CGSB 48.9712 Compliance for Inspection Service Providers

It binds the individual technician, and through him the firm that deploys him. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.
An inspection provider cannot staff regulated Canadian work with technicians holding only employer-issued certificates. CAN/CGSB-48.9712 is the Canadian adoption, identical, of ISO 9712. The current edition is CAN/CGSB-48.9712-2022, adopting ISO 9712:2021, published October 2022, applied through the NDTCB Rules of Implementation effective 31 March 2024. It sets three levels, defines methods and sectors, fixes minimum training and industrial experience, and requires examination by a certification body independent of the employer. For an inspection service provider the operative consequences are narrow and testable: certificates must be current and in the right method, level and sector; the employer must issue written authorisation to operate; and NDT procedures must be approved by someone who personally holds Level 3 in that method. The standard is what auditors compare the personnel matrix against.

Which NDT methods does CGSB 48.9712 cover?
UT, UT-PA, RT, ET, MT, PT, VT. Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.
Personnel certification under CGSB 48.9712
Central certification, explicitly not employer-based. CWB Group states it plainly: certification is delivered through independent third-party bodies, and "This differs from second-party certification systems, such as employer-based programs like SNT-TC-1A." Two bodies issue to this standard — NRCan NDTCB, and since November 2024 CWB Group, which is accredited by the Standards Council of Canada to ISO/IEC 17024 and can also renew and recertify certificates originally issued by NRCan. An outsourced Level III adds value here only if he personally holds CAN/CGSB-48.9712 Level 3 in the relevant method and sector; the employer then authorises him in writing to operate, and he can own the procedures.
The audit sequence
- Establish eligibility for the method, level and sector sought, and meet the vision requirement.
- Complete the published training hours at a Recognized Training Organization; NRCan publishes Level 3 training as ET 42 hours, RT 35 hours, UT 35 hours, MT 28 hours and PT 21 hours.
- Accumulate documented industrial experience: volumetric methods (ET, RT, UT) 45 days / 315 hours at Level 1 and 135 days / 945 hours at Level 2; surface methods (MT, PT, VT) 60 days / 420 hours at Level 2; Level 3 routes run from 180 days / 1,260 hours upward. One day means at least seven hours, which may be accumulated.
- Have experience attested by employer, supervisor and referee and co-signed by a CGSB-certified Level 2 or 3 sponsor. Levels 1 and 2 may sit examinations before accruing experience; Level 3 candidates must hold 40% of the required experience first. Accelerated Experience Programs are capped at five days per method, level and sector and at 50% of the required experience.
- Pass the examinations set by the certification body — written papers and a practical examination for the method and level.
- Certificate is issued and the holder is published in the certification body's public directory, in support of clause 9.3 of the standard.
- The employer issues written authorisation to operate before the technician works to the certificate.
