NDT Training and Certification in Manitoba

Manitoba's NDT market looks different from the rest of the Prairies. Oil and gas are present but small; the big employers are aerospace in Winnipeg, hydroelectric generation on the Nelson River, nickel and base-metal mining in the north, heavy manufacturing such as buses and steel, and the pipelines and railways that cross the province on their way east and south. That mix means three different certification worlds meet in one province: Canada's national scheme, CAN/CGSB-48.9712 (ISO 9712); the aerospace scheme, NAS 410 and its European twin EN 4179; and the US employer-based scheme, SNT-TC-1A. Where NDT technicians work in Manitoba

Winnipeg: aerospace, transit manufacturing and rail
Winnipeg has the largest aerospace cluster in Western Canada. StandardAero runs a major gas turbine engine repair and overhaul operation in the city, Boeing has a large composite parts plant, and Magellan Aerospace builds aerostructures and engine components. The Royal Canadian Air Force's 17 Wing is based at the airport. Engine overhaul relies on fluorescent penetrant, eddy current and ultrasonic inspection of rotating parts, and composite manufacturing relies heavily on ultrasonic inspection. Winnipeg also builds transit and intercity buses for North American customers, and its rail yards and car shops need MT and UT on wheels, axles, couplers and welded structures. The Nelson River and Manitoba Hydro
Almost all of Manitoba's electricity comes from hydro. The large generating stations on the Nelson River in the north, the stations on the Winnipeg River closer to the city, and the long HVDC transmission lines that bring power south create work on turbines, runners, penstocks, gates, draft tubes, generator components and transmission structures. Typical methods are UT and MT on welded steel and castings, PT on stainless components, VT across the board, and UT thickness on penstocks and gates during planned outages. Outages are scheduled well ahead, which suits a planned onsite training block.
The north: Thompson, Snow Lake and Flin Flon
Northern Manitoba is mining country. Vale operates nickel mines at Thompson, and Hudbay runs copper-zinc-gold operations around Snow Lake and processing facilities at Flin Flon on the Saskatchewan border. Hoists, headframes, crushers, mills, conveyors and mobile equipment generate a constant flow of MT, UT and VT work, much of it done by in-house maintenance departments. Rotation schedules and remoteness make online theory and short onsite practical sessions the realistic model here.
South-west Manitoba: oil, fertiliser and food
The province's oil production is concentrated in the south-west around Virden, Waskada and Melita, with batteries, gathering lines and the service companies that support them. Brandon has a large nitrogen fertiliser plant and a major potato-processing plant, both owned by US companies, along with manufacturing and agri-business. Portage la Prairie has large food and pea-protein processing plants. These operations need pressure-equipment, piping and tank inspection, and the US-owned ones are often run to US corporate standards.
Selkirk, the Interlake and the east
Selkirk, north of Winnipeg, has a steel mini-mill that produces bar and structural products. Further east, the decommissioning of the former Whiteshell nuclear research laboratories at Pinawa continues under CNSC licence. The province's pulp, paper and forestry operations add boiler and pressure-vessel inspection during shutdowns.
Pipelines, rail and the Port of Churchill
Major crude oil and natural gas transmission pipelines cross southern Manitoba, with pump and compressor stations along the corridor and a crude terminal near Gretna at the US border. Both Class I railways run through Winnipeg, and the rail line to the Port of Churchill on Hudson Bay serves Canada's only Arctic deep-water port. Rail, terminal and pipeline maintenance all draw on UT, MT and RT.
SNT-TC-1A, CGSB or NAS 410: which one does your Manitoba job need?
Direct answer: Canadian industrial code work in Manitoba usually asks for CAN/CGSB-48.9712. Aerospace manufacturers and repair stations usually certify NDT staff to NAS 410 or EN 4179 under their own and their customers' rules. SNT-TC-1A fits US-code fabrication, US-owned plants, cross-border pipeline and rail work, and technicians heading to US jobs. Atlantis teaches SNT-TC-1A only.
Aerospace deserves a straight answer because it is the biggest NDT employer in Winnipeg. NAS 410 is the aerospace industry's certification standard, and prime contractors and engine OEMs generally require it of their suppliers and repair stations, along with their own approvals. SNT-TC-1A is a recommended practice written for general industry and is not a substitute. Our method training can strengthen a technician's knowledge of UT, ET or PT physics and technique, but it does not give you an NAS 410 certification. On the CGSB side: the Canadian General Standards Board, which published CAN/CGSB-48.9712, closed on 1 April 2026. Natural Resources Canada and the CWB Group have said the standard remains valid for its current cycle and that existing certifications are unaffected, and NRCan's NDT Certification Body says it continues operating. Arrangements are still changing, so confirm the current certification body before you plan a CGSB route. Holding both a CGSB certificate and an employer SNT-TC-1A certification is common and workable.

