Radiation licensing and port access for San Diego RT crews
California is an NRC Agreement State, and the California Department of Public Health's Radiologic Health Branch licenses radioactive materials and registers X-ray equipment. California also issues its own industrial radiographer certificates under Title 17 of the California Code of Regulations, so a radiographer working in the state needs the CDPH certification in addition to the employer's NDT certification. An RT method course from any provider does not by itself satisfy the state requirement. Your company's radiation safety officer will specify what is needed.
Access is the other practical hurdle. Navy installations require base access credentials arranged through the employer, and commercial marine terminals regulated under the Maritime Transportation Security Act require a TWIC for unescorted access. If you want onsite training inside a controlled area, raise it at quote stage; it is often simpler to run the practical block at your own shop.

Repair contractors rarely need every method at once. A plan that fits the way availabilities actually run usually looks like this. Start with VT for every welder-inspector and QA hand, because visual acceptance comes first on every repair weld and a shortage of qualified VT people slows an entire job. Add MT and PT next, matched to the materials in your normal scope: steel structures and foundations for MT, aluminium, stainless and copper-nickel for PT. Then build UT in two stages, thickness gauging first because it drives scope definition at the start of each availability, then shear-wave weld examination for repair acceptance. PAUT and TOFD come last and only for the technicians who will use them, since they demand more experience and the contract has to permit them.
Spreading that plan across a year, in short onsite blocks between availabilities and live online theory in the evenings, keeps the crew working while it upgrades. It also produces a steady stream of documented training and experience hours, which is what your Level III needs to certify people without delay when a new contract arrives.
