Two exams, and the Basic is the one that fails people

ASNT NDT Level III certification requires passing the NDT Basic exam once and one method exam for every method you want recorded on the certificate. The Basic is 135 equally weighted questions in four hours, computer-based and closed book, at 70 percent to pass. It is the exam that ambushes experienced technicians, because almost none of it concerns the method they have spent fifteen years mastering in the field.

The Basic covers administration of NDT certification programs — SNT-TC-1A and ANSI/ASNT CP-189 — plus general principles across acoustic emission, electromagnetic, leak, liquid penetrant, magnetic particle, neutron radiographic, radiographic, thermal/infrared and ultrasonic testing. On top of that it tests materials properties, failure modes, fabrication processes and dimensional metrology. An ultrasonic specialist has to answer thermal and neutron radiography questions from a standing start, with no field experience to draw on.

That breadth is the entire point of the credential. A Level III writes and approves procedures, qualifies and certifies other personnel, and answers to auditors — none of which is method-specific work. Preparation that reads like a UT refresher misses the exam completely. The productive study order is CP-189 and SNT-TC-1A first, then metallurgy and fabrication processes, then a systematic pass across every method you do not personally practise.

What the method exams test

Method exams split by scope. Acoustic emission, electromagnetic, leak, radiographic and ultrasonic testing each run 135 questions in four hours. Thermal/infrared, magnetic flux leakage, magnetic particle, liquid penetrant and visual testing each run 90 questions in two hours. Every one is computer-based and closed book, organised around four topic areas: principles and theory, equipment and materials, techniques and calibration, and interpretation and evaluation of results.

The 90-question methods are not easier per question; they are narrower. A penetrant Level III exam has fewer places for a candidate to hide, which means procedural detail — dwell times, emulsification, developer form, temperature limits — is asked directly and repeatedly. The 135-question methods reward breadth, and candidates lose most of their points in the equipment and calibration blocks rather than in theory. Neither exam gives any credit for field habits that are not written into the standards.

Choose method exams against the written practices you will be signing, not against your résumé. If your employer's program covers ultrasonic, magnetic particle, penetrant and visual testing, a Level III certified only in ultrasonics leaves three methods without an approver, and the company still cannot certify its own technicians in them. That calculation, not personal preference, is what drives most multi-method Level III programs in this market.

Eligibility: what counts, and what a day is

ASNT sets three routes. A four-year college or university degree in engineering or physical science plus at least 12 months — counted as 252 days — of NDT experience. Completion with passing grades of at least two full academic years of engineering or physical science study plus 24 months, or 504 days. No formal education, plus 48 months, or 1,008 days. A day means at least seven hours of work, which is how part-time and split-assignment experience gets converted into countable time.

The experience has to be in nondestructive testing and gained under qualified supervision, in the methods you are certifying in. It is documented per method, not in aggregate across a career. An inspector with twenty years of ultrasonic work and one month of eddy current does not have eddy current experience for Level III purposes, however senior they are on paper. The application asks method by method, and what is submitted is checked.

Level II certification is not itself the entry ticket, but Level II or equivalent experience per method is exactly what the documentation asks you to evidence, and it is the route almost everyone takes. If your Level II certifications were issued under a written practice that is thin on records, assembling that evidence becomes the slow part of the application. Written practice development fixes the problem on the employer side so the next candidate does not hit it.

The San Diego employer base

General Dynamics NASSCO has designed and built ships in San Diego's industrial corridor since 1960 and is the only full-service shipyard on the US West Coast, producing auxiliary and support ships for the Navy alongside oil tankers and dry cargo carriers for commercial markets, with a substantial repair business supporting the fleet. Fleet Readiness Center Southwest, at the NAS North Island complex, is the largest of the Navy's six main Fleet Readiness Centers, supporting Navy and Marine Corps tactical, logistical and rotary-wing aircraft and their components. Aircraft depot work is a different nondestructive testing world from shipyard work: eddy current on fastener holes and skins, fluorescent penetrant run as a production line, and a personnel qualification regime that looks like NAS-410 rather than SNT-TC-1A.

