Third-party inspection at a supplier's works is not a single visit at the end of fabrication. It is a programme that begins when the purchase order is placed and ends when the release note is signed: document and ITP review, a pre-inspection meeting, attendance at hold and witness points through fabrication, in-process surveillance between those points, final inspection, and verification of the documentation package. Each of those stages has a deliverable, and the deliverable is what the buyer is actually paying for.

The inspector represents the purchase order. That sounds obvious until a shop offers a substitution — a different plate heat, a different flange face finish, a reduced NDE extent — and the argument turns on what the order says versus what the drawing shows versus what the shop's standard practice does. Order of precedence should be written into the order itself; where it is not, the inspector escalates rather than deciding, and the escalation takes the form of a written report, not a phone call that nobody can produce later.

Reports have to be usable months later, in a data book review or a warranty dispute. Structured inspection reporting with the ITP line item, the code reference, the measured values and the photographs attached is what makes a surveillance programme auditable rather than anecdotal; that is one of the standard applications of inspection management software on multi-supplier packages.

Building the ITP: hold, witness, review and monitor points

The inspection and test plan is the contract between buyer, supplier and inspector about when work stops. A hold point stops production until the nominated party attends or waives in writing. A witness point invites attendance but permits the supplier to proceed if the party does not attend after proper notice. A review point requires document review only. A monitor point is surveillance at the inspector's discretion. Confusing hold and witness is the single most expensive ambiguity in vendor inspection, and it is almost always discovered after the work has moved on.

For a pressure vessel the usual intervention set is material receipt and MTR review; marking and cutting before identity transfer is lost; forming and, where required, verification of post-forming heat treatment; fit-up before welding; in-process welding surveillance; NDE witness after any deferral period; PWHT chart review; hydrostatic or pneumatic test as a hold point; internal cleanliness and closure as a hold point; and final dimensional, painting and preservation checks before packing and shipment.

Notification periods must be stated numerically. A clause reading 'reasonable notice' is unenforceable and will be argued about in week three. A clause reading 'the supplier shall give five working days written notice of hold points, confirmed 24 hours before the event' can be enforced and, more usefully, can be scheduled against by an inspector covering several shops in the same week.

The pre-inspection meeting decides the outcome of the order

The pre-inspection meeting — kick-off at the works, before production begins — resolves the questions that otherwise surface at final inspection. Which code edition and addenda apply. Which drawing revision is issued for construction. Which welding procedures are approved and whether the client's approval is required. Which NDE procedures and technician certifications are accepted. What the extent of examination is, expressed as a percentage and a selection method. What the marking, painting, preservation and packing requirements are. Who signs the release note and against what checklist.

Most disputes in Turkish fabrication, as anywhere, are traceable to one of three things agreed loosely at kick-off: the code the equipment is being built to, the NDE extent, and the documentation format. Fix those three in a signed minute and the campaign runs quietly. Leave them vague and the inspector spends the contract negotiating rather than inspecting, and the buyer pays for attendance that produces argument instead of assurance.

Where the buyer's own specification is unclear or contradicts the code, the fix is a technical clarification issued before fabrication rather than a concession issued after it. Writing and defending those positions is ASNT Level III consulting work, and it costs a fraction of what the same argument costs once the plate has been cut and the shop is claiming schedule impact.

In-process surveillance between the hold points

The hold points are the visible part of the programme. The value is in what happens between them. Material identity is verified against MTRs at receipt, and identity transfer is witnessed at cutting, because once a plate is cut and the heat number remains on the offcut, traceability becomes a matter of faith. Alloy components are verified by positive material identification where the specification requires it, including weld deposit and not only base metal. Fit-up is checked for root gap, alignment and internal misalignment against the WPS and the code.

Welding surveillance means watching production welding against the WPS: preheat measured at the joint rather than on the far side, interpass temperature within range, correct consumable drawn from a controlled quiver, correct polarity and parameters, interpass cleaning, and the welder identified on the joint and traceable to a current qualification. NDE is witnessed after any specified deferral period for crack-sensitive materials, and the technician's certification and the written procedure are checked rather than assumed.

Dimensional control on nozzle orientation, projection and flange face flatness is where structural steel and vessel work most often loses time at site. Where geometry is complex or the fit-up at site is critical, dimensional verification by 3D laser scanning at the works produces an as-built model that can be checked against the design model before the item ships, rather than after a module arrives on a barge and will not mate.

Codes that govern equipment fabricated in the Marmara belt

Pressure equipment leaving Istanbul-area shops is typically built to ASME Section VIII Division 1 with a U stamp, to EN 13445 with CE marking under the Pressure Equipment Directive 2014/68/EU, or to both where the order demands it. Piping spools follow ASME B31.3 or EN 13480. Structural steel follows EN 1090 with its declared execution class and the associated welding requirements of EN 1090-2, or AWS D1.1 where the client specification is American in origin.

