RBQ / ISP Compliance for Inspection Service Providers
Inspection and insurance organizations that want to perform periodic inspections of pressure installations in Québec, which must be recognized by the RBQ as a personne reconnue. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.
Also owner-users (exploitants-utilisateurs) responsible for having their installations inspected, manufacturers registering designs, and any individual who inspects the fabrication of pressure installations or installs, repairs or modifies them. Québec has two gates and a language requirement, which is why it defeats firms that cleared Ontario. First, the organization must be recognized: an inspection or insurance company obtains recognition as a personne reconnue by meeting the conditions in article 83 of the Règlement sur les installations sous pression and supplying the information and documents listed in article 84. Recognition is valid three years and renewal requires a fresh application, not a light-touch extension. Only the RBQ itself or a personne reconnue may perform the periodic external and internal inspections, and the personne reconnue issues the periodic inspection certificate to the owner-user. Second, the individual doing the work needs a provincial occupational certificate.

Which NDT methods does RBQ / ISP cover?
UT, UTT, RT, MT, PT, VT, PAUT. Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.
Personnel certification under RBQ / ISP
The individual credential is the barrier. Québec requires a Certificat en inspection d'installations sous pression (IISP), a mandatory occupational certificate issued by the Ministère de l'Emploi et de la Solidarité sociale, for anyone who inspects the fabrication of pressure installations or installs, repairs or modifies them; working without it or an apprentice card is an offence carrying fines. It requires a minimum 1,000 hours of supervised apprenticeship and a written examination. National Board Inspector Commission holders get a shortened exam. Neither the regulation nor the RBQ application guide names an NDT personnel certification scheme, so confirm whether an SNT-TC-1A written practice is accepted before relying on it.
The audit sequence
- Establish that the work requires recognition: periodic external and internal inspections must be carried out by the RBQ or by a personne reconnue on all pressure equipment except those excluded by article 71.
- Apply to the RBQ for recognition, demonstrating the conditions of article 83 and supplying the documents required by article 84, via pcq-isp@rbq.gouv.qc.ca.
- Ensure each individual inspector holds the Certificat en inspection d'installations sous pression, obtained through a minimum 1,000 hours of supervised apprenticeship and the written examination administered for the Ministère de l'Emploi et de la Solidarité sociale.
- RBQ grants recognition, valid for three years, and lists the organization publicly among the persons recognized to conduct periodic inspections.
- Perform inspections at the frequencies set out in Table 1 of article 78 and issue the periodic inspection certificate to the owner-user for compliant equipment.
