What vendor surveillance actually involves at a Dalian works

Third-party inspection at a supplier works is not a factory visit. It is a defined set of interventions written into an inspection and test plan and priced against a purchase order: document review after award, a pre-inspection meeting before production starts, hold and witness points through fabrication, surveillance between them, final inspection, and a release note that lets the equipment leave the yard. Each intervention has an owner, a notification period and a signature line, and if any of the three is missing the point is decorative.

The ITP is the agreement between you and the supplier about when someone is allowed to look. Points are graded: a hold point stops production until the inspector attends or issues a written waiver; a witness point requires notification and attendance but production may continue if nobody attends inside the notified window; a review point is a document check; surveillance is unannounced monitoring of an ongoing process. Getting these gradings wrong at award is the origin of most later disputes, because the supplier plans its production around them.

In Dalian the practical unit of work is a resident or campaign assignment rather than a series of visits, because the yards run several of your items in parallel across different shops and sub-suppliers. An inspector present through the campaign sees the shell rolling in one bay and the nozzle welding in another on the same day, which no visit schedule assembled from a distance can replicate.

The pre-inspection meeting is where the contract becomes inspectable

The pre-inspection meeting, held after award and before material is cut, converts a purchase order into something that can actually be inspected. The agenda is fixed: confirm the current drawing and specification revisions, endorse the ITP point by point, agree the notification lead time and channel, agree the marking and traceability method, confirm the welding procedures and welder qualifications that will be used, review the NDE procedures and technician certificates, agree the coating specification and the ambient conditions under which it may be applied, and obtain the sub-supplier list.

The sub-supplier list is the item most often skipped and most often regretted. A Dalian fabricator with an excellent main shop may sub-contract plate rolling, forgings, machining, heat treatment or blasting and painting to shops with different capability and no relationship with your specification. Unless the purchase order carries a right of access clause that extends down to those shops, the processes performed there are effectively unwitnessed no matter how many hold points sit in the ITP.

This meeting is also where NDE technique is settled: which welds get radiography and which get ultrasonics, whether phased array is acceptable in place of film and under what qualification, what the acceptance criteria are, and who interprets. Where the specification and the shop's habitual practice disagree, ASNT Level III consulting settles it in writing at this meeting rather than in an argument on the day of the hydrotest.

Codes that govern equipment built in Dalian

Equipment built in Dalian usually carries two certification stacks at once. Domestically, pressure equipment falls under China's special equipment regime, with manufacture licensing and the TSG safety technical regulations, and design and construction to the GB standards. For export, the same shop builds to ASME Section VIII Division 1 or 2 under a code stamp, to PED 2014/68/EU with a notified body involved, or to the rules of a classification society for marine and offshore work.

Structural and module work brings its own set: AWS D1.1 or EN 1090-2 for structural welding, ISO 3834-2 for welding quality requirements, project specifications such as NORSOK where the module is bound for the North Sea, and the class rules of CCS, ABS, DNV, LR or BV for anything that floats or lands on a jacket. Shipbuilding steel additionally carries mill approval from the class society, which is a separate audit trail from the fabricator's own approvals and is checked separately.

Confirm which stack governs before the pre-inspection meeting, because the stacks disagree in detail. Welder qualification ranges, heat treatment soak band width, radiographic acceptance and impact testing requirements are all specified differently between ASME Sections VIII and IX, the EN standards and the GB set. A shop that habitually works to one will default to it unless the specification is enforced at the first weld, not at the final inspection.

Material traceability and the certificate chain

Material control is the most common source of findings in any long supply chain, and Dalian is no different. The chain has to hold from mill certificate to heat number on the plate, through the cutting table to the marked component, onto the weld map, and finally onto the certificate that ships with the item. Each of those transitions is a place where the link can be lost, and only one of them can be repaired afterwards.

