Oklahoma regulations that sit on top of API 570

Direct answer: Oklahoma law does not set process-piping inspection intervals. Federal OSHA's PSM rule, 29 CFR 1910.119(j), applies to covered processes, with API 570 as the common RAGAGEP. The Oklahoma Corporation Commission's Pipeline Safety Department enforces pipeline safety for intrastate gas and hazardous-liquid pipelines, and PHMSA regulates interstate lines. OSHA PSM. Private-sector workplaces in Oklahoma are under federal OSHA. The PSM mechanical integrity element covers piping systems, including valves, and relief and vent systems in covered processes. It requires written procedures, inspection and testing that follow recognised and generally accepted good engineering practice, frequencies consistent with that practice and with experience, documentation of each inspection, correction of deficiencies, and the legacy-equipment determination described above. EPA's Risk Management Program (40 CFR Part 68) mirrors the element for Program 3 processes, which include refinery, gas-plant and ammonia sites.

Oklahoma Corporation Commission and PHMSA. Through PHMSA certification and state statute, the OCC's Pipeline Safety Department inspects and enforces safety rules for intrastate gas gathering, transmission, storage and distribution operators and intrastate hazardous-liquid operators. PHMSA regulates interstate pipelines, including many of the long-haul crude lines into Cushing. The federal hazardous-liquid rule (49 CFR Part 195) excludes in-plant piping at refining, manufacturing and storage facilities, and facilities on terminal grounds used only to transfer liquid between non-pipeline modes such as truck, rail and barge. So refinery unit piping is API 570 and PSM territory, a truck-rack manifold at a terminal may be too, while breakout tanks and the pipeline piping that serves them at a Cushing tank farm generally fall under Part 195. Oklahoma Department of Labor. The department's Safety Standards Division registers and inspects boilers and pressure vessels under the Oklahoma Boiler and Pressure Vessel Safety Act. Process piping is outside that programme, but vessel and boiler inspections often share outage windows with piping work.

Oklahoma DEQ. Air quality permits and leak detection programmes do not set API 570 intervals, though their findings feed the AI's piping list. DEQ also runs the radiation programme that licenses industrial radiography.
