What NDT Certification Actually Requires on the Calcasieu Ship Channel
NDT certification in Lake Charles is granted by your employer, not by ASNT. SNT-TC-1A is a recommended practice; the employer written practice is the controlling document, and it must fix training hours, experience hours by method, examination content, grading, vision checks and recertification intervals. ISO 9712 works differently: an independent body examines and certifies, and the certificate follows the individual between employers.
The three documents that matter read very differently. ASNT SNT-TC-1A recommends. It uses the word should throughout, and every hour it lists is a recommended minimum an employer may raise or, with stated justification, adapt. ANSI/ASNT CP-189 is a standard, uses shall, and is markedly more prescriptive, notably in requiring that the Level III of record hold ASNT Level III certification in the applicable method. ISO 9712 removes the employer from the certifying role altogether: a certification body operating to ISO/IEC 17024 sets the examination, an approved centre invigilates it, and the resulting certificate is portable for a five-year term. Certification is an employer act, not an examination result
The most common misconception among technicians arriving in Calcasieu Parish is that ASNT certifies them. It does not. Under ASNT SNT-TC-1A the employer certifies. ASNT publishes the recommended practice, maintains the question banks and runs its own central programmes, but the certificate that lets you put a probe on a reactor nozzle at a Westlake chemical plant is signed by a Level III acting for your employer, against that employer's written practice.
This has a consequence people discover the hard way when they change contractors mid-turnaround. An SNT-TC-1A certificate does not travel. A new employer may review your records and grant certification, or may re-examine you from scratch; both are permitted, and which happens is decided by the new employer's written practice, not by you and not by ASNT. Keep the underlying evidence: training certificates showing hours and content outline, examination score sheets, and a dated experience log broken out by method. Those transfer even when the certificate does not.
SNT-TC-1A is also, in its own words, a recommended practice rather than a standard. It uses should. What makes it enforceable is a customer purchase specification saying your programme shall comply with it. At that moment your own written practice becomes the document you are audited against, and any place you departed from the recommended practice must be visible in it and justified.
What the written practice must say before an auditor opens it
A written practice is not a policy statement. It is an operating document, and a competent auditor reads it in a fixed order: scope, methods and levels, qualification requirements per level per method, examination composition and grading, certifying authority, vision, recertification, interruption of service, records. If any of those sections is missing, or is stated as a cross-reference to SNT-TC-1A rather than as your own commitment, you have a finding before anyone looks at a single technician file.
The findings that recur in this corridor are boringly consistent. The written practice invokes a different edition of SNT-TC-1A than the client specification does, and the two editions differ on an interval. The certifying Level III signs for a method he is not himself certified in. The document is silent on interruption of service, so nobody knows what to do with a technician back from eighteen months away. Outside training is accepted informally, with no stated rule for how many hours count or what evidence is required.
Fix these by writing the practice around what you actually do, and then doing it. If you accept prior examinations from a previous employer, say so and state what evidence you require. If you use a subcontracted Level III, name the arrangement and hold his certification records on file. An auditor will forgive a conservative practice; he will not forgive a practice that describes a programme you are not running.
Training hours: what the recommended table gives you, and what changes it
SNT-TC-1A sets out recommended training hours by method and level, and they vary widely because the methods vary widely. Ultrasonic and radiographic testing carry the heaviest classroom requirement, eddy current sits alongside them, visual testing is lighter, and magnetic particle and liquid penetrant are lighter still. Level II hours are additional to Level I rather than a replacement for them, so a technician moving up accumulates a total that the written practice should state explicitly to avoid an argument later.
The recommended figures also move with the candidate's education. SNT-TC-1A recognises that a candidate with relevant engineering or science education, or with substantial documented prior NDT experience, may reasonably need fewer classroom hours than a candidate coming straight off the shop floor, and it provides for that. What it does not provide for is an undocumented reduction. If you use a reduced tier, the file must contain the transcript or the experience record that justifies it.
