Those assets are owned by very different organisations, and each asks for something slightly different from an NDT contractor. Where inspection work is in Michigan

Southwest Detroit is home to the Marathon Detroit refinery, the only operating crude refinery in Michigan, surrounded by terminals, rail racks and product pipelines. Along the Rouge River and Downriver communities sit steelmaking at Dearborn, chemical sites such as BASF's Wyandotte operations, cement and aggregate terminals, wastewater treatment plants and the assembly and stamping plants of the Detroit automakers and their tier suppliers. Refinery and terminal work is classic mechanical-integrity NDE: thickness readings at condition monitoring locations on process piping, weld examination after repairs and tie-ins, and API 653 tank work. Steel and automotive sites generate a different mix: magnetic particle and ultrasonic inspection of crane runways, press frames, ladles and rolling-mill components, weld inspection on structural steel to AWS D1.1, and shaft and gear inspection during planned outages. Monroe and the Lake Erie shoreline
Monroe County hosts one of the largest coal-fired generating stations in the country at Monroe and the Fermi 2 nuclear plant near Newport. Fossil units need boiler tube thickness surveys, header and steam-line weld examination, and inspection of high-energy piping, ductwork and coal-handling structures during spring and autumn outages. Nuclear work is governed by the owner's ASME Section XI programme and its own qualification requirements; independent contractors normally support balance-of-plant and non-safety scopes unless the owner qualifies them for more.
Great Lakes Bay Region: Midland, Saginaw and Bay City
Midland is built around Dow's Michigan Operations, a large chemical manufacturing complex, with polysilicon production at Hemlock Semiconductor nearby and chemical, food and materials plants spread through Saginaw and Bay County. Chemical units bring a heavy load of pressure vessels, heat exchangers, process piping and storage tanks, much of it in stainless and alloy steels where penetrant testing and PAUT matter. Corrosion under insulation is a persistent theme on lines that cycle between warm process temperatures and Michigan winters. Saginaw's castings and powertrain plants and Bay City's port terminals add machinery and structural scopes.
West Michigan: Grand Rapids, Muskegon and the lakeshore
The Grand Rapids, Holland and Muskegon area is a dense manufacturing region with aerospace electronics and structures suppliers, office-furniture and automotive component makers, foundries, food processing and paper converting. Aerospace parts flow down customer NDT requirements, often NAS 410-based, while foundries and fabricators need UT, MT and PT on castings and weldments. Along the shoreline sit the D.C. Cook nuclear plant at Bridgman, the Palisades plant near Covert, where Holtec has been working through its return-to-service programme, and the Ludington pumped storage plant, whose penstocks and mechanical equipment are classic structural NDT subjects. Kalamazoo and Portage add pharmaceutical manufacturing with stainless piping and vessels.
Lansing and the I-94 manufacturing belt
Mid-Michigan combines vehicle assembly around Lansing, battery cell manufacturing, power generation, university campuses with central heating plants, and a long belt of machining, casting and fabrication shops from Jackson through Battle Creek toward Kalamazoo. Typical requests are weld inspection on new structural steel and equipment skids, boiler and pressure-vessel NDE for campus and industrial steam systems, and ultrasonic testing of rotating equipment and press components during scheduled shutdowns.
Northern Michigan and the Upper Peninsula
North of the Saginaw Bay line the work changes again. Michigan holds the largest underground natural gas storage capacity in the United States, with storage fields, compressor stations and transmission lines feeding the Midwest. Enbridge's Line 5 crosses the Straits of Mackinac, the Antrim Shale and other gas fields have gathering systems and processing plants, and the Upper Peninsula has the Tilden iron mine near Ishpeming, the Eagle nickel-copper mine, paper and pulp mills, and the Soo Locks at Sault Ste. Marie, which serve the Great Lakes bulk fleet. Pipeline welds, compressor-station piping, mining equipment, mill digesters and recovery boilers, and vessel and dock structures all need periodic NDT. Distances and winter access mean scopes are best planned in campaigns.

