Third-party inspection in Tianjin puts a qualified inspector inside the supplier's works against your purchase order: reviewing the inspection and test plan, attending hold and witness points, verifying material identity, welding and non-destructive testing, expediting against the delivery date, and issuing a release note only once the documentation package is complete and the deviations are formally conceded.

Tianjin and its Binhai industrial belt supply line pipe, seamless tubulars, pressure vessels, heat exchangers, valves, structural steel and offshore fabrication into projects worldwide, loading out through one of the largest ports in northern China. The manufacturing capability is genuine. What varies is the gap between the standard your purchase order names and the standard the workshop routinely builds to, because most shops hold a domestic special-equipment licence and work daily to GB and NB/T standards, then switch to ASME, API or EN only for export orders. Surveillance exists to hold that switch in place at every stage, not to audit the shop once. The second variable is geography: the entity named on your order is frequently a Tianjin office whose actual manufacturing, forging, casting or coating happens at works one to three hours away in Hebei or Shandong, and the surveillance plan has to be priced and scheduled against where the work physically happens.

Point types follow the usual convention: hold means work must not proceed past that stage without the inspector present or a written waiver; witness means the inspector attends if present but work proceeds; review is a documentation activity; monitor is unannounced surveillance. Notice periods for hold and witness points are contractual, and five working days is the common baseline for a supplier works in this region.

What vendor surveillance in Tianjin actually involves

Surveillance is not a factory visit and it is not an audit. It is a sequence of contractual interventions defined by the inspection and test plan and executed against a specific purchase order, at the works where the item is physically made. The inspector arrives with the approved drawing revision, the specification, the ITP and the previous visit's open punch list, and leaves with a signed record of what was verified, what was rejected and what remains open. Everything else — the shop tour, the management meeting, the photographs — is context, not evidence.

The core activities are stable across equipment types: agree the ITP and freeze the drawing revisions at a pre-inspection meeting, verify material identity before it is cut, confirm welding qualification before it is used, attend the interventions, review the non-destructive testing data rather than only the summary, witness heat treatment and pressure test, check dimensions and preservation, and issue a release only against a complete manufacturing record book. Expediting runs in parallel and is a different discipline with a different report.

For a buyer running several purchase orders across multiple Tianjin and Hebei suppliers on a campaign, the coordination problem becomes larger than the technical one. Which hold points are due in the next three weeks, which non-conformance reports are open past their due date, which data books are incomplete and which sub-orders have not been placed. That is the problem an inspection management system solves, and it is worth setting up before the first visit rather than reconstructing from email at the end of the contract.

Reading the ITP before the first visit, not at the gate

An inspection and test plan is a negotiated document, and most of the value of third-party inspection is captured before anyone travels, in the review of that plan. The plan should list every stage in manufacturing sequence, the applicable procedure or drawing reference for each, the acceptance criterion, the verifying document produced, and the intervention level for each party: manufacturer, purchaser, third-party inspector, and where relevant the notified body or authorised inspector. Blank intervention columns are the most common defect in a Chinese supplier's first-issue ITP.

Watch for stages that are missing rather than stages that are wrong. Marking transfer before plate cutting, thermocouple attachment before the furnace door closes, positive material identification on weld deposit as well as on parent metal, hardness testing after post-weld heat treatment on alloy steels, and the internal inspection of a vessel before the final closing seam — these are the points that cannot be recovered later, and they are the points most often absent from the first draft.

The plan also has to survive contact with reality. If the vessel is fabricated in Tianjin but the forged nozzles come from a works in Hebei and the coating is applied at a third site, the ITP needs intervention points at each location, with travel time and separate notification. A single ITP that pretends all work happens at one address will silently drop the sub-supplier stages, and those are precisely where material substitution occurs.

The codes and licences that govern equipment made here

Domestic pressure equipment in China is governed by the special-equipment regime: the TSG supervision regulations, with design and construction to the GB/T 150 series for vessels and GB/T 151 for heat exchangers, welding to the NB/T 47014 and 47015 series, and non-destructive testing to NB/T 47013. Manufacture requires a licence covering the class of equipment, and a shop's licence class is worth checking against what your order actually is. This regime is competent and internally consistent, but it is not ASME.

Export orders normally invoke a different set: ASME Section VIII Division 1 with a valid Certificate of Authorization for the U or U2 designator, ASME Section V for examination and Section IX for welding; ASME B31.3 for piping; API 5L or GB/T 9711 for line pipe, API 5CT for tubulars, API 6D for valves; or the Pressure Equipment Directive with a notified body module and CE marking for European delivery. Australia, Canada and several Gulf states add registration requirements of their own.

The failure mode is hybridisation. A shop holding both a domestic licence and an ASME certificate will default to its familiar procedures under schedule pressure, producing a vessel with an ASME nameplate and a data book containing domestic-standard radiography reports, domestic welder qualifications and a GB material grade substituted for an ASTM one. Catching this needs a technical review of the shop's actual approved procedures against the order — the kind of comparison an ASNT Level III does once, at the start, rather than an inspector discovering it at the fifth visit.

