Torrance: a refinery run on reliability engineering after a hard lesson

PBF's Torrance refinery carries a history that shapes how seriously the plant treats inspection today — a major process-unit explosion years ago under a previous owner left the site with an unusually rigorous safety and reliability culture. Under PBF, the refinery now runs an explicit reliability-based-inspection program, with inspection intervals, findings and dispositions tied to a formal risk model rather than a fixed calendar, and the company has set public cost-improvement targets tied to that program across its whole refining system.

For an inspection company, that means the job is not "show up and run UT on the scheduled list." Results have to integrate into the refinery's own reliability database, feeding a live risk model that plant engineers actually use to plan the next interval — which means reports need to arrive in a form their system can ingest, not just a document a coordinator files away.

The margin for error is thin. An unplanned flaring event tied to a utility power failure earlier this year was a reminder that even a well-run, RBI-disciplined plant still has bad days, and when it does, the response window for verification work compresses fast — a company that can mobilize qualified crews on short notice earns trust here in a way that scheduled-turnaround availability alone does not.

Torrance is also a preview of where refinery inspection work is generally heading as owners squeeze reliability spend harder. A plant running formal RBI does not buy inspection as a scheduled commodity — it buys risk-model inputs, and the vendor that supplies cleaner, faster, more structured findings gets a bigger share of the program over time. Inspection companies elsewhere in the country still competing purely on day-rate and turnaround-window availability are competing on the terms Torrance left behind.

Torrance pairs a 166,000-b/d refinery with one of Southern California's densest aerospace supplier clusters. PBF's Torrance refinery occupies about 700 acres, carries a Nelson complexity of 13.8, and makes CARB gasoline, diesel, jet fuel, LPG, coke and sulfur. An NDT ERP serving this market has to carry the evidence those operators audit against — NAS 410 / EN 4179 aerospace NDT personnel qualification, FAA 14 CFR Part 145.

Two miles away at Zamperini Field, Robinson Helicopter builds, assembles and flight-tests every R22, R44 and R66 it ships. Honeywell's largest Southern California plant, on West 190th Street, builds and overhauls TPE331 and HTF7000 turbine engines; Moog makes flight controls and landing gear here; LISI Aerospace and Conesys supply fasteners and connectors. Refinery turnaround inspection and FAA repair-station NDT run side by side in one city. Operators including PBF Energy Torrance Refinery, Robinson Helicopter Company (Zamperini Field), Honeywell Aerospace Torrance set the pre-qualification bar their contractors inherit. The system of record for that evidence is the ERP, not a spreadsheet a technician maintains between jobs.

What must an NDT ERP track for inspection firms in Torrance?

Evidence against NAS 410 / EN 4179 aerospace NDT personnel qualification, FAA 14 CFR Part 145 repair station requirements, ASTM E1417 penetrant and ASTM E1444 magnetic particle, Cal/OSHA Refinery PSM (8 CCR §5189.1) and OSHA PSM 29 CFR 1910.119, API 510 / 570 / 653. That means each technician's certification currency by method and level, each instrument's calibration status on the day it was used, and every inspection report bound to the asset and the job that produced it. An auditor asks for those three before anything else.

Can an inspection company in Torrance run this alongside its existing accounting?

Yes. The ERP owns operations — jobs, technicians, equipment, reports — and pushes finished invoices to the accounting system, which keeps the chart of accounts, tax and reconciliation. For US firms that usually means QuickBooks; the split is documented in the QuickBooks integration guide rather than forcing a migration nobody asked for.

Does it work offline for field crews in Torrance?

Yes. Field capture runs offline and syncs when the device reconnects, because turnaround decks, tank interiors and remote sites have no usable signal and a record that depends on connectivity is a record that gets rewritten from memory hours later. Offline capture is the difference between a contemporaneous record and a reconstruction.

How long does implementation take for a firm in Torrance?

The configuration follows the codes and workflows above rather than a fixed template, so the timeline is set by how much existing data has to be migrated and cleaned — certification records and calibration history are the two that consume the time. Firms usually run the first job cycle in parallel before cutting over.

What happens to inspection records if a technician leaves?

