API 510 Pressure Vessel Inspection Support in Quebec

Where API 510 pressure vessels are in Quebec

The Bécancour waterfront industrial park, opposite Trois-Rivières, hosts chlor-alkali and hydrogen production, specialty chemicals, an aluminium smelter and a growing battery-materials cluster. Chlorine, caustic, hydrogen and acid service drive damage mechanisms such as caustic cracking, chloride attack and hydrogen-related concerns. Pulp and paper across the province

Quebec's pulp and paper mills, from the Outaouais and Mauricie to Abitibi, the Lower St. Lawrence and Saguenay, run digesters, black-liquor evaporators and recovery systems, bleach-plant vessels and the large steam-heated drying cylinders that paper and tissue machines depend on. Quebec's periodic inspection table names Yankee dryers, drying rollers and digesters among its equipment types, a sign of how central this industry is to the province's pressure equipment population. What API 510 requires, in plain terms

Direct answer: API 510 (11th edition, October 2022) governs in-service inspection, repair, alteration and rerating of pressure vessels: external inspections, internal or on-stream inspections at intervals tied to measured corrosion, CML thickness data, corrosion-rate and remaining-life calculations, relief-device control and controlled repairs, under an API-certified inspector.

Internal or on-stream inspection. In paraphrase, API 510 sets the interval at the lesser of ten years or half the remaining corrosion life, unless a qualifying RBI programme applies, and allows on-stream inspection in place of an internal under defined conditions. Thickness data and remaining life. Corrosion rates come from repeated readings at the same CMLs; remaining life is the margin above required thickness divided by the governing rate. Quebec's own periodic inspection rules also expect thickness monitoring on vessels managed for corrosion, so one well-run CML programme can serve both the API 510 inspector and the RBQ-recognized inspector.

Repairs, alterations and rerating. API 510 sets who authorises and accepts repairs and alterations. In Quebec, repairs and alterations of pressure equipment are done by RBQ permit holders operating approved quality control programmes, with recognized persons inspecting the work; the National Board Inspection Code is among the RBQ's referenced codes.

Quebec regulations that sit on top of API 510

Direct answer: The Building Act and the Regulation respecting pressure installations (B-1.1, r. 6.1), administered by the RBQ, govern Quebec vessels. They require registered designs, permits for manufacture, installation, repair and alteration, periodic inspection by RBQ-recognized persons at set frequencies, an owner-user register, and an owner-user permit to use other frequencies. A regime rebuilt in 2018. The Regulation respecting pressure installations came into force on 8 March 2018. It replaced the former Act respecting pressure vessels and its regulation, and folded pressure equipment into the Building Act, the same statute that governs construction and other technical installations in Quebec. Older documents and procedures that cite the Act respecting pressure vessels should be updated.

Periodic inspection by recognized persons. The owner-user of a pressure installation must have it inspected by a person recognized by the RBQ, or by the RBQ itself, apart from a few exempt installations such as refrigeration systems using A1 or B1 refrigerants, drain tanks and small air-tank installations within set limits. Section 78 of the regulation contains a table setting the maximum period between external and internal inspections for each type of equipment, from boilers and deaerators to digesters, Yankee dryers and general pressure vessels. Following the inspection, the owner-user obtains a certificate from the recognized person. Check the current table for each equipment type rather than relying on summaries.

Who the recognized persons are. Recognition is granted by the RBQ for three years at a time to organisations meeting the conditions in section 83 of the regulation and supplying the documents listed in section 84, which in practice means inspection agencies and the inspection arms of boiler and machinery insurers with a quality control programme. Owner-user permits and quality control programmes. The RBQ issues permits to manufacture, install, repair or alter pressure equipment, each backed by an approved quality control programme. An owner-user permit allows an owner to perform certain installation, repair or modification work on its own equipment and to use periodic inspection frequencies that differ from the section 78 table, through an inspection programme in its approved quality control programme that monitors equipment condition, in particular corrosion rate. For a refinery or large chemical plant, that is where API 510's corrosion-based intervals or an RBI methodology usually live.

Register and incidents. The owner-user keeps a register on site with inspection results and certificates, the manufacturer's manuals, and the history of maintenance, repairs and alterations, available to the RBQ. Accidents, ruptures and leaks must be reported to the RBQ, and deterioration such as corrosion, deformation or cracking must be evaluated and repaired by a permit holder.

Codes and registration. The RBQ's referenced codes include CSA B51 and CSA B52, the relevant ASME Boiler and Pressure Vessel Code sections and the National Board Inspection Code (Parts 1 to 4). NDE personnel. The owner, the API 510 inspector and the recognized person decide which NDE certification they accept for in-service work. Paper-machine dryers, digesters and other Quebec specialties