Why Level III demand exists here, and the exam nobody mentions

Naval work does not run on SNT-TC-1A alone. NAVSEA Technical Publication T9074-AS-GIB-010/271 sets the requirements for nondestructive testing used to determine the presence of surface and internal discontinuities in metals, and contains the minimum requirements necessary to qualify NDT personnel, procedures and equipment. It deliberately does not contain acceptance criteria — those live in the fabrication and repair documents — which forces the Level III to reconcile two document sets rather than work from one.

ASNT offers a Naval Shipbuilders NDT Level III Specific exam aligned to that publication: 50 questions, two and a half hours, delivered as a one-part open-book exam within an employer-based certification system. The practical consequence is that a San Diego Level III usually reconciles three regimes at once: the employer's written practice under SNT-TC-1A, the NAVSEA publication for naval work, and customer or prime-contractor specifications on commercial hulls. The route from Level II

The realistic path is Level II in your primary method, then accumulating documented experience in a second and third method while you study the standards for the Basic. Most successful candidates spend six to twelve months on the Basic alone, because it demands methods they have never operated and administrative content they have only ever encountered from the receiving end as a certificate holder. Nobody passes the Basic on field instinct.

Sequence the exams deliberately rather than by convenience. Take the Basic first if your standards knowledge is weak, because passing it forces the CP-189 and SNT-TC-1A study that makes every subsequent method exam easier to prepare for. Take your strongest method first if your standards knowledge is already solid, because an early pass sustains momentum through a long study period. The certificate itself is not issued until both the Basic and at least one method are behind you.

Between certification and competence sits a gap no exam covers: writing a procedure that survives a customer audit, and qualifying somebody else's technique on equipment you did not choose. Employers in this market read that gap as risk and price it accordingly. Level III consulting exists because a fresh certificate does not make anyone ready to own a program on day one, and working alongside an established Level III for a cycle is the usual bridge.

Delivery formats that survive a shipyard schedule

Shipyard and depot schedules do not accommodate two consecutive weeks in a classroom. The formats that survive contact with this market are evening or weekend cohorts spread across eight to twelve weeks, on-site delivery inside the customer's own facility built around shift patterns, and self-paced study with scheduled review sessions timed to an exam booking. Any format requiring a technician to vanish from the deckplates during an availability is a format that gets cancelled in week two.

On-site delivery carries a second advantage beyond scheduling. Level III preparation run inside your own facility can use your written practice, your procedures, your equipment and your actual job geometries as the worked examples, which turns exam study into a program review happening at the same time and at no extra cost. Companies certifying several people at once extract far more from corporate NDT training than from sending individuals to open-enrolment courses out of state.

Whichever format you choose, book the exam before you finish studying. ASNT Basic and method exams are computer-based and delivered at testing centres, seats are finite, and a candidate with no date on the calendar studies indefinitely and sits nothing. US-based training delivery covers scheduling around availabilities and shift rotations rather than around a published course calendar built for somebody else's industry.

Choosing methods for this market

In a Gulf Coast refining market, ultrasonic and radiographic testing dominate a Level III's portfolio. In San Diego the weighting shifts noticeably. Ship repair draws heavily on magnetic particle and liquid penetrant for weld and casting examination, on visual testing as a formally certified method rather than an assumed competence, on ultrasonics for thickness and structural welds, and on radiography where joint configuration and access permit it.

Naval aviation shifts the weighting further. The economical order is: the method your current written practice most urgently needs an approver for, then the method with the highest local demand you can genuinely document experience in, then breadth for its own sake. Certifying in a method where you cannot evidence Level II-equivalent experience wastes an application fee and a study cycle, because ASNT verifies experience method by method rather than accepting a general claim of seniority.

What the certificate obliges you to do, and how it renews

A Level III establishes and approves NDT techniques and procedures, interprets codes, standards and specifications, designates the particular methods and techniques used on a job, qualifies and certifies Level I and Level II personnel, and provides technical direction to them. Where SNT-TC-1A governs, that includes preparing and administering the written practice and the general, specific and practical examinations used to certify everyone below. It is a program ownership role with a technical exam standing in front of it.

ASNT NDT Level III certificates run five years. Renewal takes 25 points accumulated across the period, together with continued active employment performing Level III functions in the methods being renewed for at least 36 months — 756 days — of the 60-month term. A holder who cannot document 25 points recertifies instead by retaking the method examination for each method held; the Basic is not retaken by anyone holding a current Level III certificate.
