Soil-to-air, buried piping and CUI: the Louisiana problem

Soil-to-air interfaces. Where pipe enters or leaves the ground, or lies on grade in contact with soil, moisture and oxygen concentrate attack. The 2016 fourth edition described the zone as extending from at least 12 inches below to 6 inches above the soil surface, with no fixed thickness interval and external visual by class; confirm in the current edition. In Louisiana, grade-level pipe in ditches, sleeved road crossings and dike penetrations are classic locations. Buried process piping. API 570 includes a section for buried process piping that is not DOT-regulated, pointing to API RP 574, API RP 651 and NACE (now AMPP) cathodic-protection standards. The fourth edition's table tied inspection of buried piping without effective cathodic protection to soil resistivity, with more frequent inspection in low-resistivity (more corrosive) soils, which are common in the coastal parishes; check the current edition. Louisiana regulations that sit on top of API 570

Direct answer: Louisiana has no state statute setting process-piping inspection intervals. OSHA PSM, 29 CFR 1910.119(j), with API 570 as RAGAGEP, governs covered processes. At the fence line the Office of Conservation's Pipeline Division regulates intrastate pipelines for PHMSA, and LDEQ handles environmental and radiation rules.

OSHA PSM. Louisiana is under federal OSHA. The PSM mechanical integrity element covers piping systems, valves and relief and vent systems, and requires written procedures, inspection and testing that follow RAGAGEP, frequencies consistent with good engineering practice and operating experience, documentation of each inspection (date, inspector, equipment identifier, description, results) and correction of deficiencies. Once a plant adopts API 570, auditors read its "shall" provisions as requirements.

Chemical accident prevention. Louisiana DEQ runs the Chemical Accident Prevention Program under LAC 33:III Chapter 59, which adopts the federal Risk Management Program rule (40 CFR Part 68) by reference, including its mechanical-integrity element for Program 3 processes, and LDEQ staff audit facilities against it.

Office of Conservation, Pipeline Division. The Pipeline Division enforces federal and state pipeline-safety rules on intrastate gas and hazardous-liquid pipelines under PHMSA certification. The Office of Conservation sat within the Department of Energy and Natural Resources, which became the Department of Conservation and Energy on 1 October 2025; confirm current contact details. 49 CFR Part 195 excludes in-plant piping at refining, manufacturing and storage facilities and certain terminal transfer piping, and Part 192 applies to gas transmission and regulated gathering. Boilers and the Fire Marshal. The Office of State Fire Marshal administers Louisiana's boiler and pressure-vessel programme; it does not set process-piping intervals, although boiler external piping is part of boiler inspections.
