CRN Compliance for Inspection Service Providers
Manufacturers, fabricators and EPCs supplying boilers, pressure vessels, fittings and pressure piping into Canada, and the owners who buy them. Every pressure-retaining design needs a CRN in each jurisdiction where the equipment will be installed and operated. Personnel certification is central or third-party here, so the firm cannot certify its own technicians internally.
Inspection firms encounter it from the other side: equipment found in service without a CRN is a finding the owner cannot cure retroactively by registering a vessel already purchased. CRN is design registration, not certification of a company or a person, and it is the one Canadian requirement with no US equivalent. A design is submitted with proof of design to one province, receives a CRN, and is then extended to the others. The number itself encodes where: CSA B51 article 4.3 defines the format as a letter, four digits, a decimal point, then up to ten digits and three letters, and the digits after the decimal identify jurisdictions — 1 British Columbia, 2 Alberta, 3 Saskatchewan, 4 Manitoba, 5 Ontario, 6 Québec, 7 New Brunswick, 8 Nova Scotia, 9 Prince Edward Island, 0 Newfoundland, Y Yukon, T Northwest Territories, U Nunavut. C denotes all of Canada. Designs must be proven to an ASME code; EN and PED designs are not accepted.

Can an outsourced Level III sign for CRN compliance?
Not for the certification itself. CRN requires central or third-party personnel certification, so technicians are certified by the scheme rather than by the employer. A consulting Level III still adds value on procedures, documentation, gap assessment and audit attendance — but cannot substitute for the scheme's own certification.
What documents does a CRN audit ask for?
Design drawings showing materials, welds and code details, with a professional engineer's stamp where required, Proof of design: code calculations, finite element analysis or proof test results, referenced to an ASME code, Manufacturer's Data Report (for example ASME Form U-1A) for vessels, Current quality control certificate — ASME Certificate of Authorization with the applicable code stamp, or an ISO certificate — covering welding where applicable, Notarized statutory declaration for fitting registrations, documenting drawing numbers, design proof methods, QC certification and the CRN marking. Auditors open records before they open manuals, because a manual describes intent while records show practice. The most common failure is a documented system that does not match what the technicians actually do.
How often is CRN renewed?

In British Columbia a fitting registration is only valid while a current certification of the manufacturer's quality control programme is on record, recertified at a maximum interval of five years. Firms that diarise renewal from the certificate date rather than from the last audit avoid the lapse that forces a full reapplication.
What are the most common CRN findings?
Assuming a CRN obtained in one province covers the whole country. The Reconciliation Agreement's participating jurisdictions are British Columbia, Manitoba, Northwest Territories, Nova Scotia, Ontario, Prince Edward Island, Québec, Saskatchewan and Yukon — Alberta, New Brunswick, Newfoundland and Labrador and Nunavut are not among the listed signatories, so registration there may still require a separate design review., Submitting a design proven to EN or PED rather than to an ASME code, which is not accepted in Canada., Fitting registration expired because the ten-year clock was counted from the most recent province's acceptance rather than from the original registering province's date., Equipment installed and in service without a CRN; owners are told they must not buy a non-registered unit and then try to get it registered afterwards.. These recur because they are records problems rather than capability problems — the work is being done correctly and the evidence is not being kept.
Which NDT methods does CRN cover?
RT, UT, MT, PT, VT, PAUT. Each method in scope needs its own approved procedure and personnel qualified in that specific method; a Level III qualified in ultrasonics cannot sign for radiography.
Personnel certification under CRN
CRN registration assesses a design and the manufacturer's quality programme, not individual NDT personnel, so there is no Level III signature and no certification scheme choice at this stage. The relevant control is organizational: fitting registrations require a notarized statutory declaration plus evidence of a valid quality control programme acceptable to the regulatory authority, and Technical Safety BC requires a QMS certificate verifying the programme meets Annex F of CSA B51, recertified at a maximum interval of five years. NDE personnel qualification enters later, through the code of construction and through each province's in-service inspection regime.
The audit sequence
- Determine the equipment category — vessel, fitting (categories A through H) or piping — and which jurisdictions the equipment will be installed in.
- Prepare the design package proven to an ASME code, with the professional engineering stamp and a current quality control certificate.
- Submit through the chosen jurisdiction's portal — ABSA's CRN Portal, the TSSA Client Portal, Technical Safety BC's Design Registration Portal or design.tsask.ca — and pay the applicable fee or deposit.
- The jurisdiction performs the design survey and assigns the CRN. Under the Reconciliation Agreement in force since January 1, 2020, one design review is accepted by the other participating jurisdictions.
- Extend the registration to additional provinces, which add their provincial digit to the CRN as acceptance; jurisdictions outside the Agreement may require their own design review.
- Track fitting registration expiry: registrations must be resubmitted for validation not more than ten years after the date of acceptance by the regulatory authority in the original registering province.

- Manufacturer's quality control certificate does not cover welding where the fabrication scope includes it.
- Piping system submissions missing the fitting CRN inventory for the components used in the system, or the installation address.
- Applications submitted outside the required design registration portal, which are rejected, or incomplete applications attracting additional review fees.
