Standing Up an NDT Program From Nothing, in the Right Order

Build in this order: written practice, then procedures, then personnel qualification, then records, then the audit. The practice governs which methods you certify, so writing it after buying a phased array unit forces a rewrite. Classroom training compresses into weeks; the 1,600 hours of NDT experience behind a UT Level II accrues in real time and cannot be bought.

Most new US inspection companies build in exactly the wrong order: buy a flaw detector, hire two technicians, sign the contract, then discover at the client's audit that nothing on file supports the levels printed on the technicians' cards. The written practice is the governing document. It fixes which methods you certify, at which levels, against SNT-TC-1A or ANSI/ASNT CP-189, with what training hours, what examinations, what recertification interval and what vision requirements. Every other record in the programme is evidence of compliance with it. Written last, it has to be reverse-engineered around certifications already issued, and an auditor reads that in the dates. Written first, it takes two to four weeks with a Level III and tells you which equipment you actually need. Sequencing cannot fix experience: SNT-TC-1A puts 1,600 total NDT hours behind a UT Level II, and those accrue one hour per hour.

The purchase order that arrives before the programme

The pattern is consistent. A founder wins a first contract, quotes UT and MT, and spends the mobilisation budget on a flaw detector, a yoke, a set of probes and a couple of calibration blocks. The written practice gets written six weeks later, by which point the scope of the programme has been decided by a distributor's quotation rather than by the contract. Firms end up certified in methods they never sell and uncertified in the one the client actually buys.

The written practice decides scope. It names the methods and levels the company certifies, the standard it works to, the training hours it requires, how examinations are built and graded, the recertification interval, vision requirements and the records it keeps. Equipment is downstream of that document, not upstream. A practice written first produces a purchase list keyed to the techniques you will actually run, including the calibration blocks and reference reflectors your procedures call out by name.

Reverse-engineering costs more than the delay it avoids. Certifications signed before an approved practice existed have to be reissued against the approved revision, examination records have to be rebuilt to match the question counts the practice specifies, and the dates on the reissued documents tell an auditor exactly what happened. Two to four weeks of written practice development at the start removes a rework cycle that otherwise lands in the middle of your first job.

What compresses into weeks and what accrues one hour per hour

Four things move as fast as you are willing to work. The written practice takes two to four weeks with a Level III. Method procedures take two to six weeks each. Examination sets, vision screening, the certification file structure and the equipment calibration register take a fortnight together. A mock audit against your own practice takes a week. A disciplined startup has a defensible programme skeleton inside ninety days, and none of that work requires a single piece of equipment to be delivered.

Experience does not compress. SNT-TC-1A Table 6.3.1A puts a UT Level II at 80 hours of classroom training, 840 hours of experience in ultrasonics and 1,600 hours of total NDT experience, cumulative across Level I and Level II. A PT Level II sits at 12 training hours, 210 hours in penetrant and 400 hours total. An MT Level II sits at 20, 280 and 530. Those hours accrue in real time under documented supervision, and no consultant creates them.

That leaves three honest routes to a certified crew on day one. Hire technicians who already hold the documented hours from a previous employer and re-examine them under your practice. Subcontract the method you cannot staff, and inspect the subcontractor's certifications the way your client will inspect yours. Or scope the first contract to the methods you can genuinely staff and add the rest as hours accrue. Startups that sign the certification and hope are the ones that lose the contract at audit.

Your Level III on day one, and what that person can and cannot sign

You cannot approve your own written practice into existence. SNT-TC-1A requires the practice to be reviewed and approved by the employer's NDT Level III, and it requires the Level III to approve in-house examination questions. Until a Level III is designated, the programme has no approval authority, which means no valid practice, no approved procedures and no gradeable examinations. This is why the Level III is the first appointment a startup makes, ahead of the first technician and well ahead of the first instrument.

The distinction that trips new owners is between qualification and certification. A contracted Level III qualifies personnel, writes and approves procedures, builds and grades examinations, and approves the practice. The employer certifies. An outside agency states that the examinations were passed and the criteria in your written practice met; your authorised signatory issues the certification. Recording both signatures keeps the split visible, and it is the arrangement an auditor expects to see written into the practice itself.