They stay with the asset and the job, which is the point. Employer-based certification ends when the holder leaves, but the reports they signed remain part of the asset's inspection history and are still auditable. A system that stores records per technician rather than per asset loses that history on every departure.

NDT inspection management software in Torrance: what a South Bay inspection company actually has to run

NDT inspection management software in Torrance has to handle two very different customer bases at once: refinery and terminal work driven by process safety rules, and aerospace work driven by prime-contractor quality systems. The Atlantis ERP solution keeps both in one system: technician certifications, instrument calibration, procedures, crew scheduling, reports, quotes and invoices. Quote on request.

Most NDT companies based in or around Torrance don't just work one gate. A typical week might include UT thickness surveys at the Torrance refinery, a crew on the Chevron El Segundo site, magnetic particle and penetrant work for an aerospace machine shop off Western Avenue, and a tank floor job in the Wilmington or Carson terminal belt. Each customer has its own paperwork, its own approved procedures, its own idea of what an acceptable report looks like. The regional market has also shifted. Phillips 66 idled its Los Angeles refinery in Carson and Wilmington in the fourth quarter of 2025, which took a large block of routine refinery inspection work out of the South Bay. The contractors still standing are competing for fewer refinery hours, and the ones who win are the ones who can mobilise fast, prove qualifications instantly and get clean reports out the same day.

That is an operations problem, not a technique problem. Your Level IIs already know how to run the job. What costs you money is the admin around it: the spreadsheet that shows a cert as current when it lapsed last month, the flaw detector nobody can find because it went out on a job in El Segundo, the invoice that waits two weeks for a timesheet. This section walks through how the Atlantis ERP handles that work for a Torrance-area inspection company, feature by feature, using only what the software actually does.

Two rulebooks, one technician pool: refinery and aerospace work from the same office

A Torrance inspection company usually has one pool of technicians working under two very different sets of client expectations. The ERP handles this by recording each certification with its own scheme, level, method and certifying body, so one technician can hold refinery-side and aerospace-side qualifications side by side, each with its own expiry.

On the refinery side, most clients expect employer certification under ASNT SNT-TC-1A or CP-189, plus site-specific safety orientation. On the aerospace side, primes and their suppliers usually want personnel qualified to NAS 410, with vision checks that meet their requirements and procedures written to their specifications. In a spreadsheet these become two tabs that drift apart. In the Atlantis ERP each technician has one record carrying every certification: scheme (SNT-TC-1A, CP-189, ISO 9712, PCN, CSWIP or other, with schemes like NAS 410 set up during implementation), level from trainee to III, method, certifying body, issue, expiry and renewal dates, industry sector, OJT hours, training hours, exam results and scanned attachments.

The industry sector field is what stops the two sides getting mixed up. When the scheduler is staffing an aerospace PT job, they can filter to technicians whose penetrant certification is recorded under the aerospace sector and is active. When a refinery coordinator asks for an MT Level II with a current SNT-TC-1A certificate, the same filter works the other way. Certificate templates per scheme hold the validity in months and whether a vision test or exam is required, so a new certification is entered against the right rules from day one instead of someone working out the expiry by hand.

Technician certification tracking software that warns before an audit finds the problem

Certification tracking software is only useful if it tells you about a lapse before a client does. The Atlantis ERP works out each certificate's status automatically (active, expiring soon at 90 days, expired or revoked) and creates warning tasks 90 days before a certificate or vision test expires.

Vision tests get their own records: near vision to Jaeger J1 or J2, far vision, colour perception, contrast, the examiner, the clinic, the certificate file and the expiry. For aerospace penetrant and magnetic particle work, where colour perception and near vision are checked at every client audit, that is the record the auditor asks for first. Examination sheets hold the general, specific and practical scores against a passing score (70% by default, adjustable) with the exam files attached, which is exactly what a Level III needs when defending a certification decision.

The employee NDT profile adds the things that don't fit neatly on a certificate: technician flag, highest level held, methods certified, radiation safety training, radiation badge number and medical fitness expiry. For a company running radiography crews into South Bay refineries under California radiation control rules, having the badge number and radiation safety training next to the RT certificate saves a lot of hunting when a site safety officer asks.

