NDT Level III Consulting Services in Kentucky
Short answer: Kentucky employers can hire Atlantis NDT for ASNT NDT Level III work without adding a full-time Level III to payroll. We act as outsourced or interim Level III, write and audit SNT-TC-1A written practices, write and approve procedures and technique sheets, administer qualification exams under your written practice, and prepare your programme for customer and owner audits. Anoop Rayavarapu, ASNT NDT Level III, leads every engagement, working remotely and onsite at your plant. Atlantis has no Kentucky office. Work is scoped on a call and quoted on request.
Kentucky's NDT work is unusually spread out. A single state holds a large Ohio River refinery at Catlettsburg, a stainless steel mill at Ghent, three major vehicle assembly operations, a battery manufacturing complex, two of the world's busiest air cargo hubs, a chemical cluster at Calvert City, coal and gas power stations along every major river, and pipelines crossing from the Appalachian Basin to the Gulf Coast markets. Those employers do not share a single code, customer or audit regime. A Level III serving Kentucky has to switch between API and ASME in the morning and automotive customer specifications or aerospace maintenance requirements in the afternoon. This page sets out how that works in practice and how to talk to a Level III about your Kentucky programme.
Why Kentucky NDT programmes need a Level III
Direct answer: SNT-TC-1A places responsibility for an NDT programme on a Level III, who approves the written practice and procedures and writes and grades the exams that certify Level I and II personnel. Kentucky's refining, steel, automotive, aviation, chemical and power employers are audited by owners and customers who check exactly those things, so a capable Level III, in-house or outsourced, is essential.
Eastern Kentucky and the Big Sandy: Ashland and Catlettsburg
Marathon Petroleum's Catlettsburg refinery sits where the Big Sandy meets the Ohio, and it anchors the most refinery-focused NDT work in the state. Its turnarounds bring contract crews for ultrasonic thickness, phased array and TOFD weld examination, radiography of piping and vessel welds, and surface methods on repairs. Around it are river terminals, fabrication shops, rail facilities and the gas gathering and transmission systems of the Appalachian Basin. Contractors serving the refinery are audited against the owner's contractor qualification rules, which nearly always start with the written practice and certification files.
The Ohio River industrial corridor: Ghent, Carrollton and Northern Kentucky
North American Stainless at Ghent is one of the largest stainless steel producers in the country, and Nucor's steel operations in Gallatin County sit nearby. Mills use UT on plate, rolls and shafts, MT on crane and lifting components and structural repairs, and VT across maintenance welding. Kentucky Utilities' Ghent Generating Station adds boiler and piping outage work. Further upstream, Northern Kentucky has the Cincinnati/Northern Kentucky airport's cargo operations, the Brent Spence Bridge corridor, and steel fabricators serving bridge and building projects on both sides of the river.
Louisville
Louisville combines auto assembly at Ford's Louisville Assembly Plant and Kentucky Truck Plant, GE Appliances' Appliance Park, a chemical district along the river in the west end, UPS Worldport's aircraft maintenance, Louisville Gas and Electric's power stations, and a dense base of fabricators and machine shops. That mix produces three very different Level III needs: production NDT in auto and appliance plants, field NDT in chemical plants and power stations, and aviation maintenance NDT governed by the operator's maintenance programme.
Central Kentucky: Lexington, Georgetown, Frankfort and Richmond
Toyota's Georgetown plant is one of the company's largest vehicle factories anywhere, and its supplier base spreads across the Bluegrass. Suppliers use MT, PT, ET and UT on castings, forgings, welded assemblies and machined parts, usually under the customer's own specifications and acceptance criteria. Frankfort and the surrounding counties add metals and manufacturing, and the Blue Grass Army Depot near Richmond adds defence work.
South-central and Western Kentucky: Bowling Green, Owensboro, Paducah and Calvert City
General Motors builds the Corvette at Bowling Green, and the BlueOval SK battery complex at Glendale has brought large-scale construction and production work to Hardin County. Owensboro and Henderson have aluminium, power generation, river fabrication and pipeline compressor stations. Paducah has the Department of Energy's former gaseous diffusion plant site, now in clean-up, and TVA's Shawnee Fossil Plant. Calvert City's chemical complex on the Tennessee River runs pressure vessels, process piping and storage tanks that need in-service inspection. Fort Campbell and Fort Knox add military maintenance and construction.