One practical trap: hours are only credible if the training record shows content, not just attendance. A certificate saying forty hours of ultrasonic testing, with an instructor name and no syllabus, is thin evidence. A record listing topics covered, hours per topic, dates, and the instructor's own qualification is defensible, and it is exactly what an owner's quality representative asks for when deciding whether to accept your crew for a turnaround.
Experience hours are the line most audits fail on
Training is easy to evidence because it happens in a room with a register. Experience is where programmes come apart. SNT-TC-1A counts experience two ways at once: minimum hours performing the specific method, and minimum total hours across NDT generally. Both have to be satisfied and both have to be attributable. A technician who spent nine months on a site but only occasionally picked up a UT set does not have nine months of ultrasonic experience, and an auditor who cross-references timesheets against job reports will establish that quickly.
The workable answer is a method-hours log the technician maintains and the supervising Level II or III signs periodically, tied to job numbers. It takes minutes a week and it is the highest-return record in a small NDT programme. When a client questions a technician's qualification during a turnaround, a signed log with job references ends the conversation. A retrospective reconstruction, written the week the auditor arrives, invites a deeper look at everything else in the file.
Experience gained with a previous employer can normally be credited, but the written practice has to say how it is verified. A letter from the former employer stating hours by method, on letterhead and signed by someone identifiable, is the usual standard. A self-declaration on a job application is not, and accepting one as evidence is itself a finding.
Three examinations, and the grading rule people misread
Qualification at Level I and Level II rests on three examinations. The general examination covers the principles of the method and is drawn from a standard body of knowledge. The specific examination covers the equipment, procedures, techniques and acceptance criteria this employer actually uses, which is why it cannot be bought off the shelf without editing. The practical examination is hands-on: the candidate sets up equipment, performs a calibration and a test on specimens, and records results in the form the employer uses on live jobs.
The grading rule catches people out. SNT-TC-1A recommends a composite grade of at least eighty per cent, with no individual examination below seventy per cent. A candidate scoring ninety-five on the general and sixty-eight on the specific has not passed, even though the average clears eighty. Write the rule into your practice in exactly those terms and apply it, because scoring sheets are among the first documents pulled in an audit sample.
The practical examination is also the one most often short-changed. It should run on specimens with known, documented conditions, be marked against a checklist covering the variables a technician has to control, and the record should identify the specimens used. A practical record that says passed practical, with a signature and no detail, is not evidence that anything was examined.
Vision, recertification and interruption of service
Near-vision acuity has to be examined and recorded on a stated interval, normally annually, using a standard chart at a stated distance, with correction permitted. Colour-contrast differentiation is also required, and the interval for it differs between editions of SNT-TC-1A, so check the edition your written practice invokes rather than assuming. A missing vision record for one year of a technician's file is among the easiest findings an auditor will ever write, and among the most avoidable.
Recertification under SNT-TC-1A is recommended at five years. The written practice must say which route you use: documented evidence of continuing satisfactory performance, or re-examination. If you use the performance route, define what evidence means. A signed annual supervisor evaluation on file is evidence. Nothing on file for four years and a certificate quietly reissued on the fifth is not, and it is the pattern most small NDT houses drift into.
Interruption of service is the clause everyone forgets until they need it. It governs a technician who has not practised the method for an extended period, and it should state the period, what is required to restore certification, and who decides. Along a coast where crews follow turnaround work and then disappear for months at a time, this clause earns its place in the document.
CP-189 and ISO 9712: when Lake Charles work needs something stronger
ANSI/ASNT CP-189 is a standard rather than a recommended practice. It is written in mandatory language, it is more prescriptive than SNT-TC-1A, and its most consequential difference is that the Level III of record must hold ASNT Level III certification in the applicable method. Contractors serving nuclear, defence and certain owner specifications will find CP-189 invoked instead of SNT-TC-1A, and a programme built loosely around SNT-TC-1A does not simply transfer across.
ISO 9712 is a different model entirely. The certification body, operating under ISO/IEC 17024, sets and marks the examinations through approved examination centres, and the certificate is issued to the individual and stays with them across employers for its five-year term. It expresses industrial experience in months rather than hours, and it separates certification from the employer's commercial interest, which is precisely why international EPC contractors favour it.