Daily email alerts can be configured for technician certificates, calibration certificates and company certifications, with the recipients, look-ahead days and resend interval set by you. Menus for Expiring Soon and Expired give the quality manager a single place to work from. And when a technician logs time against a job while their certificate is not valid, the timesheet flags it, so an expired cert gets caught before it ends up on an invoice. See the certificates app for the full field list.

Calibration management software for the equipment cage

Calibration management software for an NDT company has to follow each serial number, not just each instrument model. The Atlantis ERP tracks every flaw detector, thickness gauge, probe, yoke, UV lamp and source-related item by serial number, with its calibration frequency, status and full certificate history.

Each calibration record holds the provider, certificate number, standard, range, uncertainty, whether the lab is accredited, the result (pass, fail or conditional) and the next due date. A separate calibration certificate register holds the lab's accreditation number, the PDF and a valid, expiring or expired status with expiry alerts. When an aerospace customer's source inspector asks for the calibration certificate of the UV-A meter used on last Tuesday's penetrant job, you pull up the serial number and the answer is there.

The equipment side goes further than calibration. Items move through a lifecycle (new, active, in calibration, in repair, rented out, retired, disposed), carry an asset tag, firmware version and accessories list, and can be reserved for a job with clash prevention so two crews don't both plan on the same phased array unit. Issue and return run through a workflow with supervisor and manager approval, and condition is recorded at both ends, which settles the argument about whether the probe cable was damaged before or after the job. A maintenance log covers preventive, corrective, repair, cleaning, firmware update and probe replacement work with condition before and after.

Consumables such as penetrant, developer, magnetic particle bath, couplant and PPE sit in the same system with reorder levels, a low-stock flag and a movement ledger. The asset management app covers all of this.

Crew dispatch and scheduling software when a refinery calls on a Friday afternoon

Crew dispatch software for inspection work has to answer one question in seconds: who is qualified, available and not already booked, with calibrated equipment ready to go. In the Atlantis ERP each job is a team assignment that moves from planned to dispatched to in field to submitted to closed, with double-booking of both technicians and equipment serial numbers blocked.

Refinery work in the South Bay doesn't always arrive on a turnaround calendar. An unplanned unit shutdown, a leak that needs a thickness check before a clamp goes on, or a fire-watch-adjacent verification job can land late in the week with a Monday deadline. The technician availability calendar shows who is assigned, on leave, in training, off sick or unavailable, and overlapping entries are blocked. Time off requests feed that calendar directly, so the scheduler is never booking someone who is on vacation.

Each assignment carries site GPS coordinates and mobilisation and demobilisation dates. Technician status, current assignment, utilisation percentage and next available date are visible on one screen, in calendar, kanban or list view. If the scheduler assigns a thickness gauge whose calibration is out, the system warns them before the crew leaves the yard. That warning is worth a lot when the site is a refinery gate with a long badging process, because finding out at the unit that your gauge is out of calibration costs a day.

The team assignments app is where most Torrance clients start, because scheduling is usually where the spreadsheet breaks first.

NDT reporting software built around the methods South Bay clients actually buy

NDT reporting software should produce a finished, signed report in the client's format without anyone retyping field notes. The Atlantis ERP supports 17 report types, each with its own numbering sequence, and moves every report through draft, in progress, review, approved and sent, with inspector, reviewer and approver signatures.

The report types are UT, RT, MT, PT, VT, ECT, IRIS, PAUT, MFL, TOFD, PWHT, PMI, hardness, UT thickness, ferrite, holiday/coating and computed radiography. Method-specific data is built in: UT with a probe calibration table; RT with source, technique, IQI type and placement; MT with technique and particle type; PT with method and developer; PAUT focal laws; MFL scan mode and item lines; UT thickness readings by direction. Weld and job lines carry defect type and orientation, and the overall result is recorded as acceptable, not acceptable, or acceptable with remarks.

For refinery work, reports reference the work order, request, WPS, contract, drawing numbers, procedure and standard, so the client's inspection coordinator can match the report to the right piping circuit without a phone call. For aerospace work, where the customer often names a third-party or authorised inspector, the report records that person's name and signature too.

