How NDT Certification Actually Works on the Coastal Bend
Under SNT-TC-1A the employer certifies its own technicians against a written practice it publishes, using documented training hours, method experience hours and general, specific and practical examinations. ISO 9712 instead has an accredited body examine and certify the individual. Corpus Christi employers run both schemes side by side, and a NAS 410 scheme at the Army depot.
Most certification disputes on the Gulf Coast are not disputes about competence. They are disputes about paperwork that was never written down in the first place. SNT-TC-1A is a recommended practice: it recommends, and the employer's written practice decides. If that written practice is a copy of the recommended practice with the company name pasted on the front, it will not survive a client audit, because it never states which levels the company certifies, in which methods, who the Level III of record is, what the examination question counts are, how the practical is graded, or how a lapsed certification is reinstated. ANSI/ASNT CP-189 removes much of that discretion by making the requirements mandatory rather than recommended. ISO 9712 removes it entirely by taking certification out of the employer's hands. Knowing which of the three you work under determines what your certificate is worth when you change employers.

Certification is a company decision, not a school decision
The single most persistent misunderstanding in this industry, and the one that costs technicians money, is the belief that a training school certifies you. Under ASNT SNT-TC-1A it does not, and it cannot. SNT-TC-1A is a recommended practice for employers, and the certifying authority it describes is the employer. A school delivers training hours, and a good one delivers examinations and practical specimens as well, but the certificate is issued by the company you work for, under its written practice, on the strength of records it holds.
This has a direct consequence you will feel on the Coastal Bend, where technicians move between inspection contractors regularly. Your certificate does not automatically travel. A new employer may grant credit for your documented training and experience, and most do, but it must make its own certification decision and hold its own records. If your previous employer will not release your training and examination records, you are effectively starting from a weaker position than your experience deserves. Keep copies of everything, signed, from the day you begin.
ISO 9712 exists precisely to solve that problem. Under ISO 9712 an independent certification body, accredited to ISO/IEC 17024, examines you and certifies you. The certificate is yours. It moves with you between employers and across borders, and it is what the international engineering contractors working on the local liquefaction and petrochemical projects usually specify.
The written practice: the document everything else hangs from
If you inspect one document before accepting a job, inspect the employer's written practice. It is the controlling document for every certification the company issues, and its quality tells you more about the company than its safety statistics. A serviceable written practice names the levels and methods certified, states education, training and experience requirements for each, defines the examination structure including question counts and grading, names the Level III of record and states how that person is themselves qualified, sets vision requirements and their frequency, states the recertification interval, and describes what happens on interruption, revocation and reinstatement.
The failure mode is uniform across the industry: a written practice that is the recommended practice with a company logo on the cover and the word should left intact throughout. Auditors find this immediately, because the document contains no decisions. A recommended practice that has been adopted without adaptation has not been adopted at all, and every certificate issued under it is exposed the moment a client's quality department reads it.
The second failure mode is quieter. The written practice is good, but it is at revision three while the personnel files were built under revision one, and nobody recorded which revision was in force when each certificate was issued. Revision control on the written practice is not bureaucratic decoration. It is the only way to demonstrate, years later, that a given technician was certified against the rules that actually applied on that date.
Training hours: what the tables say and what employers add
The recommended practice publishes a table of organised training hours by method and level, and the spread is wide because the methods are not comparable in complexity. Ultrasonics and radiography sit at the top, at forty hours of organised training for Level I and a further forty for Level II. Eddy current is in the same region. Magnetic particle is far lower, around twelve hours for Level I and eight more for Level II. Penetrant is lower again, and visual testing sits between them. Radiography carries additional radiation safety training that is a regulatory obligation in Texas quite separately from the certification scheme.
Two qualifications matter. First, those figures assume a specified level of prior education, and the table adjusts for candidates without it. Second, and more importantly on the Gulf Coast, they are recommendations. Several owner-user quality departments in the Corpus Christi refining complex specify training hours above the recommended-practice table for contractors working inside their fences, and phased-array and time-of-flight diffraction work commonly attracts a separate block of technique-specific training that no general table covers at all.
