How NDT work is quoted in the Gulf
NDT companies in Saudi Arabia, the UAE, Qatar, Kuwait, Oman and Bahrain quote into a market dominated by national oil and gas companies, their petrochemical affiliates, and the EPC contractors building for them. Saudi Aramco, SABIC, ADNOC, QatarEnergy, KNPC and KOC and their peers set the specifications, approve the contractors and control the calendar. Much of the work comes through long-term inspection service contracts, call-off orders against a schedule of rates, EPC subcontracts on new construction, and short, intense shutdown and turnaround campaigns.
Crews are large and mostly expatriate. A single turnaround quote can commit dozens of technicians from several countries, each needing a visa or residency permit, site access approval, client personnel approval and accommodation. The quote is not just a price; it is a promise that all of that will be in place on a date the owner fixed months ago.

Contractor approval and vendor registration
Nothing gets quoted to a national oil company until you are registered. Saudi Aramco runs supplier registration and approves inspection contractors, and NDT technicians working on its facilities must also be qualified under Aramco's own personnel qualification procedures in the SAEP series before they can work. ADNOC, QatarEnergy, KNPC, KOC and others operate their own vendor registration, and Oman uses a joint supplier registration system for oil and gas buyers.
Local content now sits inside evaluation. Aramco's IKTVA programme and ADNOC's In-Country Value programme score suppliers on local spending, localisation and workforce, and Saudization requirements under Nitaqat affect how you staff. Your quote often has to reflect these commitments, not just the rates.
The ERP does not connect to any national oil company registration portal. What it does is keep the evidence behind your registration current. The Certificates app records company certifications, such as ISO management system certificates and client approvals, with alert days. Technician certifications are recorded with scheme, level, method, certifying body and expiry, and attachments can hold client-issued approval letters. Warnings are raised 90 days before expiry, so the technician you name in a bid is not quietly lapsing while the bid is under evaluation.
Specifications and codes on Gulf quotes
Gulf clients write detailed specifications, and the applicable codes field is where you record which ones apply. Common entries include:
- Saudi Aramco Engineering Standards (SAES), including the welding standards in the SAES-W series, with Saudi Aramco Engineering Procedures (SAEP), Typical Inspection Plans (SATIP) and Inspection Checklists (SAIC) governing how inspection is carried out and recorded.
- ADNOC group engineering specifications, and the equivalent company standards at QatarEnergy, KNPC and KOC.
- ASME Section V, Section VIII and B31.3, which most client specifications reference for methods and acceptance.
- API 1104 for pipeline welding, and API 510, API 570 and API 653 for in-service inspection of vessels, piping and tanks.
- Project specifications issued by the EPC contractor on new construction packages.
Recording these as structured data means you can find every open quote that references a particular client standard, and you can check whether a newly issued revision affects bids still under evaluation. When the job converts, the codes pass to the project, so technicians work to what the client bought.

