Turnarounds, shutdowns and planned inspection

Direct answer: In New York, planned inspection is driven by terminal tank programmes, power-plant and hydro outages, chemical-plant shutdowns and construction schedules. For terminals, the rhythm is different: tanks rotate out of service one or two at a time, so floor scanning and shell work have to keep pace with cleaning and repair contractors. For construction projects, NDE is tied to fabrication and erection sequences, and the engineer of record sets acceptance criteria.

New York specifics: upstate winters limit outdoor PT and MT and make couplant choice and heated enclosures part of the plan, so many owners push tank and outdoor work into the April to November window; New York City work involves street permits, building access and tight laydown space; many maritime facilities require TWIC cards; and power, chemical and terminal sites need site-specific orientation and contractor prequalification completed before mobilisation. New York regulations that shape inspection

Boilers and pressure vessels: NYS DOL Boiler Safety Bureau

New York regulates high-pressure boilers under Industrial Code Rule 14 (12 NYCRR Part 14), administered by the Department of Labor's Boiler Safety Bureau, with periodic inspections by state inspectors or authorised insurance-company inspectors. The same rule sets construction requirements for unfired pressure vessels, which must be built and stamped to ASME Section VIII and registered with the National Board. In-service vessel inspection beyond that is generally driven by owners, insurers, OSHA PSM where it applies and API 510-based programmes. Within New York City, the Department of Buildings handles boiler inspection and filing. Confirm the requirements for a specific item with the Bureau or the city.

Radiography: Agreement State with a state and city split

New York is an NRC Agreement State. Licences for radioactive materials, including industrial radiography sources, are issued by the New York State Department of Health, whose radioactive materials programme absorbed the former Department of Labor programme; the radiography rules sit in Industrial Code Rule 38. Within New York City, the city Department of Health and Mental Hygiene runs its own radiation control programme, so confirm the licensing authority for your site. Pipelines: Public Service Commission and PHMSA

The New York State Public Service Commission, through the Department of Public Service, runs the state pipeline safety programme for intrastate gas transmission and distribution in partnership with PHMSA, which regulates interstate gas and hazardous liquid lines under 49 CFR Parts 192 and 195. Process safety and bulk storage

Private-sector employers in New York fall under federal OSHA (the state's PESH programme covers public employees), whose process safety management standard (29 CFR 1910.119) requires written inspection and testing procedures, inspection following recognised and generally accepted good engineering practice, and documentation of each inspection. For tanks, NYSDEC administers the Petroleum Bulk Storage rules (6 NYCRR Part 613), Major Oil Storage Facility licensing (Part 610) and Chemical Bulk Storage rules, which include inspection and recordkeeping requirements, alongside EPA's SPCC rule (40 CFR Part 112), which expects tank integrity testing to an industry standard such as API 653 or STI SP001.