Non-destructive testing: personnel, procedures and the data behind the report

Non-destructive testing personnel in Chinese special-equipment work are certified under the national special-equipment examination regime, in radiographic, ultrasonic, magnetic particle and penetrant testing at defined levels. That certification is real and it is enforced domestically. It is not ASNT SNT-TC-1A certification under an employer's written practice, and it is not ISO 9712 third-party certification. If your specification requires one of those, it must be stated in the purchase order, and the shop will normally satisfy it by engaging a subcontract agency whose certificates you should see before work begins.

The procedure is the second layer. A radiographic procedure written to the domestic standard will not carry the image quality indicator selection, density range, penetrameter placement and acceptance mapping that Section V and the referencing code require. An ultrasonic procedure for weld examination needs its calibration blocks, reference reflectors, scanning plan and transfer correction defined for the actual product form and thickness. Approve procedures in advance; do not accept them at the first witness point.

The third layer is the data. A great deal of what passes for non-destructive testing surveillance is the reading of a summary report, which proves only that a report exists. The inspector should review the radiographs themselves against the weld map and the shot log, confirm that the film identification corresponds to the weld it claims, and check that repair radiographs reference the original. Where the volume is high or the films are digital, an independent review of the radiographic data and reports run in parallel to site attendance catches duplicated films and mis-identified welds that surveillance alone will not.

Material traceability and the equivalent-grade substitution

Material identity is the single most valuable thing an inspector verifies, because it is the only defect that becomes permanently invisible once fabrication proceeds. Heat and plate numbers must be checked against the mill certificate at receipt, and the transfer of markings must be witnessed before the plate is cut, with the transferred marks recorded. A hard stamp transferred without a witness is an assertion. Positive material identification on alloy pressure parts should be specified at full coverage, including weld deposit, because the wrong filler metal is a more common error than the wrong plate.

Grade substitution is the recurring commercial pressure. Domestic pressure vessel plate grades are competent materials with their own specification history, but they are not the ASTM grades named on the order, and their chemistry, impact requirements and delivery condition differ in ways that matter for post-weld heat treatment and for low temperature service. Substitution may be acceptable, and sometimes it is the only route to schedule, but it is a concession requiring written approval from the purchaser before the material is cut, not a note in the data book after shipment.

Certificate type matters as much as content. EN 10204 3.1 is issued by the manufacturer's independent inspection function; 3.2 requires endorsement by the purchaser's representative or an inspector named in regulations, which means somebody had to be there. Orders that specify 3.2 and then never send anyone to the mill produce documents that will not survive a client audit. Where a mill certificate is issued in Chinese, require a certified translation bound alongside the original rather than replacing it.

Expediting: long-lead items, Spring Festival and the heating season

Expediting is a separate report from surveillance and answers a different question: not is it right, but will it be on the ship. The useful expediting report tracks sub-order placement dates for long-lead items — plate, forgings, castings, valves, bolting, instrumentation — against the manufacturing schedule, because a slip in a forging order eight months out is recoverable and the same slip discovered at fabrication is not. Progress measured against an S-curve of planned versus actual weld metal deposited or spools completed is far more honest than a percentage.

Two regional realities dominate the schedule in this part of China. The Spring Festival shutdown halts production for roughly two to four weeks around late January or February, and the workforce returns unevenly afterwards, so the welder roster in March is not the roster that was qualified in January. Welder qualification continuity is a formal requirement in both the ASME and API regimes, and re-verifying it after the holiday is a genuine, and frequently skipped, inspection activity rather than an administrative one.

The second is the winter air quality regime across the Beijing–Tianjin–Hebei region, which typically runs from mid-November to mid-March and restricts abrasive blasting, coating application, forging and furnace operations at various times. Combined with the ordinary environmental limits on coating — substrate temperature above the dew point by a working margin, humidity limits, minimum application temperature — this compresses the surface preparation and painting window severely. Any order whose coating scope lands in that window needs the coating sequence pulled forward or an enclosed, conditioned facility confirmed at the pre-inspection meeting.

The documentation package that must accompany release

The manufacturing record book is the deliverable the buyer will still be using in twenty years, and it is assembled badly under time pressure at the end of the order unless it is built through the campaign. It should carry an index, the signed ITP with every intervention endorsed, mill certificates cross-referenced to the item and heat, welding procedure specifications with their qualification records and welder qualification records, non-destructive testing procedures, personnel certificates, reports and the retained radiographs or digital data, heat treatment charts with thermocouple layouts and furnace calibration, hardness results where applicable, and the pressure test report with gauge certificates.

Then the parts that get forgotten: the dimensional report against the approved drawing revision, positive material identification results, the coating report covering surface preparation standard, profile, dry film thickness readings and adhesion tests, the nameplate rubbing or photograph, the code data report or declaration of conformity as applicable, the preservation and packing report, and — critically — the deviation and concession register with the purchaser's written approval attached to each entry. A data book without its concession register is incomplete no matter how thick it is.

Insist that the data book is reviewed in draft before the final hold point, not at the same visit. Reviewing eight hundred pages while a truck waits at the gate produces a signature, not a review. Building the book progressively into a shared inspection records system as each stage closes turns final review into a check of the remaining items rather than a reconstruction of the whole order.