For a firm with one contract and no payroll headroom, an interim NDT Level III supplies the designation, the approvals and the examination oversight without a full-time salary line. The practice names the individual, the certification records carry the qualification signature, and the scope of the engagement is documented. That arrangement is standard in the first two years of a US inspection company and it is what most first-contract clients expect to see.

Procedures: how many, and driven by which code

The customer's code decides. ASME BPVC Section V, Article 1, T-120 requires personnel performing examinations to the Code to be qualified and certified in accordance with a written practice, and the 2023 edition moved the exceptions to SNT-TC-1A and CP-189 into T-120(e), deleting the former Mandatory Appendices III and IV. A shop working to Section VIII with Section V examinations, a pipeline contractor on API 1104 and a structural fabricator on AWS D1.1 each generate a different procedure set from the same written practice.

Write procedures only for the methods on the contract in front of you. A startup with a UT thickness and MT weld inspection scope needs two method procedures, not eight. Each one names the instrument class, transducer or yoke specification, calibration block, reference reflectors, surface condition, scanning coverage, acceptance criteria referenced to the customer code, and the reporting format. Anything you cannot demonstrate on site during the first job does not belong in the procedure at all.

Keep technique sheets separate from the procedure. The procedure is the approved, revision-controlled document your Level III signs; the technique sheet is the job-specific instance recording the actual block, the actual calibration and the actual scan plan. Separating them means a new job does not trigger a procedure revision cycle. That structure is the working core of NDT technical procedure development, and it is what keeps a growing document set manageable past the tenth contract.

Qualifying your first technicians without inheriting someone else's paperwork

Employer-based certification does not travel. When a technician leaves a previous employer, that employer's certification is treated as revoked unless the individual holds a third-party credential such as an ASNT NDT Level III certificate or an ISO 9712 certificate. The card in their wallet is history, not qualification. What does travel is the documented training and experience, which you credit toward qualification under your own practice after verifying it with the previous employer in writing.

Qualification then runs the normal route: training to the hours your practice sets, general, specific and practical examinations, and vision screening. SNT-TC-1A recommends near-vision acuity sufficient to read Jaeger Number 2 or equivalent at not less than 12 inches, administered annually, with colour-contrast differentiation at initial certification and at five-year intervals. ANSI/ASNT CP-189 tightens the near-vision requirement to Jaeger Number 1 at not less than 12 inches. Set the standard once, in the practice, and screen everyone against it.

One examination rule catches almost every startup. SNT-TC-1A paragraph 8.1.1 states that in no case shall a certification examination be administered by oneself or by a subordinate. In a five-person company, the person who trained the candidate is the person who wants to grade them, and that is exactly the arrangement the clause blocks. Independent NDT Level III exam oversight removes the conflict and produces an examination record an auditor accepts without argument.

The five files an auditor opens first

An auditor's first hour is predictable. They ask for the written practice and check its approval signature and revision date. They ask for the certification file of one named technician working on site that day. They ask for the procedure that technician is working to and confirm it is the approved revision. They ask for the examination records behind the certification. They ask for the calibration record of the instrument in that technician's hand.

Every one of those five has to reconcile with the others. The technician's certification must reference a practice revision that existed on the signing date. The examination record must show the question count and pass mark the practice specifies. The vision record must sit inside its interval. The calibration record must cover the serial number in use, not a similar instrument sitting in the van. Reconciliation failures, rather than missing documents, produce the majority of findings against young companies.

Build the register before the volume arrives. Fifty certification files, a calibration schedule and a recertification diary are trivial on a spreadsheet and unmanageable at three hundred. Set up certification records, expiry dates, vision dates and equipment calibration in one place from the first month, with a named custodian, so that growth does not quietly convert an orderly programme into four disconnected folders on a shared drive.

The first-client-audit trap

The trap is timing. Most first audits happen after award and after mobilisation, not before the contract is signed. Procurement qualifies you on price and on certifications claimed; quality audits you when your crew is already standing on their site. A finding at that point stops work on a job you are already staffing and already spending against, and the commercial cost of that pause dwarfs the cost of the programme you postponed.

