Vendor inspection in Wuxi is a documentation discipline carried out with your own eyes. The Yangtze delta shops are competent and well equipped, and the equipment they build for export is usually good. What varies is the evidence. What Wuxi builds, and the codes that come with it

The Wuxi and Jiangyin belt of southern Jiangsu is one of the densest pressure equipment manufacturing clusters in the world: shell and tube heat exchangers, air-cooled exchangers, columns, separators, storage and reaction vessels, and boiler pressure parts. Shops range from large licensed manufacturers holding several classes of special equipment manufacture licence down to subcontract fabricators working under someone else's licence. The technical capability is generally high. The variable that decides project outcomes is not capability, it is which specification the shop is actually building to on the day.

Domestic work is governed by TSG 21, the safety technology supervision regulation for stationary pressure vessels, with design and construction to GB/T 150, shell and tube exchangers to GB/T 151, plate to GB/T 713 in grades such as Q245R and Q345R, low temperature service in 16MnDR, and examination to the NB/T 47013 series with welding to NB/T 47014 and 47015. Export work runs on ASME Section VIII Division 1 with an Authorized Inspector from an Authorized Inspection Agency, or on the European pressure equipment directive with a Notified Body.

Dual-code equipment is entirely normal here and it is where the trouble begins. Plate ordered to a Chinese grade against an ASME design needs an accepted equivalency route and material test evidence to support it. Acceptance criteria for radiography are not identical between NB/T 47013 and ASME Section VIII, and neither is the required extent of examination. State plainly in the purchase order which code of construction governs, which examination acceptance standard applies, and which document set forms the deliverable. Where equivalency is being claimed, have it assessed by ASNT Level III consulting before the plate is cut, not at final inspection.

The inspection and test plan is the contract for inspection

Everything downstream depends on a properly constructed plan. Each line should carry the activity, the governing procedure or drawing with its revision, the acceptance criteria, the record produced, and an intervention level for each party: manufacturer, third-party inspector, purchaser, and where applicable the Authorized Inspector or Notified Body. An inspection and test plan that lists activities without acceptance criteria is a schedule, not a plan, and it will not settle a single dispute.

Review and endorse the plan before fabrication begins. The commonest procedural failure on a Wuxi order is a plan endorsed after plate cutting, which means the material identification hold point, the one that ties heat numbers to finished parts, was passed before anyone agreed it existed. Once that has happened the traceability rests entirely on the fabricator's internal records, and you are auditing paperwork rather than verifying work.

The plan also has to be operable. A campaign of eight exchangers running in parallel across two shops produces several hundred intervention points, and tracking them on email threads guarantees that some will be missed. Purchasers running multi-vessel campaigns generally end up managing the plan, the notices, the nonconformances and the document register inside inspection management software, so the status of every hold point is visible to the project rather than living in one inspector's notebook.

The pre-inspection meeting: ninety minutes that decide the next six months

Hold the pre-inspection meeting at the works, with the fabricator's quality manager, welding engineer, production planner and the examination subcontractor in the room. Cover the drawing set and revision status, the approved welding procedure list against the joints actually to be welded, the welder register with continuity dates, the examination subcontractor and its personnel certifications, the furnace and its calibration status, the material receiving and positive material identification plan, and the painting and preservation specification.

Then agree the mechanics. What the notice period is and by what channel notice is given. Who on the purchaser side may grant a waiver, and in what form. How a nonconformance is raised, numbered, dispositioned and closed. What language records are issued in, because Chinese-only heat treatment charts and mill certificates arrive routinely and translating four hundred pages at the end of a project is nobody's idea of a good week. Bilingual records are cheap when agreed at the start and expensive when requested at release.

Finish by walking the shop. See the plate yard, the furnace, the rolling machines, the examination bay and the hydrotest area. You learn more about a fabricator in forty minutes on the floor than in a day of documents, and the questions you ask afterwards are much better ones. Note the housekeeping in the consumable store and the state of the electrode holding ovens in particular, because low hydrogen consumable control is a leading indicator of everything else.

Hold points, witness points and what a waiver actually costs

A hold point stops work until it is attended or released in writing. A witness point requires notice but permits the work to continue if nobody attends within the notice period. That distinction is the whole architecture of vendor surveillance, and it exists because certain operations are irreversible. Once a root pass is capped, nobody will ever see it again. Once a plate is cut, the identification marking that was on the offcut is gone. Once a vessel is painted, the surface you wanted to examine is under three coats.

The waiver conversation always arrives the same way. The fabricator gives short notice, the purchaser cannot mobilise in time, the schedule is under pressure, and a waiver is granted to protect the delivery date. That is a rational decision made with incomplete information about what is being given up. What is given up is the fit-up before the cap, the gouged root before the back weld, the plate identification before cutting, the tube-to-tubesheet joints before the bundle goes into the shell, and the internals before the closing seam.

