Turnarounds, shutdowns and planned inspection
Direct answer: California refinery turnarounds are planned long in advance and closely watched because they affect state fuel supply. California regulations that shape inspection

Boilers and pressure vessels: Cal/OSHA Pressure Vessel Unit
California is one of the states that regulates unfired pressure vessels as well as boilers. Cal/OSHA's Pressure Vessel Unit issues permits to operate for boilers and for many unfired pressure vessels, such as air receivers and LPG tanks, under the Title 8 Boiler and Fired Pressure Vessel and Unfired Pressure Vessel Safety Orders, and permit inspections are performed by state inspectors or qualified insurance-company inspectors. Which process vessels need a permit depends on the scope and exemptions in the Safety Orders, so confirm specific items with Cal/OSHA. Atlantis is not a permit inspector; our NDE data supports yours.
Refinery process safety: Title 8 section 5189.1
California is a state-plan OSHA state. General industry follows the state PSM standard (Title 8 section 5189), and petroleum refineries follow the refinery-specific standard in section 5189.1, adopted in 2017, which adds requirements such as damage mechanism reviews, hierarchy-of-hazard-controls analyses and stronger mechanical integrity programmes. The parallel CalARP programme applies to many of the same facilities. For inspection contractors this means scopes are increasingly tied to specific damage mechanisms, and reports must show exactly which technique was used where.
Radiography: CDPH and Agreement State status
California is an NRC Agreement State. The California Department of Public Health's Radiologic Health Branch licenses radioactive material and regulates industrial radiography, including certification requirements for radiographers working in the state. The Office of the State Fire Marshal's pipeline safety programme regulates intrastate hazardous liquid pipelines, the California Public Utilities Commission oversees gas pipeline safety, and PHMSA regulates interstate lines under 49 CFR Parts 192 and 195. Oil and gas production facilities are overseen by the California Geologic Energy Management Division (CalGEM). Aboveground petroleum storage falls under the Aboveground Petroleum Storage Act, administered locally by Certified Unified Program Agencies, and EPA's SPCC rule (40 CFR Part 112) expects integrity testing to a standard such as API 653 or STI SP001.