The findings repeat. A certification predating the practice that governs it. An examination graded by the candidate's supervisor. A procedure with no Level III approval signature. A technician whose vision record expired. A calibration certificate for a different serial number. An OJT log with no hours recorded by method. None of these are technical failures, and every one of them reads to an auditor as a company that started work before it built a programme.

Run the audit against yourself first. A structured NDT program audit and gap assessment against your own practice, sampled the way a client samples, surfaces the reconciliation failures while they remain cheap to fix. Do it before mobilisation on the first contract, and again after twelve months, when the volume of records has grown past what one person keeps in their head and the drift starts without anyone noticing.

SNT-TC-1A or CP-189: decide before you certify anyone

The choice changes who can be your Level III. Under SNT-TC-1A, the employer's Level III is permitted to be qualified by employer-administered examination. Under ANSI/ASNT CP-189, the employer's certification of a Level III has to include an ASNT NDT Level III certificate in the applicable method. If your first contract or your target market invokes CP-189, an employer-qualified Level III does not satisfy it, and the programme gets rebuilt around someone holding the ASNT certificate.

The second difference is flexibility. SNT-TC-1A is a recommended practice: the employer adapts it through the written practice, and paragraph 1.4 stops you deleting the basic provisions of training, experience, examination and recertification. CP-189 is a consensus standard whose minimum requirements cannot be reduced, and it prescribes the contents of the certification record. A startup expecting aerospace, nuclear or federal work assumes the tighter regime at the outset rather than discovering it at the first audit.

Switching later is expensive because it is retrospective. Moving a programme from SNT-TC-1A to CP-189 means re-examining personnel whose original examinations do not meet the standard, replacing a Level III who was employer-qualified, and rebuilding certification records to the prescribed content. Decide at the practice-writing stage, while nothing has been certified, and write to the stricter of the two when your sales pipeline touches both regulated and commercial work.

A realistic first ninety days

Weeks one and two: designate the Level III, decide between SNT-TC-1A and CP-189, list the methods and levels the first contract genuinely needs, and start the written practice. Do not order equipment. Do not print certification cards. The only deliverable in this window is a document stating what the programme is, and it is the document every other record in the company will be measured against for as long as the company exists.

Weeks three to six: approve the practice, write the two or three method procedures the contract requires, build the examination sets, and stand up the certification file structure, vision screening and calibration register. Equipment is ordered in this window, because the procedures now specify it by class, block and reflector. Technician qualification starts here: verify prior training and experience in writing, close the training gap, and schedule independent examinations.

Weeks seven to twelve: certify, then audit yourself. Issue certifications under the approved practice, populate the records register, run technique sheets on a trial job, and put the whole programme through a gap assessment sampled the way your client will sample it. Can a startup use its client's written practice instead of writing one?

No. SNT-TC-1A makes the employer responsible for qualifying and certifying its own personnel, and a client's practice certifies the client's people against the client's scope. Borrowing it leaves you with certification records that reference a document you do not control and cannot revise. Clients ask for your practice by name at audit, and the version-control trail has to be yours.

Do certifications my technicians hold from a previous employer transfer to my company?

Employer-based certifications do not transfer. SNT-TC-1A treats certification as revoked when employment ends unless the individual holds a third-party credential such as an ASNT NDT Level III certificate or an ISO 9712 certificate. You may credit the documented training and experience hours from the previous employer toward qualification, then examine and certify the technician under your own written practice.

How long before a startup can put a certified UT Level II on site?

Do I need to own equipment before writing procedures?

You need to know the equipment class, not own the serial number. A UT procedure names the instrument type, transducer frequency and size range, couplant, calibration block and reference reflectors. Writing the practice and the procedure first tells you the calibration blocks and probe set the technique needs, which is a shorter and cheaper purchase list than the one a distributor assembles for you.

Can a contracted Level III sign my technicians' certifications?

What is the first finding a client auditor writes against a startup?

A certification signed before the written practice was approved, or signed to a revision that did not yet exist. It surfaces in thirty seconds because the auditor compares two dates on two documents. The second most common is an examination administered by the candidate's own supervisor, which SNT-TC-1A paragraph 8.1.1 rules out: no one is examined by themselves or by a subordinate.