Winnipeg. Winnipeg has the most NDT jobs in the province, and most are in aerospace. For those technicians, NAS 410 governs, and our role is limited to method knowledge and Level III preparation where the employer wants it. The city's other employers, including bus and rail manufacturers, fabrication shops, utilities contractors and inspection companies, are where SNT-TC-1A comes up, especially when products are built for US customers. Onsite training at the shop avoids pulling people off a production line.
Brandon. The US-owned fertiliser and food plants in Brandon often run corporate inspection standards written in the US. A plant that wants its own UT thickness or PT capability, rather than calling a contractor for every task, can build an SNT-TC-1A programme with a written practice, training and an outside Level III.
Thompson, Snow Lake and Flin Flon. Mine maintenance teams need MT and UT on hoists, shafts and heavy equipment. These sites are far from any classroom, so online theory between rotations and an onsite practical block during a planned maintenance window is the realistic plan.
South-west Manitoba. Oilfield and pipeline crews around Virden and Waskada often cross into North Dakota for work, and SNT-TC-1A certification under their employer's written practice is what US operators expect.
SNT-TC-1A certification path in Manitoba, step by step
Direct answer: SNT-TC-1A certification is issued by your employer. You complete classroom training and documented experience, pass general, specific and practical examinations administered under a Level III, and pass a vision test. The employer certifies you to its written practice. It is not a Canadian national certificate and it does not transfer automatically to a new employer.
- Written practice. Your employer adopts an SNT-TC-1A written practice setting training hours, experience hours, exam rules and recertification. We can draft it with you: see written practice development.
- Classroom training. Complete the formal hours the written practice requires, online or onsite. The training requirements matrix shows SNT-TC-1A recommended hours by method and level.
- On-the-job experience. Build supervised hours on real Manitoba work, such as plant equipment, fabrication, rail parts or pipeline welds, recorded by your employer.
- Examinations. Pass general, specific and practical examinations administered under a Level III.
- Vision test. Pass near-vision and colour contrast checks, normally every year.
- Certification. Your employer certifies you on the Level III's recommendation, for a specific method and level.
- Recertification. Renew at the interval set by the written practice.
If you are also pursuing CGSB or NAS 410 certification, keep detailed logs. Each scheme sets its own evidence rules, and it is far easier to record hours properly from day one.
Radiography licensing and other Manitoba requirements
Direct answer: industrial gamma radiography in Manitoba is regulated federally by the Canadian Nuclear Safety Commission, and only certified exposure device operators, or trainees under their direct supervision, may operate exposure devices. Boilers and pressure vessels fall under the Office of the Fire Commissioner's Inspection and Technical Services. Interprovincial pipelines fall under the Canada Energy Regulator.
Industrial radiography
Canada has no Agreement State model; the CNSC licenses nuclear substances and exposure devices in every province. The Nuclear Substances and Radiation Devices Regulations allow only a certified exposure device operator (EDO), or a trainee under the direct supervision and continuous observation of a certified EDO, to operate an exposure device. The CNSC's certification guide, CSA PCP-09, and REGDOC-2.2.3 set out the vocational training, supervised on-the-job training and examination requirements. Atlantis RT training covers radiographic principles, technique, interpretation and acceptance criteria. It does not replace EDO certification, and we do not run CNSC examinations. X-ray equipment is regulated provincially, so check current registration and worker rules with your radiation safety officer.
Boilers and pressure vessels
In Manitoba, boiler and pressure vessel safety is administered by Inspection and Technical Services within the Office of the Fire Commissioner, under The Steam and Pressure Plants Act and The Power Engineers Act and their regulations. ITS handles design registration, inspections, examinations and licensing. Commonly referenced codes include CSA B51, ASME Sections I, V and VIII, and ASME B31.1 and B31.3. Whether SNT-TC-1A personnel are acceptable depends on the code, the owner and the contractor's quality programme.
Pipelines and oil and gas
Pipelines that cross provincial or national borders, including the large crude and gas lines through southern Manitoba, are regulated by the Canada Energy Regulator. Oil and gas activity inside the province, including flowlines and gathering systems in the south-west, is regulated by the province under The Oil and Gas Act. CSA Z662 is the core Canadian pipeline standard and sets its own NDT personnel rules; API 1104 appears on projects with US owners.
Aerospace and other requirements
Aerospace repair stations and manufacturers work under Transport Canada approvals and OEM requirements, and their NDT personnel are normally certified to NAS 410 or EN 4179. Industrial sites usually require safety prequalification through ISNetworld, Avetta or ComplyWorks, plus site orientation. Structural steel to CSA W59 is fabricated by CWB-certified companies with CGSB-certified NDT staff. Our training sits beside these requirements, never in place of them.
Online, live-virtual and onsite training across Manitoba
