CNSC Compliance for Inspection Service Providers

Any inspection service provider that possesses, uses or transports sealed radioactive sources or exposure devices in Canada — in practice, every firm offering gamma radiography — and any firm supplying non-destructive examination services to a nuclear facility licensee. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.

It binds the company through its licence and the technician through his CNSC certification; neither one substitutes for the other, and both are checked. The CNSC does not certify NDT methods. It licenses the company and certifies the person who operates an exposure device. An inspection provider doing industrial radiography needs a Nuclear Substances and Radiation Devices licence covering use type 812, a named Radiation Safety Officer with documented training including a source retrieval course, a radiation protection programme built on ALARA, dosimetry from a CNSC-licensed dosimetry service, an Emergency and Operating Procedures manual, sealed source leak-test and device maintenance records, and certified Exposure Device Operators. On nuclear plant pressure-retaining components the NDE method certification requirement comes from the CSA N285 series and points at CAN/CGSB-48.9712 rather than at any CNSC document.

Who does CNSC apply to?

Can an outsourced Level III sign for CNSC compliance?

Not for the certification itself. CNSC requires central or third-party personnel certification, so technicians are certified by the scheme rather than by the employer. A consulting Level III still adds value on procedures, documentation, gap assessment and audit attendance — but cannot substitute for the scheme's own certification.

What documents does a CNSC audit ask for?

Nuclear Substances and Radiation Devices licence covering use type 812 for industrial radiography, Completed "Request to Appoint a Radiation Safety Officer" form, with an RSO job description setting out roles, responsibilities, qualifications and authority, RSO training course certificate and, for use type 812, a source retrieval course training certificate, Emergency and Operating Procedures (EOP) manual, Radiation protection programme documentation demonstrating dose control and ALARA. Auditors open records before they open manuals, because a manual describes intent while records show practice. The most common failure is a documented system that does not match what the technicians actually do.

What are the most common CNSC findings?

An uncertified worker operating an exposure device, or a trainee not under direct supervision and continuous observation, Change of Radiation Safety Officer not reported to the CNSC within 15 days, Dosimetry obtained from a service not licensed by the CNSC where doses above 5 mSv per year are reasonably probable, Quarterly or annual exposure device maintenance records missing or incomplete. These recur because they are records problems rather than capability problems — the work is being done correctly and the evidence is not being kept.

Which NDT methods does CNSC cover?

RT, UT, MT, PT, ET, VT. Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.

Personnel certification under CNSC

Two separate things, and firms conflate them. Exposure Device Operator certification is central: the CNSC certifies EDOs under the Nuclear Substances and Radiation Devices Regulations, and no person other than a certified EDO, or a trainee acting under the direct supervision and continuous observation of one, may operate an exposure device. No employer written practice substitutes. NDE method certification inside Canadian nuclear work runs to CAN/CGSB-48.9712 for radiographic, ultrasonic, magnetic particle, liquid penetrant and eddy current methods, with one documented carve-out: for ASME-stamped components, SNT-TC-1A qualification has been accepted where the authorized inspection agency and the licensee both agree.
