Outsourced ASNT Level III Support for Seattle and Puget Sound Shipyards
A Puget Sound inspection firm faces three separate approval regimes. Navy availabilities at Puget Sound Naval Shipyard and Vigor run on NAVSEA T9074-AS-GIB-010/271, which makes SNT-TC-1A mandatory rather than advisory. Washington State Ferries drydockings answer to the Coast Guard. The Bering Sea catcher-processor fleet answers to class. One outsourced ASNT Level III signs the written practice all three demand.
Puget Sound is not one maritime market. Puget Sound Naval Shipyard and Intermediate Maintenance Facility at Bremerton employs roughly 15,000 people across six dry docks and is the only US facility certified to recycle nuclear-powered ships. Vigor's Harbor Island yard holds a Master Ship Repair agreement and dry-docks Navy, Coast Guard and Washington State Ferries hulls. Lake Union Dry Dock, Pacific Fishermen in Ballard and Everett Ship Repair carry the North Pacific catcher-processor fleet berthed at Terminal 91 and Fishermen's Terminal. Each customer accepts NDT under a different authority. Navy work runs on NAVSEA Technical Publication T9074-AS-GIB-010/271, which converts ASNT SNT-TC-1A from a recommended practice into mandatory minimums and requires a Level III Examiner to certify every inspector and sign every procedure. Class and Coast Guard work run on other rules entirely. A firm bidding across all three needs one Level III who keeps all three sets of paperwork straight.

Puget Sound is three industries wearing one coastline
The Navy end of the Sound is Puget Sound Naval Shipyard and Intermediate Maintenance Facility at Bremerton: roughly 15,000 people on 179 acres, six dry docks running from 638 to 1,151 feet, and the only facility in the United States certified to recycle nuclear-powered ships. Across the water, Vigor's Harbor Island yard occupies 27 acres with three large dry docks and holds a Master Ship Repair agreement, which places it in the same contracting category as HII Newport News, Everett Ship Repair and General Dynamics NASSCO on the Puget Sound Ship Repair Association roster.
Thirty minutes north, Salmon Bay and Lake Union hold a different industry. Pacific Fishermen Shipyard, founded in Ballard in 1946 by fishermen who wanted a yard of their own, and Lake Union Dry Dock, operating since 1919 across twelve acres, service the North Pacific catcher-processor fleet berthed at Terminal 91 and Fishermen's Terminal. Those vessels run from 250 feet up to the 376-foot Alaska Ocean, owned by Glacier Fish Company and the largest factory trawler in the United States fleet.
A third stream cuts through both. Washington State Ferries, a division of WSDOT, runs 21 auto-passenger vessels across 20 terminals with close to 2,000 employees and 16 unions, making it the largest ferry system in the United States. Vigor dry-docks those boats alongside Navy and Coast Guard hulls at Harbor Island, and Nichols Brothers Boat Builders at Freeland on Whidbey Island built the car ferry Samish. One inspection firm here quotes all three streams inside a single quarter.
Bremerton and Harbor Island both answer to Tech Pub 271
Navy NDT in Puget Sound is governed by NAVSEA Technical Publication T9074-AS-GIB-010/271. Paragraph 1.6 carries the sentence that catches commercial firms out: personnel shall be certified in accordance with the activity's written practice, developed as required by ASNT SNT-TC-1A, and SNT-TC-1A as modified shall be invoked as mandatory minimum requirements and shall not be considered as recommendations or guidelines. The recommended practice a commercial shop treats as flexible becomes a contract floor the moment a Bremerton or SUPSHIP job order lands.
Paragraph 1.5.5 names the person who carries it. The Level III NDT Examiner is the individual to whom the activity delegates responsibility and authority to examine and certify NDT personnel, and the individual to whom the activity assigns responsibility for approving NDT procedures and workmanship standards. The document states plainly that the Examiner is equivalent to the Level III in ASNT SNT-TC-1A. Without that person on the org chart, a Puget Sound firm has nobody who can sign a certification or release a procedure.
