New York City has thousands of bridges, tunnels, elevated structures and high-rise steel frames, plus one of the largest district steam systems in the country. Upstate, three nuclear plants run on the Lake Ontario shore, the Capital Region builds power-generation turbines and naval nuclear technology, Buffalo operates hydropower and engine manufacturing, and Rochester has a long history of optics and precision manufacturing. New York has no operating crude oil refinery, but its harbour and river terminals store and move large volumes of fuel. Across all of that, technicians need to be sharp on the day of the job, and that is what an NDT simulator is for.

New York’s NDT workforce and where the work is

New York’s inspection market divides into several distinct regions.

New York City and the metro area. The city’s inspection work is dominated by infrastructure and buildings. Long-span bridges over the East River and Harlem River, subway and commuter rail structures, tunnels, elevated highways and a huge stock of steel-framed buildings need inspection during construction, rehabilitation and routine programmes. New high-rise construction requires special inspections of structural welding and high-strength bolting under the NYC Building Code, and that means visual weld inspection, UT on complete-joint-penetration welds and MT on fillet welds. The city’s steam distribution network, power plants, substations and petroleum terminals around New York Harbor add piping, boiler and tank work. Long Island has aerospace and defense manufacturing and airline maintenance at the region’s major airports.

The Capital Region (Albany, Schenectady, Troy). Schenectady has built power-generation equipment for well over a century and remains a centre for large gas and steam turbine and generator manufacturing, which calls for UT, PAUT, MT, PT and ET on forgings, castings, welded assemblies and rotating components. Knolls Atomic Power Laboratory in Niskayuna supports the U.S. Navy’s nuclear propulsion programme. Watervliet Arsenal manufactures large-calibre cannon tubes. The semiconductor fab at Malta has brought high-purity piping and fabrication work. The Port of Albany handles bulk cargo and petroleum products.

Central New York and the Lake Ontario shore. Nine Mile Point and FitzPatrick near Oswego and Ginna near Rochester are New York’s operating nuclear plants, and their refuelling outages bring intensive in-service inspection under ASME Section XI. The Syracuse area is preparing for major semiconductor manufacturing investment, with large-scale construction and high-purity process piping to follow.

Western New York. Buffalo and Niagara Falls have a heavy-industrial history in steel, chemicals and automotive. Today the region runs large hydroelectric facilities at Niagara, an engine manufacturing plant in Tonawanda, chemical plants, and metal fabrication, and the Peace Bridge and other border crossings make it a freight and logistics hub. Rochester is known for optics, imaging and photonics, and has precision manufacturing and machining. Across the state, the New York State Department of Transportation manages a large inventory of bridges that require structural steel inspection.

New York City. NYC inspection is about steel structures, welds and bolted connections on bridges, transit systems and buildings, carried out under demanding owner and building-code requirements. Special inspectors check welds on new towers, while rehabilitation contracts on older bridges require crack detection around rivets, pins and welded repairs. The Welding Workshop is the core environment, with the Storage Tank environment for harbour terminal work and the Aircraft Hangar for airline maintenance at the city’s airports.

Buffalo. Western New York combines hydropower, engine and auto parts manufacturing, chemicals and structural fabrication. Technicians there inspect castings and machined parts, welded structures and plant piping. The NDT Lab and Welding Workshop environments give them repetitive practice on the defects they see most, with the Oil & Gas Site covering corrosion surveys in chemical plants.

Rochester. Rochester’s precision manufacturing needs careful eddy current, penetrant and ultrasonic inspection, and Ginna nuclear plant on the lake shore brings outage work. The NDT Lab environment is the obvious fit, and technicians who support outages can practise weld UT, PAUT and TOFD in the Welding Workshop between campaigns.

Albany. The Capital Region’s turbine, generator and defense manufacturing is forging- and casting-heavy, so volumetric UT, PAUT and radiographic interpretation are central, with eddy current on finished components. The NDT Lab and Welding Workshop environments cover most of that work, and the Storage Tank environment matches the petroleum terminals at the Port of Albany.

Environments and methods that match New York work

Practical NDT has five environments and twelve methods. For New York work the mapping looks like this.

Welding Workshop (52 jobs). For New York this is the most important environment. Bridges, transit structures, building frames, turbine casings, power plant piping and ship repair in New York Harbor all depend on weld inspection. The Welding Workshop covers VT, MT, PT, UT, PAUT, TOFD and RT on weld coupons and fabrication joints. Special inspectors and bridge technicians can drill UT on complete-joint-penetration groove welds and MT on fillet welds, and learn to recognise lack of fusion, cracks, porosity, slag and undercut against acceptance criteria.