The dual-code environment is a genuine technical risk, not a paperwork nuisance. Notified body involvement, conformity assessment module, design approval route, hydrostatic test pressure factor, impact testing requirements and material certification format all differ between the ASME and European routes. A shop working simultaneously on both will default to whichever quality plan it uses most often, and the deviation surfaces in the data book rather than on the shop floor.

Material certification is a specific and recurring trap. EN 10204 type 3.1 certification is issued by the manufacturer's authorised inspection representative independent of the manufacturing department; type 3.2 requires an independent third party or the purchaser's representative. Orders that call for 3.2 and then accept 3.1 at document review carry a non-conformance in the data book that will be found in an audit years after everyone involved has moved on.

Final inspection, pressure test and release

Final inspection is a checklist executed against the ITP, not a general impression of the item. Dimensional against the approved drawing revision. Nameplate details against the data report. Weld map complete, with every NDE report referenced and accepted. PWHT charts reviewed and signed. Pressure test witnessed at the specified pressure, held for the specified duration, using calibrated gauges whose certificates are in date and whose range brackets the test pressure rather than sitting at the top or bottom of the scale.

The release note — variously an inspection release note, a release for shipment or an IRN — is a statement that the item conforms to the purchase order and may ship. It should name the purchase order, the item and serial numbers, the ITP items closed, any outstanding concessions with their approval references, and the documents that accompany the release. A release note issued while non-conformances remain open, with no concession reference against them, gives the buyer no protection whatsoever.

Independent review of the completed report set before release catches missing certificates, expired calibrations and unsigned NDE reports while the item is still inside the shop and the fabricator still has commercial reason to fix them. That review is the purpose of independent inspection report validation, and it is consistently cheaper than reconstructing records after shipment.

The documentation package that must travel with the release

A defensible manufacturing data book contains, at minimum: the purchase order and approved drawings at the as-built revision; material test reports for all pressure-retaining and structural components, cross-referenced to heat numbers on the weld map; welding procedure specifications, PQRs and welder qualification records with continuity; consumable certificates; NDE procedures, technician certifications and every examination report; PWHT charts with thermocouple layouts; the pressure test report; calibration certificates for every instrument used; the completed and signed ITP; non-conformance reports with their dispositions; and the release note itself.

Two omissions recur across suppliers and markets. Calibration certificates that expired between the test date and shipment, which invalidate the measurement retrospectively. And non-conformance reports closed with a disposition of 'use as is' carrying no engineering justification signed by the party entitled to give it. Both are trivially found by a competent reviewer, and both reopen an order that everyone believed was closed.

Data books that live as scanned PDFs in a shared folder become unsearchable at exactly the moment they matter, when a five-year-old weld becomes an integrity question during a turnaround. Loading the equipment record — heats, welds, NDE results, repairs and the release note — into a structured inspection data management system at handover turns a shipping document into a usable asset record.

Expediting, and what waiving a hold point actually costs

Expediting runs alongside surveillance rather than instead of it: verifying that material has actually been ordered and received, that sub-orders for forgings, flanges and long-lead bought-in items are placed, that the shop's schedule reflects observed reality rather than the promise made to the buyer, and reporting slippage early enough for the project to act on it. An expediting report that simply repeats the supplier's claimed percentage complete is not expediting; the number has to be corroborated against work the inspector has seen.

Hold points get waived under delivery pressure, and the waivers are almost always for the same three: the fit-up check before welding, the internal inspection before closure, and the NDE witness after the deferral period. Each of those is precisely the point at which the defect becomes unreachable. A closure weld made without an internal inspection turns a two-hour check into a cut-and-reweld. A deferred-NDE waiver on a hardenable steel means the hydrogen crack is examined for before it has had time to form.

Waivers should be written, referenced to the specific ITP item, approved by the party who owns that point, and recorded in the release note so that the buyer knows what was and was not witnessed. Verbal waivers given in a shop office do not survive a warranty claim, and the inspector who accepted one is the person who will be asked to explain it.

How inspectors are deployed to Istanbul supplier works

The practical failure is a hold point witnessed by the wrong authority — an Authorized Inspector sign-off on a vessel that actually needed Notified Body conformity assessment, or the reverse. Both produce a completed vessel with a certification package that does not match the market it is being shipped into, discovered only when the buyer's customs or commissioning process rejects the paperwork.

Vendor surveillance scoped from the outset states which regime governs the order, references the correct code stack in the ITP, and confirms the fabricator's quality system is actually accredited for that regime rather than merely experienced with it — accreditation and experience are not the same evidence, and an auditor treats them differently.

What is the difference between a hold point and a witness point?
