Vendor surveillance is continuous verification of a supplier's work against a purchase order while that work is still in progress. It is not a system audit, which looks at procedures and records rather than product, and it is not a final walk-through, which arrives after every decision has already been made. The unit of work is the inspection and test plan: a line-by-line map of the build with a designation against each activity showing whether the buyer will hold, witness, review documents or simply be notified.
