BP's Whiting refinery is the largest refinery in the Midwest and one of the largest in the country. Integrated steel mills at Gary, Burns Harbor and East Chicago run coke plants or receive coke, operate blast furnaces and handle large volumes of fuel gases. Their by-product and gas-handling piping, which carries coke-oven gas, blast-furnace gas, ammonia liquor, tar and light oil, is not refinery piping, and API 570 lists some of these services as optional. Mount Vernon, Evansville and the Ohio River
CountryMark's refinery at Mount Vernon in Posey County processes crude produced in the Illinois Basin, much of it gathered from Indiana and Illinois fields. It is a mid-sized refinery with lean inspection staffing, where organised CML data and clear isometrics save the AI time. A large engineering-plastics plant at Mount Vernon and chemical, aluminium and power plants along the river around Evansville add chemical-service and utility piping. Owners who adopt API 570 for the flammable services typically assign them Class 2 or Class 3 and focus CMLs on mix points, condensate drains and the CUI-prone sections of insulated lines.
How API 570 frames in-service piping inspection
Direct answer: API 570 tells owners to group piping into circuits, rank each by how bad a leak would be (service class), place thickness CMLs where damage is expected, and inspect at intervals set by class and calculated remaining life, unless an RBI programme meeting the code's conditions sets them. It also governs repairs, alterations, rerating and relief devices. The owner's AI makes the evaluations.
The edition in force is API 570, fifth edition, February 2024, issued together with a new edition of API RP 574 on piping inspection practices. According to API, the fifth edition introduces an Inspection Supervisor role, tightens requirements for pressure-relieving devices and adds rules on deferring repair recommendations. - Roles. The owner-user is responsible for the programme. The authorized piping inspector (the "inspector" in the code) plans, evaluates and signs; examiners perform NDE under the inspector's direction; piping engineers handle design-related decisions; repair organisations do the work.
- Services. Hydrocarbons, chemicals and other flammable or toxic fluids are in scope. Utility services such as water, steam, condensate and low-hazard fluids are optional, which is why steel-mill, pharmaceutical and agricultural owners in Indiana draw the scope line differently from Whiting.
- Classes. Class 1 is for services where a release could quickly become an emergency; Class 2 covers most unit piping; Class 3 covers flammable services with little vaporisation and many off-site lines; later editions add Class 4 for services the owner judges low-consequence.
- Thickness and external intervals. The thickness interval is the shorter of half the remaining life and the class maximum in the code's table; external visual intervals are set by class. Secondary sources report the current maximums as five years for Class 1 (thickness and external), ten and five for Class 2, and ten and ten for Class 3, matching the 1998 edition for Classes 1 to 3. - Special locations. Injection points, deadlegs, soil-to-air interfaces, small-bore and auxiliary piping and insulated systems prone to CUI get specific attention.
- Corrosion rates. Calculated from CML readings over time; the governing rate is normally the higher of the long-term and short-term rates, at the AI's judgement.

Indiana damage mechanisms that drive the plan
Direct answer: At Whiting, heavy-crude mechanisms lead: sulfidation, erosion and ammonium salt corrosion. On the steel shoreline, under-deposit and ammonium chloride attack in gas and by-product piping matter most. Statewide, lake-effect snow and freeze-thaw make CUI and freeze damage a core part of every Indiana plan.
Sulfidation on hot lines. Carbon steel components with low silicon content can corrode far faster than adjacent pipe in the same hot circuit. Owner programmes guided by API RP 939-C commonly require component-level thickness coverage and material verification on susceptible circuits. Ammonium salts and injection points. Wash-water injection upstream of reactor effluent air coolers and overhead condensers creates the classic injection-point problem the code singles out. Automated corrosion mapping over the injection-point circuit, extending downstream past the first change of direction, gives the AI a picture spot readings cannot.
Steel-mill gas and by-product piping. Deposits and condensate in large-diameter gas mains, ammonia liquor and tar lines produce localised under-deposit attack. Profile RT on smaller lines, corrosion mapping at low points and drains, and guided-wave screening of long runs are the usual tools.
CUI and freeze. Northwest Indiana gets lake-effect snow, and the whole state sees freeze-thaw cycles. Snowmelt finds every gap in jacketing, and intermittently traced lines spend long periods in the CUI temperature range. Austenitic stainless piping in pharmaceutical and chemical plants adds the risk of external chloride stress corrosion cracking under wet insulation, which calls for PT after stripping rather than thickness checks alone.

Indiana regulations that sit on top of API 570
Direct answer: Indiana does not set piping inspection intervals in statute. Process safety for private employers is enforced by IOSHA, Indiana's state OSHA plan, under rules equivalent to 29 CFR 1910.119. The Indiana Utility Regulatory Commission's Pipeline Safety Division covers intrastate gas and hazardous-liquid pipelines; PHMSA covers interstate lines. Confirm current requirements with each agency.
IOSHA and process safety management. Indiana operates its own occupational safety and health plan, IOSHA, within the Indiana Department of Labor, covering private-sector as well as public employers. IOSHA enforces process safety management requirements equivalent to the federal standard, so the mechanical integrity element applies to piping systems in covered processes: written procedures, inspection and testing that follow recognised and generally accepted good engineering practice, frequencies consistent with that practice and with operating experience, documentation of each inspection, and correction of deficiencies. API 570 is the practice Indiana refineries and chemical plants cite for piping. EPA's Risk Management Program (40 CFR Part 68) adds a parallel federal requirement for Program 3 processes.
IURC Pipeline Safety Division and PHMSA. Under Indiana Code chapter 8-1-22.5 and a PHMSA certification, the IURC's Pipeline Safety Division inspects and enforces safety rules for intrastate natural gas pipelines and, since legislation in 2006, intrastate hazardous-liquid and carbon dioxide pipelines; PHMSA regulates interstate systems directly. The federal hazardous-liquid rule (49 CFR Part 195) excludes in-plant piping at refineries, manufacturing plants and storage facilities, and certain terminal transfer piping, so Whiting's unit piping is API 570 and PSM territory while the crude and products pipelines that serve it follow Part 195.
