Radiography licensing in California
California is an NRC Agreement State. Industrial radiography is licensed by the Radiologic Health Branch of the California Department of Public Health, and companies licensed elsewhere need California authorisation before working in the state. California has its own industrial radiographer certification requirements under Title 17 of the California Code of Regulations, and the RHB decides which radiographer certifications it accepts. Check current RHB guidance before a crew mobilises. An SNT-TC-1A RT certification covers technique and interpretation; it does not replace state radiographer certification or radiation-safety training.
TWIC and site access
Port facilities require a TWIC card for unescorted access to secure areas. Refinery contractors complete owner safety orientation, and defence manufacturers have their own security processes. None of these is part of NDT certification, but each affects when a new technician can start.
Method spotlight: penetrant testing on flight hardware versus refinery welds
Penetrant testing is a good example of why El Segundo technicians need to understand the method, not just a procedure. The physics is the same everywhere: a liquid is drawn into a surface-breaking discontinuity, the excess is removed, and a developer draws the trapped liquid back out to form a visible indication. How that is controlled differs sharply between the two local industries.
Refinery and fabrication PT is usually solvent-removable, visible (red) dye on welds, performed in the field to a procedure written against ASME Section V Article 6. The critical controls are surface preparation on weld caps that may carry spatter and scale, dwell time, removal by wiping rather than flushing, a thin even developer coat, and the temperature of the part. Acceptance comes from the construction code or the owner's specification.
Aerospace PT is usually fluorescent penetrant inspection in a processing line, controlled by standards such as ASTM E1417. The process is described by penetrant type, removal method (water-washable, lipophilic or hydrophilic post-emulsifiable, or solvent-removable) and a sensitivity level from low to ultra-high. Line controls include water temperature and pressure, emulsifier concentration and contact time, drying oven temperature, UV-A intensity and white-light limits in the booth, and periodic system checks with known-defect panels. Parts are often machined, etched or shot-peened, and those surface conditions change detectability.
In an SNT-TC-1A PT course we teach both families: the physics, the materials, the processing variables and the interpretation of indications. That gives refinery technicians a real understanding of fluorescent systems and gives manufacturing technicians the field skills they need when they cross over.