All techniques are performed to written procedures approved by an ASNT NDT Level III, by technicians certified under an SNT-TC-1A written practice. API 510, 570 and 653 inspection support in Michigan

We take UT thickness at each vessel's CMLs, examine nozzle and attachment welds with MT or PT during entries, apply PAUT or TOFD where cracking, prior repairs or service conditions justify it, and record external visual condition including insulation and supports. Process piping (API 570). In Michigan the biggest piping risk is often external: insulated lines that sit cold and wet for months, then warm up, are prime CUI candidates. We survey CMLs to your isometrics, add scanning at injection points, deadlegs and soil-to-air interfaces where your programme requires it, and support CUI campaigns with UT once insulation is stripped. Storage tanks (API 653). Michigan's tank population sits mostly at Detroit-area terminals, refinery and chemical tank farms, utility fuel-oil storage and pipeline breakout stations. For out-of-service work we perform floor scanning with UT prove-up, shell course thickness, shell-to-bottom and repair weld examination, and nozzle work; for in-service externals we measure shell thickness, inspect the shell, roof, foundation and appurtenances, and take settlement readings for your inspector's Annex B evaluation. Turnarounds, shutdowns and planned inspection
Direct answer: Michigan inspection work follows two calendars: refinery and chemical turnarounds, and utility outages, which both favour spring and autumn because summer demand and winter conditions make those seasons hard. Weather drives more of the planning here than in southern states. Outdoor tank, pipeline and structural work in January and February means cold-weather couplant, heated enclosures for some techniques, and attention to temperature limits: standard penetrant procedures under ASME Section V are qualified for a limited temperature range, and work outside it needs a procedure qualified for the actual conditions. Snow cover and frozen ground also complicate access to tank foundations and pipeline digs. Our advice to Michigan owners is to move as much on-stream work as possible, such as thickness surveys, external visual and many weld examinations, into the warmer months ahead of an outage, so the outage itself carries only the work that needs isolation or entry.
Utility outages have their own rhythm. Fossil plants schedule boiler inspections around reduced spring and autumn load; nuclear plants run refuelling outages on cycles set by the owner, with tight contractor processing and training requirements that start weeks before the outage. Chemical plants in Midland and the Detroit refinery plan turnarounds years ahead, with NDE scopes frozen months before the start date. Manufacturing plants, especially automotive, often have short windows around summer and year-end shutdowns, when presses, cranes and furnaces are available. Michigan regulations that shape inspection
Direct answer: In Michigan, boilers fall under the Michigan Boiler Code enforced by the Boiler Division of LARA's Bureau of Construction Codes; Michigan is not an NRC Agreement State, so NRC Region III licenses radioactive sources; the Michigan Public Service Commission oversees intrastate gas pipelines with PHMSA; and MIOSHA enforces process safety management through General Industry Part 91.
Boilers and pressure vessels: LARA Boiler Division
The Boiler Division within the Department of Licensing and Regulatory Affairs (LARA) Bureau of Construction Codes administers the Michigan Boiler Code, including installation permits, in-service inspections of boilers, repairs and accident investigations, with the ASME Boiler and Pressure Vessel Code and the National Board Inspection Code adopted by reference. The state programme is centred on boilers; for unfired pressure vessels, inspection is usually driven by owner-user programmes built on API 510, insurer requirements and process safety rules. Confirm whether a specific item falls under state jurisdiction with the Boiler Division. Repairs and alterations to code items are made by organisations holding the appropriate National Board authorisation, with NDE performed to the construction or repair code.
Radiography: a non-Agreement State
Michigan is one of the few states that has not signed an Agreement with the U.S. Nuclear Regulatory Commission. Radioactive material licences for industrial radiography sources such as iridium-192 are therefore issued and inspected by the NRC through its Region III office, and radiographers using those sources work under NRC rules in 10 CFR Part 34. Industrial X-ray machines are a state matter and are registered with Michigan's radiation safety programme; responsibilities have moved between state departments over the years, so confirm the current registering agency before an X-ray job. Atlantis does not claim to hold any radioactive material licence or registration in Michigan: radiography on our scopes is performed by radiography crews licensed in Michigan (or under NRC licence for source work), working to Atlantis procedures with Level III review. Pipelines: MPSC and PHMSA
The Michigan Public Service Commission's gas safety programme acts as PHMSA's state partner for intrastate natural gas pipelines and distribution systems, while PHMSA regulates interstate gas and hazardous liquid lines directly under 49 CFR Parts 192 and 195, including the large liquids lines that cross the state. Process safety, tanks and the environment
Michigan runs its own occupational safety and health plan. MIOSHA's General Industry Part 91 adopts the federal process safety management standard (29 CFR 1910.119) by reference, so covered processes need mechanical integrity procedures, inspection and testing to recognised and generally accepted good engineering practice, and documentation of every inspection. Aboveground oil storage is subject to EPA's SPCC rule (40 CFR Part 112), which expects integrity testing to an industry standard such as API 653 or STI SP001, and the Department of Environment, Great Lakes, and Energy (EGLE) administers state rules on storage tanks and the protection of the Great Lakes watershed, which raises the stakes on any tank or pipeline release.
