How NDT work is quoted in Canada

Canadian NDT companies quote into a market shaped by distance and regulation. Work clusters around Alberta's oil sands, the upgraders and the Industrial Heartland near Edmonton, refining and petrochemicals in Sarnia and Montreal, Ontario's nuclear fleet, pipelines crossing several provinces, pulp and paper, mining, and the fabrication shops that build pressure equipment for all of them. Each client group buys inspection differently, and a single company may quote a camp-based oil sands shutdown, nuclear outage support and shop radiography in the same month.

Pressure equipment is regulated provincially. ABSA in Alberta, TSSA in Ontario and the equivalent authorities elsewhere set requirements that flow into what the owner asks you to inspect and to which standard. Radiography is licensed federally by the Canadian Nuclear Safety Commission. Technician certification to ISO 9712 is widely recognised through the national scheme administered by Natural Resources Canada. A Canadian NDT quote has to reflect all of that, and it often has to do it in two languages.

Tenders, MSAs and prequalification in Canada

Large Canadian owners and EPCs usually prequalify inspection vendors before inviting them to bid. Safety prequalification is a big part of that. Many owners use contractor management platforms such as ISNetworld, ComplyWorks or Avetta, and many expect a Certificate of Recognition (COR) from a provincial safety association, which is especially common in Alberta. Public bodies, utilities and Crown corporations advertise work through federal and provincial tendering portals.

Once qualified, you usually work under a master services agreement with a schedule of rates, and individual jobs arrive as work orders or shutdown scopes. Oil sands operators plan major turnarounds well ahead, and inspection vendors bid crew sizes, durations, equipment and camp logistics against a defined work list.

The ERP does not connect to prequalification platforms. What it does is keep the evidence you submit to them current. The Certificates app records company certifications with alert days, and technician certifications with scheme, level, method and expiry. When an owner asks for the certificates of the crew named in a bid, you pull them from one place.

Recording Canadian qualifications behind the quote

Canadian clients often specify the qualification basis for NDT personnel. Many require certification to CAN/CGSB-48.9712, the Canadian adoption of ISO 9712, through the NRCan certification body. Others, particularly US-owned operators and aerospace shops, accept or require an employer-based scheme under ASNT SNT-TC-1A or CP-189. Nuclear work may carry additional requirements set by the licensee.

The Certificates app records each of these as a scheme against the technician, with level, method, certifying body, and issue and expiry dates. Status is computed automatically as active, expiring soon, expired or revoked, and daily checks create warning tasks 90 days ahead. So an estimator promising ISO 9712 Level 2 UT technicians for a spring shutdown can have operations confirm who will be current on those dates before the bid goes in.

Your standard terms on the quote can state the certification basis you offer. To be clear on training: Atlantis NDT offers training based on ASNT SNT-TC-1A only. It does not train for or certify under the NRCan ISO 9712 scheme; the ERP simply records the certificates your technicians already hold.

Vision tests are recorded too, with near vision, colour perception, examiner and expiry, because an expired eye test can take a technician off a job just as surely as an expired certificate. It is far better to find that out while the quote is being built than on the first morning of a shutdown.

Radiography, safety and site access

Radiography scope needs specific statements in a Canadian quote. Exposure devices are licensed by the CNSC, which requires certified exposure device operators and a radiation safety program, and moving sources between sites falls under CNSC packaging and transport regulations and Transport of Dangerous Goods rules. Your assumptions should state that radiography is performed under your CNSC licence, how controlled areas will be set up, and which shooting windows the client will provide.

Site safety is part of scope too. Oil sands and heavy industrial sites expect site-specific orientations, and many require safety tickets such as H2S Alive, fall protection and confined space entry. Nuclear sites add their own access, security screening and dosimetry processes. All of this takes time before productive work begins, and your quote should say who pays for it.

In the ERP, the employee NDT profile holds radiation safety training, radiation badge number and medical fitness expiry. Fleet records hold whether a vehicle can carry radioactive sources, with transport licence number and expiry. When a quote promises a radiography crew for particular dates, operations can check people and vehicles against those dates rather than finding the gap on the morning of mobilisation.

GST, HST, PST and QST configured locally

Sales tax in Canada depends on where the service is supplied. Some provinces use the harmonized HST, others charge GST alongside a provincial sales tax, Quebec has QST, and Alberta charges GST only. Place-of-supply rules decide which applies when your company is in one province and the site is in another. Your accountant gives us the rules; during implementation we configure taxes and fiscal positions so the right tax appears on the quote for each client and site. We make no tax certification claims.

Payment terms are set per customer. Large owners often pay through supplier portals on their own terms, and construction work in several provinces is subject to prompt payment and holdback rules under provincial construction legislation, such as Ontario's Construction Act. Where a holdback applies, your terms and invoicing need to reflect it, and how that is handled is agreed during implementation.