Versioned company templates in Excel, Word, PDF or HTML carry your logo, header and footer. If a client insists on its own Excel layout, fields are mapped to cells and the template fills itself. The offline field app, an installable web app, works without signal inside a tank or a concrete-walled process building, stores drafts and photos on the device, captures on-screen signatures, previews the PDF and syncs when the tablet gets signal again. More on the Digital Twin Reporting Software page and the NDT reports app.

Why structured thickness data matters around an alkylation unit

Some South Bay refinery units raise the stakes on data quality. The Torrance refinery has run a modified hydrofluoric acid (MHF) alkylation unit since 1997, and its safety systems have been the subject of long public review by the South Coast AQMD. The ERP's role is simple: every thickness reading gets recorded in a structured, signed, retrievable form tied to the drawing and the job.

The industry learned what happens without that discipline from the 2019 fire and explosion at the Philadelphia Energy Solutions refinery, where the U.S. Chemical Safety Board traced the failure to a corroded pipe elbow in an HF alkylation unit that had thinned severely since installation. The point for an inspection contractor isn't to second-guess the owner's integrity programme. That belongs to the owner. The point is that the readings you deliver have to be complete, clearly located, signed by qualified people and easy for the owner to load into their own systems.

The UT thickness report in the Atlantis ERP records readings by direction, carries drawing and procedure references, and goes through review and approval before release. Through the open REST API the approved data can be passed to the owner's systems as scoped during implementation. If the client wants to see thickness history and remaining-life trends on a 3D model of the unit, that is a job for Atlantis Digital Twins, which maps indications and thickness data onto the asset. API 510 and API 570 inspection work itself is available through Atlantis inspection services. The ERP stays the system of record for who did the work, with what equipment and under which procedure.

Procedures under revision control, for refinery auditors and aerospace source inspectors alike

Aerospace customers audit procedure revisions harder than almost anyone, and refinery owners want to know the procedure in force was the one used. The Atlantis ERP keeps a procedure register with a full revision history and a snapshot of every revision, and locks approved revisions so nobody edits them quietly.

Each procedure holds its document number, revision, method (UT, RT, MT, PT, VT, ET, TOFD, PAUT, LT, AE, hardness, PMI, CR, DR and others), scope, material, applicable standard such as ASME Section V, acceptance criteria and either body text or an uploaded file. It moves through draft, submitted, reviewed, approved and published, with rejected and archived states too. Prepared-by, reviewed-by and approved-by are recorded with dates, and a rejection needs a reason. Approvers get email notifications and reminders for anything waiting on them, so a procedure doesn't sit in a Level III's inbox for three weeks.

When a new customer sends over their specification and you need a technique-specific procedure, the ERP can produce an AI-assisted first draft, or fall back to a built-in template. A Level III still reviews, edits and approves it. The software speeds up the typing, not the engineering judgement. Reports reference the procedure number and revision, which closes the loop an auditor tries to trace: this report, this procedure revision, this qualified technician, this calibrated instrument. The procedures app lists the full workflow.

NDT quoting and invoicing software that follows the job from bid to payment

NDT quoting and invoicing software should let a coordinator build a quote in the client's terms and turn the finished job into an invoice without retyping. In the Atlantis ERP a quotation carries job type, site, project dates and applicable codes, and after the client accepts and signs online it becomes a sales order and then a project.

NDT service products are flagged by method and category, so a quote for a refinery shutdown can list UT thickness, PAUT weld inspection, radiography and standby as separate lines, and an aerospace quote can list penetrant and magnetic particle by part family. A global discount and a custom branded quotation PDF are built in. The project that follows holds the client PO, contract, methods, codes, scope, acceptance criteria, assigned equipment and technicians, plus safety induction and work permit fields, which matters at refinery gates where no induction means no entry.

Timesheets record work type (inspection, travel, standby, setup), method, billable flag, rate multiplier, site, client and equipment serial, and go through approval. Approved hours feed billing. The invoice header carries the NDT project, job or PO number, site, invoice type and industry sector, with separate subtotals for labour, equipment and consumables. Lines can show cost centre, method, equipment serial, technician, rate type and days or hours, which is the level of detail refinery accounts-payable teams tend to reject invoices without. Field expenses and per diems go through the Expenses app and are re-billed to the job. Taxes, payment terms and reminders are configured for California during implementation. See the quotations and invoicing apps.