Keep an explicit list of irreversible operations in the plan and mark them as non-waivable. For everything else, define what happens instead when a waiver is granted: a photographic record to a defined protocol, a supplementary examination, or a documented review. A waived hold point should never simply vanish from the record. When surveillance has been waived, the documentary evidence becomes your only remaining control, which is exactly when independent review of inspection reports stops being a nice-to-have and becomes the last line of defence.

In-process surveillance: what the inspector does between hold points

Surveillance begins at material receiving. Check the mill certificate against the specification and the purchase order, verify the certificate type against what was contracted, watch the transfer of identification when plates are cut, and take positive material identification readings on alloy material rather than trusting the stamp. Examine plate edges for laminations at the cut, particularly on heavy sections destined for nozzle reinforcement. Confirm that the storage arrangement keeps stainless and carbon steel apart.

Through forming and fitting, measure rather than observe. Out-of-roundness on a completed shell under ASME Section VIII Division 1 is bounded by UG-80, with the difference between maximum and minimum inside diameters limited to one percent of nominal diameter, and shell shape at a weld is governed by UG-81 with peaking measured against a template. These are cheap measurements at the rolling machine and very expensive ones after the heads are on. On large columns and skirted vessels, purchasers increasingly verify nozzle orientation and overall geometry against the model with 3D laser scanning, which settles fit-up arguments at site before the steelwork is built.

During welding, watch the things that leave no trace in the finished joint: preheat measured where the code requires it rather than on the far side of the plate, interpass temperature under control on the low alloy grades, low hydrogen consumables issued from a heated quiver and returned at shift end, and the welder actually welding matching the identification stamped on the joint. Then verify the examination itself, including image quality indicator placement and density on radiographs, source-to-film distance and geometric unsharpness, penetrant dwell times and temperature range, and magnetic particle field adequacy demonstrated with an artificial flaw shim rather than a pie gauge alone.

Expediting: the schedule is the other half of the job

A fabrication schedule is only as credible as the material behind it. On exchangers the long poles are tubesheet forgings, heavy plate for thick shells, and bought-out items such as expansion bellows and specialty tubing. A schedule showing welding starting in week six with no plate on site in week five is not a schedule, it is an aspiration. Expediting means checking purchase orders placed with sub-suppliers, not asking the project manager whether things are on track.

Report weekly, with photographs, in a format that is comparable week to week. Percentage complete by fabrication stage rather than by overall guess. Plate received against heat and against item. Furnace slots booked. Examination backlog at the subcontracted laboratory, which on a busy month is often the true constraint and is almost never mentioned voluntarily. Coating, packing and shipping preparation, which routinely absorb two weeks that nobody planned for.

The most common schedule misstatement is welding complete when the nozzles are tacked. Defeat it by asking for a weld map with per-joint completion status and reconciling it with the examination register. Two numbers that should match and do not are worth more than any narrative report. Where the fabricator resists producing a weld map, treat that resistance as information in itself, because it usually means the map does not exist and traceability at the end of the job will be reconstructed rather than recorded.

The release dossier, and how to test whether it holds

The dossier that ships with the equipment is the permanent record, and it will be read by people who were never in the shop: the site team, the client's integrity engineers, an insurer, a regulator, possibly a court. It should contain mill certificates of the contracted type with traceability records, approved as-built drawings, welding procedure specifications and their qualification records, the welder register with continuity, the weld map, examination procedures and personnel certifications with the raw data, heat treatment charts identifying thermocouple positions, hardness results, dimensional and material identification reports, the hydrostatic test report, the nameplate rubbing, the code data report or conformity declaration, painting and preservation records, and the release note.

There is one reliable way to test a dossier and it takes twenty minutes. Pick a single weld at random. Find it on the weld map. Trace it to the drawing revision it was welded to, to the welding procedure, to the qualification record supporting that procedure, to the welder and that welder's continuity, to the parent material heats and their certificates, to the examination request, to the technique sheet, to the film or data, to the certification of the person who interpreted it, to any repair and the re-examination of that repair, to the heat treatment chart, and to the test report. If the thread breaks anywhere, it breaks everywhere, because the auditor will pick a different weld and find the same gap.

Do that test before the release note is signed, not after the equipment arrives at site. A dossier gap found in the shop is a half-day problem for the fabricator's document controller. The same gap found at site, after the vessel is on its foundations, is a concession request, an engineering justification, and a conversation with the client's integrity manager that nobody enjoys.

That produces a schedule report grounded in observation rather than in the fabricator's percentage claim. Expediting and surveillance in one deployment is usually cheaper and always better informed than buying them separately.