EN 10204 certificate types are misunderstood on both sides of the order. A 3.1 certificate is issued by the manufacturer's authorised inspection representative, independent of the manufacturing department. A 3.2 certificate additionally requires validation by the purchaser's independent inspector or by a notified body, which means somebody has to be appointed and present. Purchase orders calling for 3.2 without appointing anyone produce certificates countersigned by whoever was available, and those get rejected downstream by the end user or the authority.

Positive material identification on alloy items should be specified and witnessed rather than assumed, particularly where mixed-source plate is in the shop. PMI at receipt and again after cutting catches substitutions that certificate review never will. Where the item is a dimensionally critical module with tie-in interfaces, verifying as-built geometry with 3D laser scanning before load-out is far cheaper than discovering a mismatch on the receiving deck.

In-process surveillance: the points you cannot recover later

Some verifications are permanently lost once the next operation happens. Fit-up, root gap, bevel geometry, preheat and interpass temperature, backing arrangement and weld sequence are all invisible after the cap pass. Interstage NDE before a cladding or overlay operation cannot be recreated. Internal cleanliness and internal coating in a vessel cannot be inspected once the closing seam is welded. Insulation and paint hide exactly the surfaces a later dispute will need to see.

Post-weld heat treatment is the sharpest example. A chart showing heating rate, soak temperature, soak time, thermocouple placement and cooling rate against the qualified cycle is the only evidence that will ever exist, and it is generated once. A repair made after heat treatment and not re-heat-treated is a finding that cannot be argued away, and it is common on schedule-pressured jobs where the repair was authorised verbally. Where the supplier's own laboratory produced the radiographic interpretation that says the weld is sound, independent review of those reports before release is a cheap and unpopular check that repeatedly pays for itself.

This is also where an inspector who has been on the job for months earns the fee. Recognising that today's nozzle weld sits on the same shell course that showed a lamination indication four weeks ago is not a procedural skill. It is memory, and continuity of personnel across a campaign is the only mechanism that produces it.

Expediting: watching the schedule, not just the metal

Expediting runs alongside surveillance and answers a different question: will the equipment ship when the purchase order says it will. That means tracking the supplier's internal production schedule against the contractual date, confirming that long-lead sub-orders such as heavy forgings, plate rolling slots, castings and class-approved valves have actually been placed rather than merely planned, and reporting slippage while there is still time to recover it rather than after the vessel has missed a shipping window.

The Dalian calendar has two features that matter. Chinese New Year, falling between late January and mid-February, closes yards for a period that in practice runs well beyond the official holiday, because migrant labour returns late or does not return, and welders who leave may need requalification before they can work on your item. Separately, the Bohai winter constrains outdoor blasting and painting, since coating cannot be applied when the steel sits within about three degrees Celsius of the dew point, which on the Liaodong peninsula rules out large parts of the working day for months.

Both are entirely predictable and both are routinely absent from a delivery schedule agreed in August. An expediting report that flags a pre-holiday production push, an unbooked painting window or an unplaced forging order six weeks in advance is worth considerably more than any number of photographs of welding in progress.

The documentation package that must accompany release

Release is not a milestone, it is a document state. The manufacturing record book has to be complete before the release note is issued, because once the equipment leaves the yard the commercial leverage to complete it is gone. The package normally contains the purchase order and specification, approved-for-construction drawings, the endorsed ITP with every point signed, material certificates matched to heat numbers, welding procedures and welder qualification records with the weld map, NDE reports with technician certificates and interpretation records, heat treatment charts, the pressure test report with gauge calibration certificates, dimensional reports, coating reports with thickness and adhesion data, the nonconformance log with dispositions, nameplate details, and preservation and packing instructions.

Where the item is code stamped or class approved, add the code data report or class certificate and the supporting inspector records. Where the purchase order calls for a 3.2 material certificate, the countersignature must come from the appointed independent inspector, a point auditors check first and suppliers get wrong often, particularly on bought-in components that arrive at the fabricator with their own paperwork.