NDT Lab (52 jobs). Bench specimens and reference blocks. For the Capital Region’s forgings and castings, Rochester’s precision parts and Buffalo’s engine components, this is where you practise calibration, angle-beam setup, DAC and TCG, eddy current on reference standards, radiographic interpretation and PMI.

Storage Tank. A full-size tank with UT shell thickness surveys and MFL floor screening. Petroleum terminals around New York Harbor, along the Hudson and at the Port of Albany make this relevant, as do tank farms at power plants and chemical sites.

Oil & Gas Site (73 jobs). A process-plant environment with weld, corrosion, tube and screening practice. New York has no crude refinery, but power plants, chemical plants, district steam systems and terminals run piping and heat exchangers that need the same methods: UT thickness surveys, IRIS on heat-exchanger and boiler tubes, LRUT screening on long piping runs and PMI on alloy components.

Aircraft Hangar (54 jobs). Airframe and component inspection with ET, PT, VT and UT. New York’s major airports, Long Island aerospace manufacturing and upstate component suppliers make this directly useful.

Across all environments, the twelve methods are PT, MT, VT, contact UT, PAUT, TOFD, RT, ET, MFL, LRUT, IRIS and PMI, supported by 33 guided lessons.

Regulators and requirements New York technicians meet

Radiation safety. New York is an NRC Agreement State, and its radiation regulation is split between agencies. The New York State Department of Health’s Bureau of Environmental Radiation Protection licenses radioactive materials use across the state, and since 2006 its industrial unit has handled the industrial radioactive materials licensing formerly done by the state Department of Labor, which covers industrial radiography with gamma sources. Within New York City, the NYC Department of Health and Mental Hygiene’s Office of Radiological Health regulates radiation-producing equipment and certain radioactive materials uses. Radiographers must meet the applicable state radiation safety training and certification rules. Nuclear power plants remain under NRC authority. Practical NDT’s RT scenarios involve no radiation and do not meet any radiation safety requirement.

Boilers and pressure vessels. Outside New York City, boiler and pressure vessel safety is overseen by the New York State Department of Labor. Within the city, the NYC Department of Buildings Boiler Unit requires annual inspection of boilers. New construction follows the ASME Boiler and Pressure Vessel Code, and repairs commonly follow the National Board Inspection Code.

Codes common in New York. Structural and bridge work uses AWS D1.1 and AWS D1.5, with NYSDOT, the NYC Department of Transportation and regional transport authorities issuing their own inspection specifications. NYC building construction requires special inspections under the NYC Building Code. Nuclear work follows ASME Section XI. Terminal and tank work uses API 653, piping uses ASME B31.1 or B31.3, and gas pipelines follow PHMSA rules in 49 CFR Part 192 with API 1104 for welding, with the New York State Public Service Commission also overseeing gas pipeline safety. Aerospace work follows manufacturer and customer specifications, often NAS 410.

Personnel certification. Most New York industrial employers certify NDT personnel under a written practice based on ASNT SNT-TC-1A. Special inspectors in NYC may also need specific credentials such as AWS Certified Welding Inspector status, and nuclear and aerospace employers add their own requirements; those are local employer and code requirements. Practical NDT is practice for any scheme. Atlantis’s own NDT training is aligned with SNT-TC-1A.

For trainees, working technicians and Level IIIs in New York

Trainees. New York’s infrastructure and construction boom keeps demand for new inspectors high, and many trainees come from welding, ironwork or engineering backgrounds. The guided lessons take them through fundamentals, and scenario practice builds defect recognition before they are on a bridge deck or a steel frame. In a dense city, specimen time and lab space are expensive; online practice lets trainees repeat scenarios as often as they like.

Working technicians. A New York technician might spend months on visual and MT inspection of structural welds and then be sent to a nuclear outage, a turbine plant or a terminal tank inspection. PAUT, TOFD, IRIS and MFL skills decay without use, and rare defects are the ones most likely to be missed. Practical NDT lets working technicians rehearse the specific scenario before the job.

Level IIIs and leads. A Level III can assign scenario sets matched to a project, such as a bridge rehabilitation contract, a turbine casting programme or a terminal tank inspection season, and compare crew results objectively. That shows who is ready, where coverage is thin, and who needs formal training before being assigned.

Practice vs certification

Practical NDT is a practice and readiness tool. It is not a certification and not an exam. Under an SNT-TC-1A written practice, the employer certifies technicians after documented training, documented experience, and passing written and practical examinations, with the practical exam performed on real specimens using real equipment. A simulator does not replace that step, and it does not replace special inspector credentials, nuclear qualification or radiation safety certification.

What Practical NDT does is make the preparation better. A trainee who has worked through many weld and forging scenarios will reach the practical exam more ready. A working technician can rehearse before recertification or a new assignment. Classroom and lab training still happens, and Atlantis delivers it through its NDT training and certification programmes.