This is precisely the gap that outsourced ASNT Level III consulting services fill. Tech Pub 271 never requires the Examiner to be an employee; it requires the activity to delegate the role, record the delegation, and stay responsible for programme adequacy under paragraph 1.6.3. Written practice development is the first deliverable, because every other requirement in Chapter 1 points back at it, including the limited-scope certifications that paragraph 1.6.1.1 permits for technicians performing one operation of a method.
Nothing you certified at the last yard travels with you
Two paragraphs kill the most common shortcut in the Sound. Paragraph 1.6.9 states that transfer of NDT certifications to other activities is prohibited except as authorized by NAVSEA. Paragraph 1.7.4 states that procedures shall not be transferred from one activity to another without the specific approval of NAVSEA. Hiring a certified ultrasonic inspector away from a Bremerton contractor does not import that certification, and copying a proven magnetic particle procedure from a previous employer does not import its approval.
An activity is defined in paragraph 1.5.3 as all sites of an organisation under the same quality assurance management using the same quality assurance plan. Open a second shop in Everett under separate QA management and it becomes a separate activity. Acquire a competitor and leave its QA system intact and you now operate two activities. Each one needs its own written practice, its own certified people and its own approved procedures before it touches Navy steel.
Procedures also carry a physical burden. Paragraph 1.7.2 requires each procedure to be qualified by proving that known discontinuities, natural or artificial, can be reliably detected and evaluated, with those discontinuities sized near the threshold of acceptance and rejection. That is bench work on real specimens, not a document review, and it is the part of NDT technical procedure development that Seattle shops consistently underbudget in calendar time.
Washington State Ferries: 21 hulls carrying the load until 2030
The WSF fleet is the second-largest vehicle ferry operation in the world, carrying more than nine million vehicles in 2024. In July 2025 the state contracted Eastern Shipbuilding Group in Panama City, Florida, to build three new 160-car hybrid-electric ferries, with first delivery scheduled for 2030 and the second and third following in 2031 and 2032. That is the first out-of-state ferry build Washington has ordered in more than fifty years, and the total programme is budgeted at $1.15 billion.
The scheduling consequence matters more to an inspection firm than the contract award does. The existing 21 vessels carry the entire service through the rest of this decade, which pushes steel renewal, shell plating replacement, tank work and structural weld inspection into every dry-docking window Vigor can open at Harbor Island. Weld inspection volume on an ageing fleet climbs while replacements are under construction elsewhere; it does not fall away.
Ferry work sits under Coast Guard inspection rather than NAVSEA, so the procedures, acceptance criteria and record formats differ from the Navy package filed in the same cabinet. A firm bidding both writes one written practice carrying two procedure sets, and the Examiner who signs the certification statement on each procedure under paragraph 1.7.1 has to be fluent in both. Bidders hand over inspector qualification records with the package, which means those records have to be current on bid day.
The Alaska fleet does not schedule around your audit
The North Pacific fleet works a fixed calendar. Bering Sea pollock A season opened on 20 January in 2026 and runs to mid-April; hake follows from mid-May to late June; pollock B season runs June to October, with C and D seasons across August to October and hake again from September to November. The North Pacific Fishery Management Council held the 2026 Bering Sea pollock total allowable catch at 1.375 million metric tons, so the fleet that has to be maintained is stable in size.
Back that calendar out and the yard window compresses to roughly November through the second week of January. Every catcher-processor needing shaft work, tank steel, hull plating or a class survey competes for the same berths at Vigor, Lake Union Dry Dock, Pacific Fishermen and Everett Ship Repair inside the same eight weeks. Technicians are on the boats rather than in a classroom, and test blocks are in the field rather than on a bench.
A qualification programme therefore belongs in spring or late summer, well away from the surge. Practical examinations, the procedure demonstrations required by paragraph 1.7.2 and the annual oversight required by paragraph 1.6.10 all draw on the same senior people that production needs in December. Scheduling NDT Level 3 exam oversight in the off-season is the difference between a programme that stays current and one that expires while the fleet is at sea.
