Central Indiana: Indianapolis, Columbus, Lebanon and Lafayette
Indianapolis builds aero engines and transmissions, Columbus is home to a major diesel-engine maker, and Lafayette and the surrounding counties assemble vehicles. Turnarounds, mill outages and planned inspection
Direct answer: Indiana's planned inspection follows two calendars: refinery and chemical turnarounds, usually in spring or autumn, and steel-mill outages, which are scheduled around production and often run over holidays. Both are short and crowded, so inspection scope, procedures and crews must be ready before the shutdown starts.
In a mill outage, the inspection list is long and the window is measured in days: crane runways and girders, ladle and transfer-car structures, roll shafts, coupling spindles, gas-main sections and power-house piping all compete for the same few shifts. Refinery turnarounds at Whiting add thousands of inspection items and draw contractors from across the Midwest. In both cases the winning approach is to separate what can be done beforehand from what truly needs the equipment stopped. On-stream UT thickness, external VT, corrosion mapping and much of the PAUT can be done weeks ahead; the outage then focuses on internal inspection, repair welds and post-repair NDE.

Indiana regulations that shape inspection
Direct answer: Indiana inspection sits under the boiler and pressure vessel rules of the Indiana Department of Homeland Security, state and federal radiation rules for radiography (which changed when Indiana became an NRC Agreement State on 1 October 2026), pipeline safety by the Indiana Utility Regulatory Commission and PHMSA, and Indiana OSHA (IOSHA) plus federal EPA rules for process safety and oil storage.
Boilers and pressure vessels. The Boilers and Pressure Vessels Section of the Indiana Department of Homeland Security enforces the Indiana Boiler and Pressure Vessel Rules (675 IAC 30). Regulated equipment needs an operating permit, operating-permit inspections must be performed by inspectors licensed by the Department (state, insurance or owner-user inspection agency inspectors), and inspection reports go to the Department within a set period. Radiography. Indiana signed an agreement with the NRC in September 2026 and became the 41st Agreement State on 1 October 2026, with the Indiana Department of Homeland Security's Radioactive Materials Control Program taking over licensing, inspection and enforcement for most radioactive materials, including industrial radiography sources, from the NRC. Because the transition is so recent, confirm the current licensing authority with the state before any radiography job, and check how existing NRC licences are being carried over. Pipelines. The Indiana Utility Regulatory Commission's Pipeline Safety Division oversees intrastate gas pipeline operators, while interstate gas lines and hazardous liquid lines, including the crude systems running into the Whiting area, fall under PHMSA and 49 CFR Parts 192 and 195. Construction welds are usually inspected to API 1104.
Process safety and oil storage. Indiana runs its own OSHA-approved state plan, IOSHA, under the Indiana Department of Labor, which enforces process safety management requirements equivalent to OSHA's 29 CFR 1910.119 at refineries and chemical plants. The mechanical integrity element of PSM is what makes documented, code-referenced inspection mandatory. Aboveground oil storage falls under the EPA's SPCC rule, which expects integrity testing to an industry standard such as API 653 or STI SP001.
