How NDT work is quoted in India
Indian NDT companies quote into two very different worlds. On one side are public sector undertakings: IOCL, BPCL, HPCL, ONGC, GAIL, NTPC, NPCIL and the state utilities, which buy almost everything through formal e-tenders. On the other are private refiners and petrochemical groups, fabrication shops, EPC contractors, shipyards, steel plants and power producers, who buy through enquiries, negotiation and purchase orders. Large refinery complexes such as Jamnagar, Panipat, Mathura, Kochi, Paradip and Visakhapatnam run both kinds of work, and fabrication hubs around Vadodara, Hazira, Pune and Chennai generate a steady flow of shop inspection.
Regulation shapes the scope. Boiler work falls under the Indian Boiler Regulations and the state boiler inspectorates. Pressure vessels for compressed gases fall under PESO. Industrial radiography is licensed by AERB. Oil and gas clients add OISD standards and their own specifications, and many projects are engineered by consultants such as EIL whose specifications travel with the enquiry.

PSU tenders and e-procurement
PSU work is won through e-tenders published on the Central Public Procurement Portal, the Government e-Marketplace and each company's own e-procurement portal. Most follow a two-bid system: a techno-commercial bid proving you meet the qualification criteria, and a separate price bid submitted in the tender's own schedule of rates. Qualification criteria usually test similar work experience, financial capacity and personnel qualifications, and evaluation of qualified bidders commonly goes to the lowest price, sometimes through a reverse auction.
Tenders ask for an earnest money deposit and, on award, a performance bank guarantee, with exemptions for eligible MSEs registered on Udyam. These tie up cash and belong in your internal costing.
Because the price bid goes into the portal in the client's format, the Quotations app plays a different role here. It is where you build and review the estimate using your standard catalogue, record the job type, site, dates and applicable codes, and keep a single internal record of what was bid. When you win, the same quote is confirmed as a sales order, so the job starts from what you actually bid rather than from a spreadsheet saved on someone's laptop.
Filtering quotes by job type and dates shows which tenders are open, which are under evaluation and which have been awarded, so your management can see the bid pipeline in one view.
Vendor enlistment and client documentation
Beyond individual tenders, PSUs and large private owners maintain approved vendor lists, and EPC consultants maintain their own. Enlistment asks for company registrations, ISO certificates, lists of equipment with calibration status, and personnel with their qualifications. Radiography contractors must show their AERB authorisations.
The ERP does not connect to any client's vendor portal. What it does is keep the evidence current. The Certificates app records company certifications with alert days, and technician certifications with scheme, level, method, certifying body and expiry, with warnings 90 days before expiry. Calibration certificates for your instruments sit in the Asset Management app with valid, expiring and expired status. When a client asks for your equipment list with calibration, or the certificates of the crew you proposed, you produce them from one place.
Many Indian jobs also involve a third-party inspection agency witnessing on behalf of the owner. Your quote should state how witness points will be scheduled and whether waiting time for the TPI is chargeable, because that is one of the most common sources of disputed standby.
Personnel certification: ISO 9712 and ASNT
Indian clients accept both certification routes. Third-party ISO 9712 certification is available through the ISNT national certification scheme, and employer-based certification under ASNT SNT-TC-1A is widespread, especially with private and export-oriented clients. Technicians who have worked in the Gulf or Europe may also hold PCN or other ISO 9712 certificates. Tenders usually specify which is acceptable, sometimes by method and level.
The Certificates app records each scheme separately against the technician, with level, method, issue and expiry dates and attachments, plus vision tests with near vision, colour perception and expiry. When a tender asks for a Level II in RT and a Level III to interpret, the Level III reviewing the bid can check the qualification of the people you intend to name.
On training: Atlantis NDT offers training based on ASNT SNT-TC-1A only. It does not train or certify under ISO 9712, ISNT or PCN schemes; the ERP simply records the certificates your technicians hold.
Codes and regulations on Indian quotes
The applicable codes field records what the work is performed to. Common entries include:
- The Indian Boiler Regulations for boiler and steam piping work, where inspectorate requirements shape the extent of radiography and the documentation you deliver.
- PESO requirements under the Static and Mobile Pressure Vessels (Unfired) Rules for vessels storing compressed gases.
- ASME Section V, Section VIII and B31.3, which most refinery and petrochemical specifications reference.
- API 1104 for cross-country pipelines, and API 510, API 570 and API 653 for in-service inspection.