Record books arrive as thousands of scanned pages, and the practical difficulty is not obtaining them but finding anything in them two years later when a weld is in question. Holding NDE records, certificates and nonconformances against the equipment tag in an inspection data management system, rather than as a PDF set on a shared drive, is what makes the package useful after handover.

Deployment: one inspector for the contract term

Specification knowledge accumulates instead of resetting, and the supplier deals with one technical counterpart rather than a rotating pool of people who each re-litigate the same clause from scratch.

Where a package needs a specialist for a defined operation, such as a Level III for an NDE technique qualification, a coating inspector for a critical application, or a class-familiar surveyor for a heavy lift, that person is added for the operation while the deployed inspector carries the continuity around them and keeps the record intact.

What goes wrong when hold points are waived

Hold points get waived under schedule pressure, usually by telephone, usually late in the day, usually with an assurance that photographs will follow. The waiver itself is not the problem, since a properly issued written waiver with a named approver is a legitimate instrument. The problem is what a waiver cannot restore.

A pressure test witnessed by nobody, on a gauge whose calibration had expired, has to be repeated after the equipment has already been painted. A heat treatment hold waived means the only record of the cycle is a chart nobody watched being produced. A final inspection waived means the release note is issued against a nonconformance log that turns out to have open items, and the equipment arrives at site with a documentation gap that stalls acceptance while it sits in a laydown yard accruing storage and preservation obligations.

The audit consequence is separate and slower. An endorsed ITP showing a hold point with no attendance and no written waiver is a documentation nonconformity that a class society or notified body will raise at certification, long after the commercial urgency that caused it has been forgotten by everyone involved. Waive points in writing, with a named approver and a stated compensating verification, or do not waive them. What is the difference between a hold point and a witness point?

A hold point stops production. The supplier may not proceed past it until the inspector attends or issues a written waiver, and proceeding without either is a nonconformity regardless of how the work turned out. A witness point requires notification within an agreed period and attendance is expected, but the supplier may continue if the inspector does not attend inside that window. The grading is agreed at the pre-inspection meeting and written into the endorsed inspection and test plan.

How much notice must a Dalian supplier give before a hold point?

Whatever the purchase order says, and it must be stated in working days with a named notification channel. Five working days is a common commercial position for a resident assignment and longer where travel is involved. The clause has to define what counts as valid notice, what happens when the operation slips after notification, and who carries the cost of a wasted attendance, because slipped operations are the normal case rather than the exception.

What must be in the record book before a release note is issued?

Material certificates matched to heat numbers, the endorsed inspection and test plan with every point signed or formally waived, welding procedures and welder qualifications with the weld map, NDE reports with technician certificates, heat treatment charts, the pressure test report with in-date gauge calibration, dimensional and coating reports, the nonconformance log with all items dispositioned and closed, and the code or class certification where it applies. How does Chinese New Year affect a Dalian delivery schedule?

It removes weeks, not days. Yards close for the official holiday between late January and mid-February, but the practical outage runs longer: production is pushed hard beforehand, which is when quality slips, and migrant labour returns late or moves elsewhere, so welders may need requalification before they can touch your item again. A delivery schedule agreed in the second half of the year that does not carry this gap explicitly is already optimistic.

Who is allowed to countersign an EN 10204 3.2 certificate?

The purchaser's appointed independent inspector, or a notified body where the equipment is being certified under a directive. A 3.1 certificate needs only the manufacturer's own authorised representative, independent of the production department. Specifying 3.2 without appointing anyone is a common purchase order defect: the mill issues something that looks like a 3.2, countersigned by whoever was on site, and the certificate is challenged when the equipment reaches a regulated end user.

Does third-party inspection replace the supplier's own quality control?

No, and treating it that way weakens both. The supplier remains responsible for building to specification and for its own inspection records, while third-party surveillance verifies that the system is producing what it claims and intervenes at defined points on your behalf. An inspector asked to become the supplier's quality department loses independence and starts signing for work he directed, which is precisely what an auditor will look for afterwards.