Why a class thickness-measurement certificate skips the fishing fleet
IACS Unified Requirement Z17 sets the approval scheme for firms whose results a class surveyor relies on when making decisions affecting classification or statutory certification. Annex 1 section 1 covers thickness measurement of structural material, and paragraph 1.1 carves out two exclusions by name: non-ESP ships under 500 gross tonnage, and all fishing vessels. A Seattle firm that earns a Z17 thickness-measurement certificate has not, by that act, qualified itself for the Terminal 91 fleet.
The Z17 requirements still matter, because cargo work in the Sound does sit under them. The responsible supervisor is to be qualified to a recognised national or international NDT standard such as ISO 9712 Level II. Operators are to be certified at Level I and to know ship structure well enough to select representative measurement positions. The surveyor countersigns each separate job. Certificates for thickness-measurement firms renew at intervals not exceeding three years, shorter than the five-year general rule.
Z17 also names ASNT directly in places. In the membrane cargo containment sections, supervisors and operators can be certified to ISO 9712 or to SNT-TC-1A, subject to one condition: SNT-TC-1A personnel must show that training was administered by an independent training body centrally certified to ASNT. Employer-based certification is accepted at sea. The condition attached to it is that somebody credible ran the training and somebody qualified signed the certificate.
The dated obligations an Examiner carries after the audit passes
Certification is a calendar, not an event. Under paragraph 1.6.4, NDT personnel other than Examiners are recertified at intervals not greater than three years and Examiners at intervals not greater than five, and a certification expires on the last day of the month in which recertification falls due. Recertification by evidence of continuing satisfactory technical performance is not permitted, and neither is recertification on the basis of ASNT certifications granted without examination.
Paragraph 1.6.10.1 adds annual surveillance: witnessing in-process inspections, reinspecting previously inspected product, or conducting a technical performance evaluation. At least one of the three, documented every twelve months, by the last day of the twelfth month. Paragraph 1.6.10.2 requires the technical performance evaluation itself to use production hardware or specimens containing discontinuities, performed before the end of the second year of the cycle for anyone carrying out acceptance inspections.
Miss the annual oversight and paragraph 1.6.4.1 forces re-examination by a practical examination administered by the activity's own Examiner. Vision tests run annually under paragraph 1.6.7.1 against the J1 letters on the Jaeger chart at a distance between 12 and 16 inches, and they expire the same way, on the last day of the retest month. A firm with no Level III on the day one of those clocks runs out has an inspector who cannot sign.
Standing up a Puget Sound programme without a staff Level III
A programme begins with the written practice, because paragraph 1.6 makes it the controlling document and also requires a copy to be handed to the Government inspector on request. From there the sequence is fixed: method procedures with the certification statement signed by the Examiner under 1.7.1, procedure demonstrations under 1.7.2, general, specific and practical examinations, then the personnel records listed in 1.6.8, down to vision-test records covering the current and preceding certification period.
Third-party costs are published and belong in the budget from the start. ASNT lists the NDT Basic examination and the AE, ET, LT, RT and UT method examinations at $545 for members and $625 for non-members, and IR, MFL, MT, PT and VT at $525 and $605, with lower retake fees. Its Level III experience routes run from twelve months on a four-year engineering or science degree through to forty-eight months with no college study at all.

Does an outsourced Level III satisfy NAVSEA Tech Pub 271 at a Puget Sound yard?
Paragraph 1.5.5 defines the Examiner as the individual to whom the activity delegates authority to examine and certify NDT personnel and to approve procedures and workmanship standards. It does not require that person to sit on the payroll. The activity remains responsible for the adequacy of its own programme under paragraph 1.6.3, so the delegation belongs in the written practice, in writing.
Can a Seattle firm reuse NDT procedures it already ran at another shipyard?
No. Paragraph 1.7.4 states procedures shall not be transferred from one activity to another without the specific approval of NAVSEA. Paragraph 1.6.9 sets the same bar on people: transfer of NDT certifications to other activities is prohibited except as authorized by NAVSEA. A new yard, a new subsidiary or a new legal entity starts from a fresh written practice.
When is the worst time to start a Puget Sound qualification project?
November. Bering Sea pollock A season opened 20 January in 2026 and runs to mid-April, so the catcher-processor fleet crowds Lake Union Dry Dock, Pacific Fishermen, Everett Ship Repair and Vigor from late autumn until the boats sail.
