The largest repair cluster on the West Coast, and the fleet that feeds it
San Diego holds six shipyards on Port of San Diego tidelands: Austal USA, BAE Systems San Diego Ship Repair, Continental Maritime, General Dynamics NASSCO, Marine Group Boat Works and Nielsen Beaumont Marine. Between them they support 14,000 workers and a $1.25 billion annual payroll, and the Port describes the cluster as the largest and most capable shipbuilding and repair industry on the West Coast. That is not a statement about tonnage launched. It is a statement about the density of repair capacity within a few miles of one naval base.
The base sets the demand. Naval Base San Diego homeports roughly 54 ships across 13 piers on 1,600 acres of land and 326 acres of water, with around 26,000 military, civilian and contract personnel. The mix runs to amphibious assault ships including Essex and Boxer, cruisers, destroyers including the Zumwalt class, 18 littoral combat ships, two Coast Guard cutters and eight Military Sealift Command hulls. It is the principal homeport of the Pacific Fleet and the second-largest surface ship base in the world.
Geography compresses the market further. BAE Systems San Diego Ship Repair leases its yard from the Port, sits immediately north of the naval base near the Coronado Bridge, and maintains more than 50 Navy vessels homeported locally. A technician can cover a NASSCO building dock in the morning and a BAE pier in the afternoon. That proximity is why San Diego subcontractors chase several primes at once, and why one lapsed certification file costs more than one job.
NASSCO is the one yard here that still builds
General Dynamics NASSCO sits at 28th Street and Harbor Drive with a dry dock that takes vessels up to 840 feet. It is the only new-construction shipyard on the West Coast of the United States building large ocean-going commercial vessels, and it is simultaneously a Master Ship Repair contractor for the Navy. Both halves of that description matter to an inspection firm, because between them they invoke two separate acceptance regimes inside the same fence line.
The Navy side is busy. NASSCO is under contract for 17 ships of the Navy's 20-ship John Lewis-class fleet oiler programme. USNS Sojourner Truth, T-AO 210, completed integrated sea trials in May 2026 and was handed over in San Diego the following month. Keels were laid for USNS Ruth Bader Ginsburg, T-AO 212, in February 2026 and USNS Harriet Tubman, T-AO 213, in June. Steel was first cut for USNS Joshua L. Goldberg, T-AO 211, in July 2026. Each hull runs 742 feet and carries 162,000 barrels.
A yard reaching four separate oiler milestones inside seven months generates a steady stream of production radiography, ultrasonic testing of plate and weld, and magnetic particle inspection on structure. It also generates subcontract demand, because no prime staffs peak NDT internally. The firms that capture that demand are the ones whose written practice, procedures and personnel files were already current when the schedule tightened, not the ones assembling them after an award lands.
Work arrives as availabilities, and availabilities do not wait
Repair work in San Diego arrives as availabilities. BAE Systems San Diego Ship Repair and Continental Maritime of San Diego hold indefinite-delivery, indefinite-quantity multiple-award contracts covering complex emergent and continuous maintenance and Chief of Naval Operations availabilities on amphibious ships homeported in San Diego. Southwest Regional Maintenance Center is the contracting activity. Individual awards are competed off those vehicles, repeatedly, throughout the year.
That structure reshapes the qualification problem compared with a new-construction market. There is no single annual audit to prepare for. There is a rolling series of task orders, and a firm's NDT credentials form part of what it puts forward each time. A written practice that expired last month does not fail an audit. It removes the firm from the list before anyone opens the technical proposal, and nobody sends a notification when that happens.
Emergent work compresses this further. A ship returning from deployment with cracked structure does not wait while a subcontractor qualifies a procedure and examines an inspector. The work goes to whoever already holds current certification in the right method. Readiness in San Diego is a commercial asset with a shelf life, and that shelf life is set by dates written into NAVSEA Technical Publication T9074-AS-GIB-010/271.
What Tech Pub 271 asks of the subcontractor, not just the prime
Tech Pub 271 treats the subcontractor as an activity in its own right. Paragraph 1.6.3 places responsibility for the adequacy of the NDT programme and for the certification of all levels of NDT personnel squarely on the employing activity. A prime contractor's approval does not extend down the chain. The subcontractor certifies its own people against its own written practice and hands a copy to the Government inspector on request under paragraph 1.6.
Which inspector that is depends on where the work sits. Paragraph 1.5.2 names the Supervisor of Shipbuilding or a delegated representative for commercial shipyards, and the commanding officer or a delegate for naval repair facilities, a category the document expressly extends to Regional Maintenance Centers. San Diego repair work routinely runs through the second route, so technical scrutiny arrives from the maintenance centre rather than from a shipbuilding office across the bay.
The controlling document is identical under both routes. Paragraph 1.6 requires personnel to be certified in accordance with the activity's written practice, developed as required by ASNT SNT-TC-1A, and states that SNT-TC-1A as modified is invoked as mandatory minimum requirements rather than recommendations or guidelines. Written practice development is therefore the first piece of work on any San Diego engagement, because every requirement downstream cites back to it.