On the Calcasieu Ship Channel the practical result is a mixed workforce. Owners in Westlake and Sulphur usually specify SNT-TC-1A. LNG and export projects staffed by international contractors often accept or require ISO 9712. Aviation maintenance activity around Chennault brings NAS 410 into play, layered over the base programme rather than replacing it. A contractor bidding across all of that needs a written practice that states clearly which scheme applies to which scope of work.
Who imposes these requirements around Calcasieu Parish
Lake Charles is not a general industrial market. It is refining, olefins and derivatives, chlor-alkali and vinyls, and a very heavy concentration of LNG liquefaction and export along the ship channel and down towards Hackberry and Cameron. Refining and chemical operators including Citgo Lake Charles, the Phillips 66 refinery at Westlake, the Sasol chemical complex and Westlake Corporation's vinyls plants set personnel qualification requirements through purchase specifications, and their contractor pre-qualification audits are where written practices get read line by line.
The LNG side behaves differently. Large export projects run on EPC contracts with international supply chains, so qualification language tends to be broader, admitting ISO 9712 alongside SNT-TC-1A, and the sheer volume of new-construction welding means examination and certification records are reviewed in bulk rather than one technician at a time. A contractor whose files are incomplete is rarely told there is a paperwork problem; the crew simply does not get badged.
Beyond the plants there is a real secondary market: marine and barge repair on the waterway, pipeline and terminal work, structural fabrication, and aviation maintenance at Chennault International Airport. Each brings its own governing document, from AWS D1.1 on structural welds to NAS 410 on aerospace personnel, and each expects the same underlying discipline in how a technician was trained, examined and certified.
Building a programme that survives a client audit
If you are standing up or repairing an NDT qualification programme, sequence it. Fix the written practice first, against the specific edition your customers invoke. Then appoint the certifying Level III and hold his own qualification records. Then rebuild technician files in one consistent format: education evidence, training records with content, examination papers and score sheets, signed method-experience logs, vision records by year, and the certificate itself with dates that agree with everything else in the file.
The most valuable half-day you can spend is a mock audit run by someone who has sat on the other side of the table. Pull four technician files at random, one per method you offer, and try to prove each certification from the file alone without asking anyone a question. Whatever you cannot prove is exactly what a client will find, and it is far cheaper to find it yourself in March than during a turnaround mobilisation in October.

Who actually signs an NDT certificate under SNT-TC-1A?
The employer does, through a Level III named in the written practice as the certifying authority for that method. ASNT publishes the recommended practice and the examination question banks, but under SNT-TC-1A it does not certify Level I or Level II technicians. That is why a certificate issued by a contractor in Sulphur carries no automatic standing at the next employer, and why your training records, examination score sheets and dated experience log matter far more than the wallet card itself.
What must an employer written practice actually contain?
At minimum: the scope, the methods and levels covered, the education, training and experience required for each level in each method, the composition and grading of the general, specific and practical examinations, the named certifying authority and that person's own qualification, near-vision and colour-contrast requirements with their intervals, the recertification interval, the interruption of service rule, records retention, and the conditions under which outside training or previously passed examinations are accepted.
How many training and experience hours does each level need?
SNT-TC-1A tabulates recommended minimums that vary by method and by the candidate's education tier. Ultrasonic and radiographic testing sit at the high end, magnetic particle and liquid penetrant at the low end, and experience is counted twice over: hours in the method, and total hours across all NDT. Treat the published table as a starting point. The number an auditor holds you to is the number written into your own practice, which may be higher.
How are the written and practical examinations graded?
Level I and Level II qualification rests on three examinations: a general examination on method principles, a specific examination on the equipment, procedures and techniques the employer actually uses, and a practical examination on real specimens. SNT-TC-1A recommends a composite grade of at least eighty per cent with no individual examination below seventy per cent. The specific examination is the one contractors most often lift from a generic bank, and the one auditors most often reject.
Is API 510, 570 or 653 inspector training part of this offer?

A lapse is recovered by examination, never by backdating, and the interruption of service clause governs anyone returning after a long absence.
