How NDT work is quoted across the UK and Europe
The UK and European NDT market is fragmented in a way that makes quoting harder than it looks. One company might price offshore inspection for a North Sea duty holder out of Aberdeen, weld inspection for a pressure equipment fabricator working to the Pressure Equipment Directive, shutdown support at a refinery or chemical site, rail or aerospace component testing, and offshore wind fabrication, all in the same quarter. Each client works to different standards, buys through different procurement routes and pays in different ways.
Cross-border work adds more. A UK company quoting into the Netherlands or Norway deals with a different currency, different VAT treatment, different expectations about personnel certification and, sometimes, a client who wants documents in its own language. A continental company quoting UK work runs into UK-specific regulations that no longer follow EU law automatically.

Tendering: frameworks, public procurement and supplier registration
Much UK and European NDT work is bought through frameworks and call-off contracts rather than individual quotes. A utility, operator or public body runs a tender, appoints a small number of inspection suppliers to a framework with a schedule of rates, and then calls off work against it for several years. In the UK, public contracts are advertised through Find a Tender under the Procurement Act 2023; across the EU, larger contracts appear on TED under the public procurement directives. Evaluation usually weighs quality alongside price, so your technical submission matters as much as your rates.
Supplier registration comes first. In UK and Norwegian energy, many operators use Achilles supplier qualification schemes; UK utilities often use Achilles UVDB; construction clients frequently expect Constructionline or a safety scheme such as SafeContractor or CHAS. Each asks for company certifications, insurances, policies and, often, personnel qualifications.
The ERP does not connect to these schemes. What it does is keep the evidence behind them current. The Certificates app records company certifications, such as your ISO management system certificates and accreditations, with alert days, and technician certifications with scheme, level, method and expiry. When a framework renewal asks for proof, it is in one place.
In the Quotations app, the job type distinguishes framework call-offs, tender submissions, offshore campaigns and shop work, so you can see your pipeline by route to market. For formal tenders, your branded PDF forms the technical and commercial response alongside any client pricing schedule, and both come from the same data.
Personnel certification on the quote: EN ISO 9712, PCN and others
European clients usually expect NDT personnel certified to EN ISO 9712 by an accredited third-party certification body. In the UK that most often means PCN, operated by BINDT. Elsewhere it may be a national scheme such as those run by DGZfP in Germany or COFREND in France. Welding inspection roles may call for CSWIP. Aerospace work typically follows EN 4179, and US-owned clients may still accept employer-based certification under ASNT SNT-TC-1A.
The PED adds a specific point for pressure equipment in the higher categories: personnel carrying out NDT of permanent joints must be approved by a third-party organisation recognised by a member state. A quote for that work should state the certification you will provide, and your Level 3 should confirm it matches the client's requirement.
The Certificates app records all of these schemes against each technician, with level, method, certifying body, issue and expiry dates and attachments. Status is computed automatically, and warnings are raised 90 days before expiry, along with vision test expiry. So when a quote promises a PCN Level 2 in PAUT for a June campaign, operations can check who will still be current in June.
A clear line on training: Atlantis NDT offers training based on ASNT SNT-TC-1A only. It does not train for or certify under EN ISO 9712, PCN or CSWIP. The ERP records those certificates for the people who already hold them.
Codes and standards on UK and European quotes
The applicable codes field holds what the work is performed to. Typical entries include:
- EN ISO 17640 for ultrasonic testing of welds, with acceptance levels from EN ISO 11666.
- EN ISO 13588 for automated phased array UT and EN ISO 10863 for TOFD.
- EN ISO 17636 for radiographic testing of welds, with acceptance from EN ISO 10675.
- EN ISO 17638 for magnetic particle testing with EN ISO 23278, and EN ISO 3452 for penetrant testing with EN ISO 23277.
- EN ISO 17637 for visual testing, with weld quality levels from EN ISO 5817.
- EN 13445 for unfired pressure vessels and EN 13480 for industrial piping, under PED 2014/68/EU or, in Great Britain, the Pressure Equipment (Safety) Regulations 2016.
- Written schemes of examination under the UK Pressure Systems Safety Regulations 2000 for in-service work.
- Client and duty holder specifications, which often sit on top of all of the above.
Recording these as structured fields lets you find every open quote referencing a standard or a client specification revision, and carries the right codes into the project. Rate structures common in UK and European work
Rate structures vary by sector and country, and the catalogue is built around the way you already charge. Common structures, in words:
- Day rates per technician level, with separate onshore and offshore rates.
- Offshore rotations, with travel days, heliport reporting and waiting-on-weather days quoted as their own items.
- Pre-mobilisation requirements for offshore work, such as survival training and offshore medicals, treated as pass-through or excluded, as your terms state.
- Framework schedules of rates with call-off orders, sometimes with rate reviews tied to an index.
- Overtime, weekend and night premiums as multipliers on the base rate.
- Subsistence, accommodation and mileage for onshore site work.
- Unit rates for fabrication, such as per weld, per radiograph or per length of weld scanned.
- Equipment rates for PAUT, TOFD and eddy current systems where the client wants them itemised.
For cross-border assignments inside the EU, sending technicians to another member state brings posting of workers obligations and social security documentation. These affect lead times and cost, and your quote should state the assumptions. Each item appears as its own line, and a global discount is available for agreed concessions.
Radiography and site safety obligations
Radiography scope carries regulatory commitments that belong in your assumptions. In Great Britain, industrial radiography falls under the Ionising Radiations Regulations 2017, which require consent from the HSE for industrial radiography, local rules and advice from a Radiation Protection Adviser. Across the EU, the Basic Safety Standards Directive 2013/59/Euratom is implemented through national rules and regulators. Moving sources by road brings ADR dangerous goods requirements.
Your quote should state that radiography is performed under your authorisation, how controlled areas will be established, and which shooting windows the client will provide. Offshore, the duty holder's safety case and permit-to-work system set the pace of work, and your quote should be clear about standby when permits are delayed.
In the ERP, the employee NDT profile holds radiation safety training, radiation badge number and medical fitness expiry. Fleet records hold whether a vehicle can carry radioactive sources, with the transport licence number and expiry. When a quote promises a radiography crew on given dates, operations can check both people and vehicles before mobilisation rather than on the morning of the job.
VAT, currencies and payment terms configured locally
VAT treatment differs between the UK and each EU member state, and cross-border inspection work adds place-of-supply questions. Many business-to-business services supplied across borders fall under the reverse charge, while some services connected with land and buildings are taxed where the property is. Whether your inspection work falls under one rule or the other is a question for your tax adviser. Currencies are configured per client, so a UK company can quote pounds sterling at home, euros into the eurozone and Norwegian kroner for Norwegian shelf work, with the currency printed on the branded PDF. Payment terms are set per customer, recognising that UK and EU late payment legislation sets a baseline while large operators often impose their own terms through supplier portals.

