Oregon and Washington do not license NDT technicians by method. Your employer certifies you, in this order:

1. Employer written practice. Sets training and experience hours, exams, grading, vision requirements, recertification intervals and the responsible Level III.
2. Classroom training. The formal training for your method and level, self-paced online or onsite. Recommended minimums are in our training requirements matrix.
3. On-the-job experience. Supervised and documented hours in the method on real work.
4. General exam. Written questions on method principles.
5. Specific exam. Written questions on your employer's procedures, equipment and codes, for example AWS D1.1, AWS D1.5, ASME Section V or API 1104.
6. Practical exam. Hands-on examination of flawed specimens. A Level III administers and grades all three exams.
7. Vision test. Near-vision acuity and colour contrast, annually.
8. Certification. Issued by the employer and signed by the Level III.
9. Recertification. On the interval the written practice sets; a new employer recertifies you under its own practice.

Where NDT technicians work in Portland

Ship repair and marine fabrication. Vigor's Swan Island shipyard, with its large floating dry docks, handles commercial, government and Navy repair and new construction, and marine fabricators along the Willamette and Columbia build barges, ferries and workboats. Navy work falls under NAVSEA technical publications and classed vessels under ABS rules, which add requirements on top of an employer's written practice. VT, MT and UT on hull, deck and piping welds are the core methods.

Steel, rail and heavy transportation equipment. A steel plate mill in the Rivergate industrial area, rail car builders on the Willamette and heavy-truck manufacturing headquartered on Swan Island all generate plate, weld and component inspection. MT and UT dominate, working to AWS D1.1 and customer or industry specifications.

Aerospace castings and components. Portland is home to large aerospace casting and forging operations and component manufacturers, including Boeing's plant in Gresham. Castings are inspected by PT, RT and increasingly CT to customer specifications. We are honest here: aerospace employers usually certify NDT personnel to NAS 410 under Nadcap-audited programmes, and Atlantis does not train to NAS 410. SNT-TC-1A method training builds knowledge that transfers, but those employers certify you under their own scheme.

Fuel terminals and pipelines. The Critical Energy Infrastructure Hub in Northwest Portland holds most of Oregon's liquid fuel supply in tank farms fed by pipeline, barge and rail. Oregon's 2022 legislation requiring seismic vulnerability assessments for large fuel terminals has added engineering and inspection scope. Tank and terminal work uses UT thickness, PAUT corrosion mapping, MT and VT, and pipeline work follows API 1104.

Semiconductors and high-purity manufacturing. Intel's Hillsboro campus and its supply chain build ultra-high-purity gas and chemical systems from orbital-welded stainless tubing, inspected visually and by borescope, with PT where accessible.

Bridges, dams and power. The Willamette River bridges, the Earthquake Ready Burnside Bridge project, the Interstate Bridge Replacement between Portland and Vancouver, and the Columbia River dams all need weld and structure inspection, with steel bridge welding governed by AWS D1.5. Gas-fired power plants in the region, and Washington's Columbia Generating Station farther up the river, bring outage work in UT, ET and VT.

Radiography licensing in Oregon and Washington. Oregon is an NRC Agreement State; radioactive-source industrial radiography is licensed and inspected by the Oregon Health Authority's Radiation Protection Services, and radiographers must meet its radiation safety training and certification rules in addition to SNT-TC-1A certification in RT. Washington is also an Agreement State, regulated by the Washington State Department of Health, so crews working in Vancouver or elsewhere across the Columbia must meet Washington's rules or reciprocity requirements. Our RT courses teach the method; they do not replace radiation safety requirements.

What local employers ask for. Level II in MT and UT is the most common request, VT for fabrication and marine work, and PAUT for bridge and heavy fabrication.