- OISD standards for inspection in oil and gas installations.
- Owner and consultant specifications, such as those issued by EIL or the PSU's own engineering department.
Recording these as structured data lets you find every open bid that references a given specification, and carries the right codes into the project when the work is awarded. Rate structures common in Indian NDT work
Indian rate structures have their own conventions, and the catalogue is set up with the units you already use. Common patterns, in words:
- Radiography unit rates per joint or per film, often varying by pipe size or film size, and rates per inch-dia on piping work.
- Ultrasonic thickness gauging rates per point or per location.
- Day rates per technician level for shutdowns, with separate Level III rates for interpretation and review.
- Monthly manpower rates for resident technicians on long projects.
- Lump-sum packages for defined fabrication or small plant jobs.
- Night-shift premiums for radiography that has to be done outside working hours.
- Mobilisation, travel, lodging and boarding, where commonly the client provides some items and the contractor others.
- Consumables such as film, chemicals and CR plates, either included or charged separately.

Radiography, AERB and site safety
Radiography in India needs AERB authorisation, managed through the e-LORA system, and each site radiography operation needs a Radiological Safety Officer and trained personnel. Moving sources between sites has its own transport requirements. Your quote should state the authorisation you work under, how cordons will be set up, which shooting windows the client will give, and how standby is charged when work permits are delayed.
Refinery and petrochemical sites add gate passes, safety induction, medical fitness and work permits, all of which take time before productive work. The ERP's employee NDT profile holds radiation safety training, radiation badge number and medical fitness expiry, and Fleet records whether a vehicle can carry radioactive sources, with transport licence and expiry. Operations can check both before committing a crew named in a quote.
GST, TDS and payment terms configured locally
NDT services attract GST, and the split between CGST and SGST or IGST depends on place of supply. For services connected with immovable property, such as work at a client's plant, the location of the site can determine place of supply, which matters when your registration is in one state and the job is in another. Your chartered accountant decides the treatment; during implementation we configure taxes, fiscal positions and the service classification codes they specify, so the right GST appears on each quote. GST e-invoicing is not among the app's built-in features, and we make no tax certification claims.
Clients commonly deduct TDS, and PSUs often have long payment cycles tied to bill certification by the engineer-in-charge. Payment terms, retention and bank guarantee conditions can be recorded in the quote's terms so finance knows what cash to expect and when.
Technician data and the DPDP Act
Tenders and vendor enlistments ask for personnel lists, CVs and certificates. The Digital Personal Data Protection Act, 2023 applies to how you handle that personal data. Keeping it in the ERP with Atlantis ERP's standard access rights limits who can see what, and means you share only what a tender asks for from one source record. Quoting private refiners, EPCs and fabrication shops
Private-sector NDT work in India moves faster than PSU tenders and is won differently. A private refiner or petrochemical group may send an enquiry for a shutdown a few weeks out, ask several approved vendors for offers, and then negotiate on scope, crew and commercial terms before issuing a purchase order. EPC contractors building for PSUs or private owners send enquiries against a weld summary and a project specification. Fabrication shops making pressure vessels, heat exchangers, piping spools and structures for domestic and export orders want quick offers for radiography, UT, MT and PT, often with a tight delivery date driven by their own customer.
Each of these needs a quote that is fast to build and precise about scope. For shutdowns, the offer usually rests on crew make-up by level and method, shift pattern, equipment, and who provides lodging, boarding and local transport. For EPC packages, unit rates from your catalogue let the estimator work straight from the client's weld summary. For fabrication shops, the job type and site make it clear whether the work is done in the client's shop or at your facility, and whether the client's inspector or a third-party agency will witness.
Export fabrication brings another layer. A shop building to ASME for an overseas buyer may ask for personnel certified under ASNT SNT-TC-1A or under ISO 9712, depending on the buyer's specification, and for procedures that the buyer's inspector will review. The applicable codes field records the code and the buyer's specification, and your standard terms can state the certification basis you offer, so there is no confusion when the buyer's inspector arrives at the shop.
Negotiation is normal in the private sector, and revisions are common. Each change is visible in the quote's history, so you can see what moved between the first offer and the one accepted. The global discount handles a negotiated concession without rewriting every line, which keeps the underlying rates visible for the next enquiry from the same client. Once the client agrees, online acceptance gives you a dated confirmation while the purchase order is raised, and the confirmed quote becomes the sales order that operations and finance work from.
