NDT Level III Consulting Services in Utah

Short answer: Atlantis NDT gives Utah employers access to an ASNT NDT Level III without a full-time hire: outsourced or interim Level III cover, SNT-TC-1A written practices and audits, procedures and technique sheets, Level I and II examinations under your written practice, and audit preparation for refinery owners, aerospace primes, mining companies and accreditation bodies. Anoop Rayavarapu, ASNT NDT Level III and founder of Atlantis NDT, leads every engagement. Delivery is remote, plus onsite visits to your Wasatch Front, Uinta Basin or rural Utah facility. Atlantis has no office in Utah.

Utah packs an unusual amount of NDT work into a narrow strip of the Wasatch Front. Within an hour's drive of Salt Lake City sit a cluster of five refineries in Salt Lake and Davis counties, an Air Force depot that overhauls fighter aircraft and supports the intercontinental ballistic missile fleet, solid rocket motor plants, aerostructure and defence electronics factories, one of the world's largest open-pit copper mines with its own smelter and refinery, steel mills and fabricators, and the transmission pipelines that move Wyoming and Uinta Basin gas and crude. East of the mountains, the Uinta Basin oilfield around Vernal and Roosevelt adds production, gathering and trucking work. This page explains what Utah NDT programmes need from a Level III, which state agencies and codes apply, and how to request a Utah Level III consultation.

Why Utah NDT programmes need a Level III

Direct answer: Utah employers certifying NDT personnel to SNT-TC-1A need a written practice approved by a Level III, procedures for each method and Level III-administered examinations. Refinery owners, Hill Air Force Base contractors, rocket-motor and aerospace primes and mining companies all audit their NDT suppliers and expect a named Level III behind the programme.

Refining. The refineries in North Salt Lake, Woods Cross and Salt Lake City, operated by companies including Chevron, Marathon, HF Sinclair and Big West Oil, process Utah, Wyoming, Colorado and Canadian crude, including the waxy crude produced in the Uinta Basin. Turnarounds bring large inspection crews for pressure vessels, process piping, heaters and storage tanks, with work done to API 510, 570 and 653 inspection codes and ASME construction codes. Contractors serving these owners need procedures and certification records that survive owner audits.

Aerospace and defence. Hill Air Force Base near Ogden is home to the Ogden Air Logistics Complex, which performs depot maintenance on fighter aircraft and supports the ICBM fleet and its replacement programme. Northrop Grumman builds solid rocket motors and composite structures at Promontory and at the Bacchus works in Magna. Boeing makes composite and assembled aerostructures in Salt Lake City, and L3Harris has a large defence-communications operation there. Machine shops, composite fabricators and special-process houses along I-15 from Ogden to Provo supply these primes. Their NDT ranges from penetrant and magnetic particle testing of machined parts to ultrasonic testing of composites and bonded structures and radiography of assemblies.

Mining, metals and power. Rio Tinto Kennecott operates the Bingham Canyon copper mine, a concentrator, a smelter and a refinery west of Salt Lake City. Nucor makes steel bar in Plymouth and steel joists in Brigham City. The Intermountain Power Project near Delta is being repowered from coal to gas-fired generation. Mine haul trucks, shovels, crushers and smelter vessels need heavy-section UT and MT; steel mills need structural and equipment inspection; power plants need boiler and piping work.

Pipelines. The Kern River natural gas pipeline crosses Utah from Wyoming to Nevada, the Ruby pipeline crosses the north of the state, and local gas distribution is run by Enbridge Gas Utah (formerly Dominion Energy Utah). Crude and products lines serve the refineries. Construction and integrity work on these systems relies on API 1104 welding and inspection.

Many of the companies doing this work are small or mid-sized. A Clearfield composite shop, a Uinta Basin inspection contractor or a fabricator in Ogden rarely has its own Level III for every method, but customers still expect one. ASNT Level III consulting services close that gap.

Written practice development and audits

Direct answer: A written practice is the employer's own procedure for qualifying and certifying NDT personnel. SNT-TC-1A recommends its content, but your auditor tests your written practice against your records. Atlantis writes written practices that fit your Utah operation and audits existing ones so gaps are fixed before an owner, prime or accreditation body finds them.

Utah's industries create distinct written practice pressures. Turnaround contractors at the Woods Cross and North Salt Lake refineries hire seasonally and certify quickly, which tests whether experience records, vision tests and examination files keep up. Aerospace and defence suppliers near Hill Air Force Base and in the Salt Lake Valley may need a written practice that sits alongside NAS 410 or prime-specific requirements on some contracts. Uinta Basin inspection companies that started with one method may have added others without updating the document. A written practice has to describe what the company really does and must be kept up to date as the work changes.