Kentucky regulators that touch NDT
Radiography. Kentucky is an NRC Agreement State. Industrial radiography with radioactive sources is licensed and inspected by the Radiation Health Branch of the Cabinet for Health and Family Services, Department for Public Health, under 902 KAR Chapter 100. The branch also registers X-ray equipment. Contractors bringing sources in from other states need to sort out reciprocity before the job. Radiation safety is a separate obligation from SNT-TC-1A RT certification, and a Level III should make sure your RT procedures and your radiation safety programme do not contradict each other.
Boilers, pressure vessels and pressure piping. The Boiler Inspection Section, part of the Division of Plumbing in the Department of Housing, Buildings and Construction (Public Protection Cabinet), administers Kentucky's boiler and pressure vessel law under KRS Chapter 236 and 815 KAR Chapter 15. Kentucky's rules reach pressure piping as well as boilers and vessels, which matters for fabricators and plant contractors.
Pipelines. The Kentucky Public Service Commission oversees intrastate gas pipeline safety, and the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) regulates interstate gas and hazardous-liquid lines.

Written practice development and audits
Direct answer: The written practice is your company's rulebook for training, examining, certifying and recertifying NDT personnel. SNT-TC-1A is a recommended practice, so auditors judge you against your own written practice. Atlantis drafts new written practices for Kentucky employers, revises outdated ones and audits programmes against them.
Kentucky's manufacturing growth has created many first-time NDT programmes. A supplier that used to rely on its customer's inspectors now has to inspect its own castings or welds; a battery or appliance plant brings in ultrasonic or eddy current inspection for the first time; a fabrication shop wins pressure-piping work and suddenly needs certified RT and UT. In each case the customer's first question is "show me your written practice." A lean written practice that fits the methods actually used is far better than a long template copied from another company that nobody follows.
Established programmes have the opposite problem. Refinery contractors and mills often have written practices that grew by patchwork. Phased array was added by memo, a new method was introduced without updating exam requirements, or the recertification rules no longer match the client's. A Level III review brings the document and the records back together.
Elements we settle in a Kentucky written practice:
- Scope: methods, techniques and levels, including how PAUT and TOFD are certified.
- Training and experience requirements, cross-checked against the training requirements matrix and your customers' rules.
- Exam content, weighting, administration and grading, and who is authorised to give practical exams.
- Vision examination and records.
- Recertification, expiry, interrupted service and revocation.
- Use of outside agencies and an outsourced Level III.
- Customer-specific add-ons for automotive, aviation maintenance or owner contractor rules.

Procedures, technique sheets and code compliance in Kentucky
Direct answer: A Kentucky NDT procedure has to be written to the document that governs the work: ASME and API for refineries, chemical plants and boilers; AWS for structural steel and bridges; customer specifications for automotive and appliance production; the operator's maintenance programme for aircraft; and API 1104 for pipelines. The Level III approves the procedure and every technique sheet that sits under it.
- Refining and chemicals (Catlettsburg, Calvert City, Louisville's west end): ASME Section V, Section VIII and B31.3; API 510, 570 and 653 for in-service inspection; API 577 for weld inspection; owner engineering standards.
- Power stations (LG&E, KU, TVA, rural cooperatives): ASME Section I and B31.1, Section V methods, and the National Board Inspection Code for repairs, alongside Kentucky's boiler and pressure piping rules.
- Steel mills (Ghent and Gallatin County): AWS D1.1 for structural repairs, ASTM practices for plate, rolls and forgings, crane and lifting-device requirements, and mill reliability specifications.
- Bridges: AWS D1.5 and Kentucky Transportation Cabinet requirements for fabrication and repair of bridge steel, relevant to the Ohio River crossings.
- Automotive, appliance and battery production (Georgetown, Louisville, Bowling Green, Glendale): customer drawings and specifications, often calling up ASTM methods with customer acceptance criteria and process-control requirements.
- Aviation maintenance (Louisville and Northern Kentucky cargo hubs): the operator's maintenance programme and manufacturer's NDT manuals, with personnel qualification to the standard the operator specifies.
- Pipelines: API 1104 for girth welds and operator procedures under federal pipeline rules.
We write method procedures, then technique sheets for the real geometries: nozzle welds and small-bore piping at Catlettsburg, crane hooks and roll necks at Ghent, cast suspension parts in the Bluegrass, battery and enclosure welds at Glendale. Where a client asks for it, we support a procedure demonstration on representative samples. See NDT technical procedure development and UT procedure development for refining.
For in-service inspection programmes at refineries, terminals and chemical plants, Atlantis supports the NDT side only, while inspection decisions stay with the owner's certified inspectors. See API 510 pressure vessel inspector services, API 570 piping inspector services and API 653 tank inspector services.