GDPR and technician data in tenders
European tenders frequently ask for CVs and certificates of named personnel. That is personal data, and GDPR, or UK GDPR, applies to how you collect, store and share it. Sending technician CVs around by email and keeping copies in shared folders makes it hard to know who holds what.
Keeping certificates and technician records inside the ERP, with Atlantis ERP's standard access rights, means estimators can see what they need to support a tender while access to wider personal data is limited by role. Sharing only what the tender asks for, and knowing where the source record lives, is easier when there is one source. Branded quotes, online acceptance and 3D deliverables
The custom branded quotation PDF presents job type, site, project dates and applicable codes up front, then lines, VAT, discount and your standard terms, in your house style. For framework tenders it becomes the technical and commercial response; for fabricators it is the quote they sign.
Atlantis ERP's standard online acceptance sends clients a link to their quote in your customer portal. They can ask questions on the quote's message thread and accept with an online signature. The acceptance is recorded and the quote converts to a sales order, giving you a dated record of what was agreed while the client's purchase order is raised.

From accepted quote to job and invoice
Once a quote converts, the rest of Atlantis NDT ERP picks it up. The project carries job type, site, client PO, methods, codes and scope. Team Assignments dispatches crews against the dates, blocks double-booking of technicians and equipment serial numbers, and warns when assigned equipment is out of calibration. Timesheets record inspection, travel, standby and setup hours and warn if a certificate is not valid. Can the ERP record PCN and other EN ISO 9712 certificates?
Yes. The Certificates app records ISO 9712, PCN, CSWIP, SNT-TC-1A, CP-189 and other schemes with level, method, certifying body and expiry. Atlantis NDT does not train or certify for these third-party schemes; its training is based on SNT-TC-1A.
Can one company quote in pounds, euros and kroner?
Yes. Currencies are configured during implementation, and each quote uses the client's currency on the branded PDF.
How is cross-border VAT handled?
Taxes and fiscal positions, including reverse charge where your adviser says it applies, are configured during implementation. No tax certification is claimed.
Does it connect to Achilles or Constructionline?
No. The ERP holds the company and personnel certificates you submit to those schemes, with expiry alerts, so your registrations stay current.
Can a client accept a quote online?