Spreadsheets vs generic ERP vs the Atlantis ERP for a Torrance inspection company

The best NDT software for a small or mid-size South Bay company is the one that holds inspection-specific records without a custom build. Here is how the three usual options compare on the jobs that matter.

Integrations, dashboards and winning work in the South Bay

Most Torrance clients already have their own systems, and the Atlantis ERP doesn't ask you to replace theirs. It has an open REST API and integrates with SAP, Maximo, NetSuite, QuickBooks or any system that accepts API connections, with the scope agreed during implementation.

A common setup for a small South Bay NDT company is to keep QuickBooks for the books and let the ERP run operations and push invoices across. A larger contractor might need approved reports delivered into a refinery's Maximo work orders, or job status passed back to a prime's supplier portal. Field devices use their own API endpoints: jobs assigned to me, equipment issued to me, report submission and sync.

Dashboards give owners and QA managers a spreadsheet-style view of the numbers that matter: calibrations due and overdue, certificates expiring or expired, issued equipment overdue for return. The financial dashboard shows revenue, cost of sales, gross margin, operating expenses, EBITDA, outstanding invoices, bills and expenses over a 12-month view.

For business development, the CRM records service line, lead source, NDT service type, industry sector, site country and estimated technicians and days, and scores each lead from 0 to 100 (hot, warm, nurture, cold). Contacts from an aerospace supplier day or a refinery contractor safety meeting can go in through the business card app: photograph the card, and name, company, title, email, phones and website are extracted, ready to become a lead in one click. Leads can be imported from CSV and enrolled in drip email sequences by service line. The CRM app and dashboards app show the details.

How implementation works for a Torrance NDT company

Implementation starts with whatever is costing you the most today, usually certification tracking and scheduling, and adds the rest in stages. Atlantis NDT sets up and supports the ERP directly, and the founder, Anoop Rayavarapu, is an ASNT NDT Level III, so the people configuring your system understand written practices and technique sheets.

A typical sequence runs like this. First, technician and certificate data is loaded from your existing records, with certificate templates set per scheme so statuses calculate correctly from day one. Second, the equipment cage goes in: every serial number, its calibration certificate and its current location. Third, team assignments and the offline field app go live for one crew and one client. Fourth, quotations, timesheets and invoicing are connected so a job flows from bid to payment. Procedures, CRM and dashboards follow.

Nothing is forced on you. If you only need certification and calibration control this year, start there. Report templates are built to match what your refinery and aerospace clients already accept, so they don't see a sudden change in format. Training for your coordinators and technicians is part of the setup, and eLearning tools are available if you want to host your own SNT-TC-1A-based training material for staff through the eLearning app, with hands-on practice through Practical NDT.

If you want a scoped plan for your company, ask for a Torrance implementation outline and quote. You'll get a written scope based on your methods, headcount and clients.

Frequently asked questions

What is the best NDT inspection management software for a small Torrance inspection company?

For a small company, it is the one that covers certifications, calibration, scheduling and reports without customisation fees piling up. The Atlantis ERP includes all of these for NDT work, is affordable and fully customizable, and pricing is quote on request, scoped to your headcount and methods.

Can one technician hold both refinery and aerospace certifications in the system?

Yes. Each certification is a separate record with its own scheme, level, method, certifying body, industry sector and expiry. Schemes not in the standard list, such as NAS 410, are set up during implementation.

Does the offline field app work inside tanks and process buildings?

Yes. It is an installable web app that stores drafts and photos on the device, takes on-screen signatures and syncs when signal comes back.

Will the ERP stop us sending an out-of-calibration instrument to a job?

It warns the scheduler when an assigned instrument is out of calibration and blocks the same serial number from being booked on two jobs at once. Issue and return also need supervisor and manager approval.

Can the ERP send reports into a refinery's maintenance system?

Yes, through the open REST API, which integrates with SAP, Maximo and other systems that accept API connections. The exact data exchange is scoped during implementation.

Does Atlantis offer training for our technicians?

Atlantis offers ASNT SNT-TC-1A-based NDT training. The ERP can record certificates from any scheme, including NAS 410, ISO 9712, PCN and CSWIP, but training is SNT-TC-1A-based only.

How do we get a quote?