Qualifications behind the quote: ASNT and ISO 9712
Gulf clients accept both employer-based certification under ASNT SNT-TC-1A or CP-189 and third-party certification under ISO 9712, and a crew often mixes the two, plus client-specific approvals layered on top. The Certificates app records each scheme separately against the technician, with level, method and expiry, alongside vision tests with near vision, colour perception and expiry.
Atlantis NDT offers training based on ASNT SNT-TC-1A. It does not train or certify for ISO 9712 or any client's own qualification process; the ERP records those certificates and approvals held by your technicians.
Where the quote names a crew, the Level III reviewing it can check each person's scheme and level against the client specification before submission. It is far cheaper to find a gap at quote stage than when the client's inspection department rejects a technician at the gate.
Quoting large expatriate crews
Mobilising expatriate technicians is often the longest lead item on a Gulf job. Visas, residency permits such as the Saudi iqama or the Emirates ID, work permits, medicals, site passes, client personnel approvals and camp accommodation all need time. A quote that promises a start date without stating these assumptions invites disputes.
Your standard terms, set up during implementation, can state mobilisation lead times, who arranges visas and site passes, whether accommodation and transport are provided by the client or by you, and what happens if the client's approval process delays a technician. Rate structures in Gulf NDT contracts
Gulf rate structures are distinctive. Common patterns we configure, described in words:
- Monthly rates per technician for long-term inspection service contracts and resident inspector arrangements.
- Day rates per technician level for shutdowns and turnarounds, often with separate night-shift rates.
- Call-off orders against a contracted schedule of rates.
- Unit rates for EPC construction work, such as per weld joint radiographed or per length of weld scanned by PAUT or AUT.
- Lump-sum packages for defined scopes.
- Overtime beyond standard hours, plus premiums for weekends and public holidays, as multipliers on the base rate.
- Mobilisation items covering visas, flights, medicals and site induction, and accommodation and transport where you provide them.
- Equipment rates for PAUT, TOFD, eddy current and CR systems where the client wants them itemised.
Commercial terms often include retention, performance bonds or bank guarantees, and long payment cycles. These belong in the quote's terms so finance can plan cash flow. A global discount is available for concessions agreed in negotiation.
Turnaround season, summer rules and radiography
Turnarounds and shutdowns tend to cluster in the cooler months, when every contractor in the region competes for the same technicians. Summer brings midday outdoor work restrictions in several Gulf states, and Ramadan brings reduced working hours. Each affects productivity and duration, and your quote should say how. Filtering open quotes by job type and project dates shows where your bids overlap before you commit crews twice.
Radiography is licensed by national regulators, such as the Nuclear and Radiological Regulatory Commission in Saudi Arabia and the Federal Authority for Nuclear Regulation in the UAE. On live plants it is frequently restricted to night shifts with barrier areas. Your assumptions should state the licence you work under, the shooting windows you need and how standby is charged when permits are late.
The employee NDT profile holds radiation safety training, radiation badge number and medical fitness expiry, and Fleet records whether a vehicle can carry radioactive sources, with its transport licence and expiry.
VAT, currencies and bilingual quotes configured locally
VAT differs across the region. Saudi Arabia, the UAE, Bahrain and Oman have introduced VAT; at the time of writing, Qatar and Kuwait have not. Your tax adviser tells us how each client and site should be treated, and during implementation we configure taxes and fiscal positions so the right VAT appears on each quote and invoice. National e-invoicing requirements are not among the app's built-in features and should be discussed with your tax advisers; we make no tax certification claims.

Quoting for EPC subcontracts and long-term inspection contracts
Two contract types make up much of the Gulf NDT workload, and they need different quotes. The first is the EPC subcontract on a new-construction package: a refinery expansion, a gas processing train, a pipeline spread or a petrochemical plant. The EPC contractor, often headquartered in Korea, Europe, China or India, passes the owner's specifications down to you, adds its own project procedures, and expects a quote that fits its subcontract format. Weld volumes are high, the schedule is set by fabrication and erection progress, and your radiography and PAUT capacity has to rise and fall with it.
For these packages, unit rates dominate. Catalogue lines for radiography per joint, PAUT or AUT per length of weld, and MT and PT per joint let an estimator build the quote from the EPC's weld summary rather than guessing crew days. The applicable codes field records both the owner's standards and the EPC's project specification, so when the owner's inspection department audits a report, the codes on the job trace back to what was quoted. Your terms should state how changes in weld volume are handled, how repair shots and re-examination after repairs are charged, and how long the client has to release joints for inspection before standby applies.
The second type is the long-term inspection service contract with the owner directly, typically covering a plant or a group of facilities over several years. Here the quote is really a manpower and equipment proposal: which positions, at which levels, with which methods, supported by which equipment, and priced per month or per day. Owners evaluate these offers on technical strength as well as price, and the technical part often asks for organisation charts, key personnel, procedures and equipment lists.