Organised training also has a definition. It means a structured programme with a syllabus, an instructor whose own qualification is documented, attendance records and an assessment. Time spent watching a colleague work is experience, and valuable, but it is not training hours and should never be recorded as such.
Experience hours, and the honest way to count them
Experience is recorded in two dimensions: hours in the specific method, and total hours in nondestructive testing across all methods. Ultrasonics is commonly cited at 210 method hours for Level I and 630 for Level II, against total nondestructive testing experience minima that are considerably larger. Surface methods carry lower method-hour figures. The specific numbers your employer applies come from its written practice, not from the recommended practice directly.
Three rules govern the counting, and all three are audited. Hours must be worked in the method, under the direction of certified personnel, on production or equivalent work. The same hour cannot be counted against two methods, which sounds obvious until a technician on a mixed surface-method crew tries to log a full shift against both magnetic particle and penetrant. And the record must be verifiable independently of the technician's own statement: timesheets, job numbers, inspection reports bearing their name.
In practice, the experience requirement is what forces the Level I stage to exist at all. A candidate who has completed the classroom hours but has not yet accumulated method experience is trainable and useful under direction, and that is exactly what a Level I certificate is for. The temptation on the Coastal Bend, particularly ahead of a large turnaround when crews are short, is to certify to Level II early on the strength of a promise that the hours will follow. That promise is not a record, and it is the finding that will be written.
The three examinations, and how they are graded
Certification rests on three examinations. The general written examination covers principles of the method and is drawn from the topical outlines. The specific written examination covers the equipment, procedures, codes and acceptance criteria used by that employer on that work, which is why a specific examination copied from a generic bank fails the point of the exercise. The practical examination requires the candidate to set up the equipment, perform the inspection on specimens, and report what they find.
Question counts are set by method in the recommended practice's tables. Ultrasonics, for instance, is commonly forty general questions and twenty specific at each of Level I and Level II. Grading under SNT-TC-1A requires a composite of at least eighty percent with no individual part below seventy. ISO 9712 sets a floor of seventy percent in each part. Either way, a strong written performance cannot rescue a failed practical.
The practical is where most of the audit interest lives, and where most programmes are weakest. It should use specimens containing a stated minimum number of checkpoints, commonly ten, with real discontinuities rather than notches alone. It requires a written answer key prepared and approved before the examination is administered. And it should be graded on the report as well as the detection, because a technician who finds everything and writes a record nobody can reproduce has not demonstrated competence. Level III practical examinations may be handled differently, and the written practice must say how.
Level III: the examination route and the duty that comes with it
The Level III route runs through ASNT's own examinations for most people on the Gulf Coast: a Basic examination covering materials and processes, fundamentals of the common methods and the certification scheme itself, followed by a method examination for each method held. The ASNT NDT Level III certificate is a credential in the individual's name, valid for a defined term and renewable by recertification points or by re-examination. That credential is not the same thing as being certified as your employer's Level III, which is again a decision the employer makes under its written practice.
What the Level III owes the employer is substantial and often underestimated by companies hiring one. They establish techniques and procedures, approve them, interpret codes and specifications, select the methods to be used, and are responsible for the training and examination programme including the answer keys. On a contract that requires a Level III of record, the auditor will ask to see that person's own qualification, their involvement in approving the procedures in use, and evidence they were actually available rather than a name on a letterhead.
For small inspection companies on the Coastal Bend, an outside Level III on a documented agreement is a normal and accepted arrangement. What is not accepted is a Level III who has never seen the written practice they are named in. That is a finding, and a serious one, because it invalidates the approval chain underneath.
Vision, renewal, interruption and reinstatement
Vision requirements are the most commonly failed item in personnel files, because they recur annually and nobody owns them. Near-vision acuity must be demonstrated on a standard chart, typically Jaeger Number 1 at a distance of not less than twelve inches or an accepted equivalent, at least annually. Colour and contrast differentiation is required where the method depends on it, which covers penetrant and magnetic particle unambiguously and reaches further than people expect. Corrected vision is acceptable; the correction has to be the one worn on the job.