What actually goes wrong when a hold point is waived

Hold points are waived for one reason: schedule. The furnace slot came free on a Sunday, the crane is available tonight, the vessel has to move to the paint shop tomorrow. The waiver is requested by email, granted informally by someone under pressure, and never recorded on the ITP. Six months later the client's audit asks who attended the post-weld heat treatment and the answer is nobody, which converts a verified vessel into an unverified one regardless of how good the chart looks.

The specific losses are predictable. A waived heat treatment hold point loses the thermocouple attachment verification, and a chart proves the furnace reached temperature, not that the part did. A waived hydrotest loses the gauge calibration check and the water chemistry check, which is how a stainless vessel gets tested with high-chloride water and develops cracking months later. A waived pre-coating inspection loses the substrate and weld cap condition permanently — once it is painted, the only honest answer about what was underneath is that nobody knows.

The discipline that works is simple and unpopular. Waivers must be written, must name the person who granted them, and must specify the compensating verification: a second thermocouple record, a witnessed re-test, a coating removal at an agreed location, a documented review of retained data. Record the waiver on the ITP line itself so the audit trail shows the decision rather than a silent gap, and track the count — a supplier requesting a third waiver on one order is telling you something about its planning that the progress report is not.

How the deployment is staffed and reported

Atlantis inspection teams mobilise from Houston and Hyderabad to the client's supplier works and remain deployed for the duration of the contract. On a campaign of monthly or fortnightly visits across several Tianjin and Hebei suppliers, that continuity is the point: the same inspector who agreed the ITP at the pre-inspection meeting closes the punch list at final inspection, knows which welder produced the repair cluster in March, and recognises when a shop's third-issue drawing quietly differs from the revision that was frozen.

Continuity also fixes the problem that rotating inspection pools create. A new face every visit re-negotiates the same points, accepts the summary report the previous inspector had already rejected, and cannot tell whether a dimension has drifted since last month. One deployed inspector for the contract term builds the working relationship with the shop's quality manager that gets a hold point notified early, and builds the specification knowledge that stops the shop resolving an ambiguity in its own favour.

Reporting is built around the buyer's working day. Tianjin runs two and a half hours ahead of Hyderabad and about twelve to thirteen hours ahead of Houston, so a visit report written the same evening is reviewed in Hyderabad that night and is waiting in Houston at the start of the next morning. The cadence that works is a same-day visit report for every attendance, a non-conformance report issued the day the non-conformance is raised, and a weekly expediting and status report covering schedule, open points and data book completeness. What is the difference between a hold point and a witness point?

A hold point stops production: the supplier may not proceed past it without the inspector present, or without a written waiver from the party that set the point. A witness point does not stop production; the supplier notifies, and if the inspector is not there at the agreed time the work goes ahead. The distinction only means something if the ITP names who may waive a hold point and in what form, because verbal waivers on the shop floor are the origin of most disputes.

How much notice should a Tianjin supplier give before a hold point?

Five working days is the normal contractual baseline, and it should be written into the purchase order rather than left to custom. Anything shorter fails in practice because heat treatment and hydrotest are frequently scheduled at night or over a weekend to suit furnace and crane availability. The notice must also be specific: date, time, item, purchase order line and stage. A rolling three-week look-ahead from the supplier, updated weekly, is what makes the five-day notice achievable rather than theoretical.

Does NB/T 47013 radiography satisfy an ASME Section V requirement?

Not automatically, and treating them as interchangeable is one of the most common reasons an export order fails a records review. The two regimes differ on image quality indicator type and placement, density and contrast requirements, geometric unsharpness limits, and the acceptance treatment of rounded and elongated indications. A shop whose approved procedure is written to the domestic standard needs a separate procedure written and qualified to Section V with the referencing code acceptance criteria named, reviewed before the first weld is shot.

What does an EN 10204 3.2 certificate require that a 3.1 does not?

A 3.1 certificate is issued by the manufacturer's own inspection representative, independent of the production department. A 3.2 certificate additionally requires validation by the purchaser's authorised representative or by an inspector named in official regulations — which means someone outside the manufacturer must witness or verify the tests before endorsing the document. If your order says 3.2 and no third party attended the mechanical and chemical testing, the certificate is not a 3.2, whatever the header says.

Can equipment be released against an open punch list?

Sometimes, and it needs to be deliberate. A release note may be issued with a punch list where the outstanding items are genuinely non-structural and can be closed at site — touch-up coating, a missing tag, a document to follow. It must never cover an outstanding technical non-conformance, an unwitnessed test or a missing concession approval. State clearly on the note which items are open, who owns each, and that release covers shipment only; suppliers routinely read a conditional release as unconditional.

Does inspection stop when the equipment is finished?

No. Preservation, packing and marking are where a technically perfect vessel is ruined between the works and the site. Check that flange faces are protected and nozzles sealed, that desiccant and vapour-phase inhibitors are present with a shelf-life record, that internals are secured against sea motion, that wooden packing carries a valid heat-treatment mark for phytosanitary clearance, and that the shipping marks match the packing list. The final surveillance visit covers the packed condition, not the naked equipment.
