UT including phased array and TOFD, RT including digital and computed radiography, MT, PT, VT and ET; a sector column naming the applicable standard — CP-189 for Section XI, SNT-TC-1A for construction and industrial scope, customer requirement documents for naval; training and experience hours for each combination; and named examination arrangements. The test an auditor applies is simple and firms consistently fail it. Take one named examiner, one named job, one named weld. Show which standard governed the examiner's certification, which procedure applied, what revision was current on that date, who approved it, and what training and examination record supports the level claimed. If the answer requires cross-referencing three binders and a spreadsheet, the finding is written before the question finishes.

Who Signs, and What Happens When They Leave

Every branch of that written practice needs a signature from someone qualified to give it. SNT-TC-1A contemplates an outside Level III engaged by the employer to write and approve the written practice, approve procedures and technique sheets, and administer, grade and record certification examinations. The certification itself remains yours — you certify your own people — which is exactly the arrangement Westinghouse's and Vistra's supply chains are accustomed to seeing.

In a metro where Westinghouse, Curtiss-Wright, Bettis and Beaver Valley all recruit method-qualified people, keeping a Level III on payroll against uneven utilisation is a hard commercial case for a firm under fifty heads. Sequencing an Audit-Readiness Programme in Pittsburgh

Start by naming the customer and the regime, because the corrective actions diverge immediately. A Westinghouse purchase order and a Beaver Valley outage contract are both nuclear and require almost nothing in common at the personnel-standard level. A Cheswick naval subcontract shares even less. Scoping this correctly in week one saves the four weeks that firms routinely lose rewriting a written practice against the wrong standard.

Does our 10 CFR 50 Appendix B programme cover naval nuclear work at Cheswick or Bettis?

No. Naval Reactors and NAVSEA impose their own nondestructive testing requirements through the contract, outside the NRC framework entirely. An ASNT Level II certificate does not, on its own, constitute acceptance for naval scope. The customer's requirement documents govern personnel qualification, procedure approval and record handling, and your written practice needs a distinct branch that points at them.

Why is Beaver Valley audited differently from Westinghouse?

Beaver Valley is an operating licensee, so its examination scope is inservice inspection under ASME Section XI, with personnel qualified to ANSI/ASNT CP-189 through IWA-2300 and ultrasonic systems performance-demonstrated under Appendix VIII. Westinghouse is a component supplier and new-build vendor, so its scope is largely ASME Section III and Section V with SNT-TC-1A employer certification flowed down through NQA-1.

Can one written practice really cover nuclear, naval and pipeline work?

Yes, and it is cheaper and more defensible than three. The document needs a method-by-level matrix, an explicit sector column, and annexes that state which customer requirement applies to which scope. Auditors accept multiple branches. They reject a document that cannot show, for one named examiner on one named job, which branch applied and what evidence supports it.

What does 49 CFR Part 192 require of the NDT contractor on Marcellus gathering and transmission lines?

Part 192 sets minimum federal safety standards for gas pipelines and reaches nondestructive examination through welding and inspection requirements, typically implemented via API 1104 and the operator's own specification. The practical exposure for a contractor is records: qualified interpreters, retained radiographs or digital images, and a traceable link from each weld number to the examiner who accepted it.

Is Pittsburgh under NRC Region I or Region II?

Region I, whose office is at King of Prussia, Pennsylvania, covers the northeastern states including Pennsylvania — so Beaver Valley oversight sits there. Region II in Atlanta covers the southeast. The distinction rarely touches a supplier directly, because the NRC does not licence inspection companies; obligations reach you through the licensee's Appendix B flow-down and through 10 CFR Part 21.

How much work is there outside nuclear if the outage schedule slips?

Substantial.