When writing a written practice we define the methods, techniques and levels covered; training and experience requirements, referenced to the training requirements matrix; examination content, question banks and grading; practical examination specimens and checklists; vision testing; certification records; recertification and interrupted service; and how the Level III function is provided. See written practice development and SNT-TC-1A training and certification for background.

In audits we sample certification files and compare them with the written practice. Common findings: technicians certified in a method the written practice does not cover; experience hours with no supporting records; practical exams without a graded checklist; examinations given by someone not named as Level III; and procedures citing superseded editions of ASME, API or AWS documents. You receive a ranked finding list and help fixing it if you want it.

Where training is needed to meet the written practice, Atlantis provides SNT-TC-1A-based courses online and onsite; see NDT training in Utah and corporate NDT training.

Procedures, technique sheets and code compliance in Utah

Direct answer: Utah procedures are written to the code that governs each job: API 510, 570 and 653 with ASME Section V for refinery in-service inspection; ASME Sections I and VIII and B31.1 and B31.3 for new construction; API 1104 for pipelines; AWS D1.1 for structural and mining work; and customer specifications for aerospace, rocket-motor and composite parts.

Utah's climate matters for field procedures too. Winter turnarounds and pipeline work at altitude bring sub-freezing temperatures that affect penetrant dwell times, couplant behaviour and battery-powered equipment, and the Uinta Basin's winter inversions and cold can stretch field schedules. Procedures should state temperature limits for consumables and how calibration temperature differences are controlled under ASME Section V. We write those controls in, and we review procedures written by others when a customer rejects them or an auditor raises a finding.

Outsourced and interim Level III for Utah crews

Direct answer: As your outsourced Level III, Atlantis is the named Level III in your written practice under a standing agreement. As interim Level III, we cover a gap until you have your own. Document work is done remotely; examinations, procedure demonstrations and audits are done onsite at your facility in Utah when needed.

Utah's large defence and aerospace employers recruit experienced Level IIIs heavily, and smaller suppliers can lose theirs with little notice. Interim Level III cover keeps certifications, procedure approvals and corrective-action responses moving while you recruit. Engagements are led by Anoop Rayavarapu, ASNT NDT Level III. Companies running crews in Utah and neighbouring Wyoming, Idaho, Nevada or Colorado can align their programmes across sites; see multi-site programme harmonisation.

Audit readiness: customer, owner and accreditation audits

Direct answer: Utah NDT programmes are audited by refinery owners before turnarounds, by aerospace and defence primes and Nadcap-style auditors, by mining companies before contractors mobilise, by ISO 9001 and ISO/IEC 17025 assessors, and by the Division of Waste Management and Radiation Control for radiography licensees. Atlantis prepares the NDT evidence and runs mock audits.

Refinery owner audits focus on procedure approval, technician certifications against the work they will do, equipment calibration and how inspection data is recorded. Aerospace audits test traceability of certifications, procedure revisions and process controls on penetrant and magnetic particle lines; see Nadcap AC7114 audit readiness. Mining owners check certifications, procedures and safety documents. Accreditation assessors check competence records, method validation and traceability. Radiography licensees face separate radiation safety inspections.

We prepare the NDT portion of each audit and do not grant approvals, accreditation or vendor status. Sector notes: Utah industries and their Level III needs

Direct answer: Refinery contractors need code-matched in-service procedures and turnaround-ready certification files; aerospace and rocket-motor suppliers need part-specific techniques and traceable records; composite fabricators need ultrasonic procedures suited to laminates and bonds; mining and steel shops need heavy-section UT and MT; and pipeline crews need API 1104-ready documents.

Refineries of the Davis and Salt Lake county corridor

Turnarounds concentrate a year's inspection into weeks. Procedures, technique sheets and certification files need to be ready before mobilisation. See refining NDT consulting in Woods Cross and refining NDT consulting in Salt Lake City.

Hill Air Force Base and the defence supply chain

Depot maintenance on aircraft and support of missile systems flows NDT requirements to contractors around Ogden, Layton and Clearfield, with eddy current, ultrasonic, penetrant and magnetic particle testing all in use.

Rocket motors and composites

Solid rocket motors, composite cases and aerostructures need ultrasonic and radiographic inspection under strict customer specifications. Procedures for composites differ from metals and must be qualified on representative standards.

Copper, steel and heavy industry

Bingham Canyon's equipment, the smelter and refinery, and the state's steel mills create continuous structural and equipment inspection. See steel NDT consulting in Salt Lake City and steel and metals audit support.

Uinta Basin oil and gas

Production facilities, gathering lines and crude handling around Vernal and Roosevelt need pipeline, tank and vessel inspection. See NDT consulting in Roosevelt and pipeline audit support.