Outsourced and interim Level III for Kentucky crews
Direct answer: An outsourced Level III gives a Kentucky employer the Level III functions under contract: approvals, exams, record reviews and audit support. An interim Level III does the same for a defined period while you replace a departing Level III. Both work remotely for documents and onsite for practical exams and audits.
Smaller Kentucky employers, such as a fabrication shop in Owensboro, a machine shop supplying Georgetown or a two-crew inspection company in Ashland, rarely have enough Level III work to justify a full-time hire. They still need someone qualified to sign the written practice, approve procedures and certify technicians. A retained outsourced Level III fits that pattern: regular document and exam work remotely, onsite visits when practical exams or audits require them.
Larger employers more often need interim cover. Mills, power-station service groups and refinery contractors usually have their own Level III, and when that person leaves, the programme is exposed straight away. Certifications approach expiry, new hires cannot be examined, and procedure changes stall. Interim Level III support keeps certifications current, reviews pending procedure changes and prepares a clean hand-over to the permanent replacement. See interim NDT Level III, Level III exam oversight and setting up an NDT programme for a start-up inspection company.
To grow your own Level III, the Kentucky NDT training page covers ASNT SNT-TC-1A courses and Level III preparation online or onsite. Technicians in Lexington and Louisville can practise on the Practical NDT simulator for Lexington and Louisville; the simulator is practice only and does not replace a practical exam on real specimens. To discuss cover, ask about an outsourced Level III for your Kentucky crew.
Audit readiness: customer, owner and accreditation audits
Direct answer: Kentucky NDT programmes face refinery and chemical-plant contractor audits, automotive customer audits, aviation operator audits, ISO 9001 surveillance and, for laboratories, ISO/IEC 17025 assessments. Atlantis runs a gap assessment against the right criteria, fixes the findings with you and supports you on audit day.
Findings we see repeatedly in programmes like those in Kentucky:
- Written practices that list methods the company stopped performing, or omit techniques it now uses.
- Certification files missing documented experience hours or a current vision exam.
- Exams that do not match the weighting or question counts the written practice promises.
- Procedures without a Level III approval, or several uncontrolled versions on the floor.
- Reference blocks, probes and wedges without traceable calibration or verification records.
- No easy way to show which procedure revision applied to a past report.
Automotive suppliers in Georgetown, Louisville and Bowling Green often face customer process audits that include NDT where NDT is a special process. Aviation maintenance NDT at the cargo hubs is audited under the operator's programme. Aerospace parts suppliers may face Nadcap-style audits; see Nadcap AC7114 audit readiness. Refinery and chemical contractors face owner audits; see NDT programme audit and gap assessment. If you operate across Kentucky, Ohio, Indiana and West Virginia, multi-site programme harmonisation keeps one written practice workable in every location. When an audit is booked, book a Kentucky audit-readiness review.

Catlettsburg and Ashland. Inspection contractors need turnaround-ready UT, PAUT, TOFD and RT procedures, technique sheets for common refinery geometries, and a written practice that will pass the owner's audit.
Western Kentucky. Calvert City's chemical plants and the Paducah and Owensboro power and aluminium operations need a mix of in-service inspection procedures and boiler and pressure-piping work under Kentucky's rules. River fabricators building barges and towboats need weld inspection procedures and VT programmes.
The Bluegrass and Louisville. Automotive, appliance and battery suppliers need lean, customer-specific programmes with strong process control. Chemical and power work in Louisville follows the refinery pattern at smaller scale. Aviation maintenance NDT follows the operator's programme.
Ghent and Northern Kentucky. Mill reliability teams need component-specific UT and MT technique sheets and exam banks built from their own parts. Bridge and building fabricators need AWS-based VT, UT and MT procedures.
How an engagement works
Direct answer: A Kentucky engagement runs in five or six steps: scoping call, document review, written proposal, remote document and exam work, onsite days for practical exams and audits, and sign-off. Fees and timelines are set during scoping and quoted on request, because they depend on your methods, headcount and deadlines.
- Scoping call on methods, levels, crew size, customers, codes and any fixed audit or turnaround dates. Request a Kentucky scoping call.
- Confidential document review of your written practice, procedures, technique sheets and sample certification files.
- Written proposal listing deliverables, remote work and onsite days. Quote on request.
- Remote work on documents, exam banks and record reviews.
- Onsite days at your facility for practical exams, demonstrations, crew briefings and audit support, planned around production schedules, outages and turnarounds.
- Sign-off of approved documents and certification records, with an open-items list, and optional retained support afterwards.
