NDT Level III
An NDT Level III is qualified to develop and approve procedures, establish techniques, interpret codes and specifications, designate methods to be used, train and examine Level I and II personnel, and assume technical responsibility for the NDT facility.
Definition
Level III is the senior technical authority for NDT. ASNT Level III certification under SNT-TC-1A requires passing a Basic exam plus a method-specific exam administered by ASNT. Multiple-method Level III is the gold standard for consulting and large-facility technical leadership.
How the scheme works
The senior NDT qualification level: establishes and approves procedures, interprets codes, and is responsible for qualifying and examining Level I and II personnel. Under SNT-TC-1A the employer's written practice is administered under a Level III's technical responsibility.
In practice
The role is accountable, not ceremonial — audits ask who approved the procedure and who certified the technician, and the answer is a named Level III. Many organisations engage the capability as an outsourced service rather than a full-time post.

The common misunderstanding
A written practice signed by a Level III who never actually reviews procedures or examinations. The paper structure exists but the technical responsibility does not, and a competent auditor finds that in one interview.

A term is only useful when it connects to a decision.