Recertification intervals are set by the written practice, commonly five years, and can be satisfied by examination, by documented continuing activity, or by a combination the practice defines. ISO 9712 runs a two-stage cycle: renewal at five years on evidence of continued activity and vision, and recertification at ten years with a practical component. Marking your own calendar is wise; employers lose track, and an expired certificate discovered at a plant gate on the first day of a turnaround costs you the job.
Interruption is the rule most technicians have never read. If you stop working in a method for a defined period, your certification in that method is suspended, and the written practice must state what is required to reinstate it. Reinstatement is usually a practical re-demonstration rather than the full examination sequence. Technicians returning to the Coastal Bend after a period offshore or in a supervisory role are the people this catches.
Which scheme applies where, in Corpus Christi
The Coastal Bend runs several certification schemes in parallel, and knowing which employer expects which is a career decision rather than a technicality. The refining complex — the Flint Hills Resources East and West plants, the Valero and CITGO refineries and their contractor base — is overwhelmingly SNT-TC-1A territory, with the owner-user's own written practice imposed on contractors through the purchase order. Some owner-user quality departments prefer the more prescriptive ANSI/ASNT CP-189 basis and say so explicitly in their specifications.
The construction and export side behaves differently. The liquefaction facility, the ethane cracker at Gregory and the crude export terminals at Ingleside were built and are extended by international engineering contractors whose specifications frequently call for ISO 9712, and whose weld inspection scopes are staffed accordingly. A technician holding only an employer certificate can find themselves excluded from the best-paid new-construction work in the region for a reason that has nothing to do with skill.
Then there is the aerospace corner of the local economy. Rotary-wing overhaul at the Army depot and the aerospace supply work around it run to airframe and engine manufacturer specifications, which is where NAS 410 personnel requirements and customer audits enter the Corpus Christi labour market. It is a smaller pool than refining, but it is stable, it is not tied to the turnaround cycle, and it values technicians who understand traceability.
The findings that turn up in personnel files, again and again
Across audits, the same handful of findings dominate. An expired annual vision record, usually by a few months, on an otherwise excellent technician. A practical examination with no answer key on file, or an answer key created after the fact. Training hours recorded with no syllabus, no instructor qualification and no attendance record behind them. Experience hours signed by the technician rather than by a supervisor. A specific examination that is generic, containing no question about the equipment or procedures that company actually uses.
Two structural findings do more damage than any of these. The first is a written practice that has never been adapted from the recommended practice, which undermines every certificate beneath it. The second is a Level III of record who did not approve the procedures in use, which breaks the approval chain and puts the technical basis of the work in question rather than merely the paperwork.

Can Atlantis certify me as an NDT Level II?
Not under SNT-TC-1A or NAS 410, and no legitimate training provider can. Those are employer-based schemes in which your employer makes the certification decision against its own written practice. What a training organisation supplies is documented training hours, examinations written and graded to that written practice, and practical specimens with an approved answer key. Under ISO 9712 the examination and certificate come from an accredited certification body, and training prepares you for it.

What must the written practice actually state to survive an audit?
Which levels the company certifies, in which methods and techniques; the education, training and experience required for each; the examination structure, question counts, grading rule and who prepares the answer keys; the named Level III of record and the basis of that person's own qualification; the vision requirements and frequency; the recertification interval; and the rules for interruption, revocation and reinstatement. A document that omits any of these is where a client audit finding is written.
Is an ISO 9712 certificate worth more than an employer certificate here?
It depends entirely on who is paying. For a refinery maintenance contract on the Coastal Bend, an employer certificate written to SNT-TC-1A is the norm and is fully accepted. For an international EPC scope on a liquefaction train or a cracker, the specification frequently names ISO 9712, and an employer certificate will not satisfy it. The genuine advantage of ISO 9712 is portability: it stays with you when you change employers.
