Where API 510 pressure vessels are in Oklahoma

Tulsa

Phillips 66's Ponca City refinery in north-central Oklahoma is the state's largest, with crude, FCC, alkylation, hydrotreating and coking-related equipment and associated terminals. FCC gas plants and sour water systems bring wet H2S blistering and cracking; alkylation units bring acid-service corrosion; and hot sections bring sulfidation, all of which set the NDE mix the AI will ask for.

Ardmore and Wynnewood

Valero's Ardmore refinery and CVR Energy's Wynnewood refinery in southern Oklahoma sit near the Interstate 35 corridor and are mid-sized refineries with full conversion units. Their vessel programmes look like any Gulf Coast refinery's in miniature, but they draw from a smaller regional pool of contractors, so turnaround planning matters even more.

Gas processing in the Anadarko, Arkoma and SCOOP/STACK

Western and central Oklahoma host cryogenic gas plants, NGL fractionation, amine treating, dehydration and compressor stations serving the Anadarko Basin, the SCOOP and STACK plays and the Arkoma Basin in the east. Vessels include inlet separators, slug catchers, amine contactors and regenerators, glycol and molecular-sieve dehydrators, cold-box separators and condensate stabilisers. Sour gas in parts of the state brings wet H2S damage, and produced water and CO2 drive internal corrosion everywhere.

Enid, Cushing and the rest of the state

Koch Fertilizer's Enid plant produces ammonia and urea, with ammonia converters, synthesis-loop vessels and storage that carry ammonia stress corrosion cracking and high-temperature hydrogen concerns. Cushing, the crude storage hub, is mostly tanks (see the sibling tank hub), but its pump stations and terminals have separators and receivers. Pulp and paper mills in southeast Oklahoma, gas-fired and coal-fired power plants, aerospace maintenance in Oklahoma City and Tulsa, and food and manufacturing plants add digesters, deaerators, feedwater heaters, air receivers and ammonia refrigeration vessels.

What API 510 requires, in plain terms

Direct answer: API 510 governs in-service inspection, repair, alteration and rerating of pressure vessels and relief devices. Each vessel needs an inspection plan; external and internal or on-stream inspections are scheduled from corrosion rate and remaining life; the AI authorises repairs and accepts results. In Oklahoma, the state adopts the code for vessels within its scope.

API 510 is an American Petroleum Institute code; the current edition is the 11th (2022). Confirm requirements against the edition your programme uses; ODOL adopts the current edition and addenda, so an outdated copy is a compliance risk as well as an engineering one. In paraphrase: external inspection is due at no more than the lesser of five years or the internal or on-stream interval; internal or on-stream inspection at no more than the lesser of half the remaining life or ten years; and where remaining life is under four years, the interval may be the full remaining life, up to two years. The inspection plan identifies, for each vessel, the credible damage mechanisms (API 571), the inspection type and coverage, the condition monitoring locations, the NDE methods and the due dates. On-stream inspection can substitute for internal inspection when the code's conditions are met, which depends on whether external NDE can find and size the expected damage. Corrosion rates come from thickness trends; remaining life is the margin between measured and required thickness divided by the governing rate.

Oklahoma also adopts the National Board Inspection Code, and its rules require that all repairs by fusion welding be approved by an authorised inspector. Oklahoma regulations that sit on top of API 510

Direct answer: ODOL's Safety Standards Division enforces the Oklahoma Boiler and Pressure Vessel Safety Act (Oklahoma Statutes Title 40, Section 141 and following) and OAC 380:25. It adopts API 510 and the NBIC; API-scope vessels are inspected as API 510 prescribes, others on state intervals; certain oil and gas field vessels are exempt. OSHA PSM and EPA RMP apply on top. Confirm details with ODOL.

Scope and exemptions. According to the National Board's jurisdiction synopsis, last reviewed by Oklahoma in November 2025, the rules cover pressure vessels within the scope of ASME Section VIII (all divisions) and downstream welded steam piping above 15 psi, and every covered vessel carries an Oklahoma serial number. Exemptions include vessels under federal jurisdiction, DOT and LP-gas containers regulated elsewhere, vehicle and locomotive equipment, research-only vessels, vessels on oil and gas lease locations, and vessels on remote sites limited to oil and gas gathering facilities, processing plants or gas-producing lease locations. Whether a particular gas plant falls inside that exemption is a question for ODOL; do not assume it.

Inspection intervals. The synopsis states that vessels within the scope of the API inspection code are inspected as prescribed therein, which is where API 510 intervals become the state requirement. For other pressure vessels it lists an internal and external inspection every three years where the vessel is subject to internal corrosion, and an external inspection every three years with internal inspection every ten years where it is not. Certificates of operation are issued after inspection.

Who inspects. Inspections are made by state inspectors, by commissioned insurance-company inspectors, or by owner-user inspectors holding an Oklahoma certificate of competency issued at the operating company's request, provided the inspector is continuously employed by that company and responsible for inspecting its vessels. Reports are filed with ODOL.

Federal overlay. Oklahoma has no OSHA state plan for private employers, so federal OSHA enforces 29 CFR 1910.119. Its mechanical integrity element requires written procedures, inspection and testing following RAGAGEP, frequencies consistent with good practice and operating experience, documentation and correction of deficiencies. That applies to PSM-covered gas plants even where the state boiler programme does not. EPA's Risk Management Program (40 CFR Part 68) Program 3 parallels it.

Pipelines and the field. The Oklahoma Corporation Commission regulates oil and gas operations and, through its pipeline safety programme, intrastate pipeline operators; interstate lines fall to PHMSA under 49 CFR Parts 192 and 195. Exempt from the state programme is not exempt from inspection