The records a San Diego prime will ask to see
Paragraph 1.8.1 requires an inspection record for any NDT inspection called for by a specification, contract or order, containing at minimum the record requirements listed in the applicable method section of the document. Where the controlling specification for the work carries its own NDT record requirements, or states that records are not required, that specification governs instead. San Diego primes ask for these records package by package, and an incomplete record set stalls a ship's certification as effectively as a rejected weld does.
Paragraph 1.8.3 is the clause that catches digitised shops. When a signature is specified, the signature shall be written and shall be entered on each inspection record to which it applies, and the use of any system or process for completing inspection records that does not provide for written signatures requires NAVSEA approval. A tablet workflow capturing a typed name does not satisfy that on its own. The approval has to be sought rather than assumed.
Paragraph 1.8.2 offers the only shortcut available. Attributes that never change can sit in the inspection procedure rather than on every record, provided each record still carries the procedure identification, a description or unique identification of the items inspected, the date of inspection, the inspector's signature and the disposition of those items. Paragraph 1.8.4 holds records for the period the ship or fabrication specification sets, and 1.6.8 opens personnel records to an authorised NAVSEA representative on request.
The Examiner cannot write his own specific examination
There is one hard limit on how far an outsourced Level III can go, and San Diego firms meet it more often than most because they qualify Examiners frequently. Paragraph 1.6.2 permits Examiner personnel to be tested by examinations administered by the employing activity, by ASNT, or by another outside agency. That much is flexible, and it is the clause consultants tend to quote. Paragraph 1.6.2.1 is the one that constrains the arrangement.
It requires a specific examination for each NDT method covering the specifications, equipment, techniques and procedures applicable to the employer's products and methods, plus administration of the employer's written practice. Then it sets the condition that matters: it is the responsibility of the employing activity, independent of the Examiner being tested, to prepare, approve and administer that examination. A contracted Level III cannot sit an examination he authored himself.
In practice the work splits cleanly. Atlantis drafts the practice, writes and qualifies the procedures, and runs general, specific and practical examinations for Level I and Level II personnel, while the employer or a second independent Level III prepares and administers the Examiner's specific examination. What an outside NDT Level 3 can and cannot do is worth reading before scoping, and NDT Level 3 exam oversight is arranged so nobody grades their own paper.
Two acceptance regimes inside one San Diego shop
The second San Diego complication is that commercial and Navy work live in the same shop. NASSCO commercial hulls are surveyed by a classification society, and any outside firm whose results that surveyor relies on is approved under IACS Unified Requirement Z17. Z17 asks for a documented quality system, work procedures covering all services supplied, personnel records showing training and experience, and a supervisor with at least two years as an operator inside the activity being approved.
Its personnel bar is written to international schemes. For thickness measurement of structural material, Annex 1 requires the responsible supervisor to be qualified to a recognised standard such as ISO 9712 Level II, and operators to be certified at Level I with enough knowledge of ship structure to select representative measurement positions. Elsewhere in Annex 1, ISO 9712 and ASNT SNT-TC-1A are both named as acceptable certification schemes for supervisors and operators.
The certificates then renew on different clocks. A Z17 certificate of approval renews at intervals not exceeding five years, and three years for firms engaged in thickness measurement, with the society free to require shorter intervals and intermediate audits. Tech Pub 271 runs on three and five years for people. A firm serving both sides of San Diego Bay tracks two renewal calendars, which is why any maritime NDT consulting engagement starts by mapping them onto one sheet.
The dated obligations that quietly take a firm off the list
Certification in this regime is a set of dates rather than a plaque. Paragraph 1.6.4 recertifies NDT personnel other than Examiners at intervals not greater than three years, and Examiners at intervals not greater than five, with expiry falling on the last day of the month recertification is due. Recertification by evidence of continuing satisfactory technical performance is not permitted, and neither is recertification on ASNT certifications granted without examination.
Paragraph 1.6.10.1 requires documented annual oversight: witnessing in-process inspections, reinspecting previously inspected product, or conducting a technical performance evaluation, at least one of the three, every twelve months, by the last day of the twelfth month. Paragraph 1.6.10.2 requires that technical performance evaluation to use production hardware or specimens containing discontinuities, before the end of the second year of the cycle for anyone performing acceptance inspections.
Miss the annual oversight and paragraph 1.6.4.1 forces a practical re-examination administered by the activity's own Examiner. Vision tests run annually under 1.6.7.1 against the J1 letters on a Jaeger chart at a distance between 12 and 16 inches, expiring on the last day of the retest month. In a market that competes new work every few weeks, a certification month closing on a Friday decides whether you quote the next availability.
How Atlantis covers the Examiner role in San Diego
Atlantis engages against the San Diego calendar rather than a generic checklist.
