The comparison breaks the moment you line up two quoted base salaries, because the two roles are paid on different instruments. A plant staff CWI is salaried and exempt, priced against a local labour market: Salary.com puts the US CWI average at $57,736 and ZipRecruiter puts Houston at $63,498. A contract code inspector on turnaround is hourly and non-exempt, priced against scarcity inside a six-week window, with postings for combined API 510, 570 and 653 inspectors showing $50 to $59 an hour. At sixty hours a week with time and a half over forty, that hourly rate produces a weekly gross the salaried figure cannot reach. Add a non-taxable per diem of $178 to $208 a day and the gap widens again. Certification-based survey data captures this better than title-based aggregates: Payscale reports $131,000 average for API 510 holders against $85,000 for CWI holders.

The question as asked: base first, then all-in
Base salaries on the Gulf Coast put an AWS CWI in the high fifties to low sixties and a certified code inspector, API 510 for pressure vessels and API 570 for piping, well above it. Salary.com's US CWI average is $57,736 as of August 2026. ZipRecruiter's Houston CWI figure is $63,498 with an $84,515 ninetieth percentile. Payscale's certification-filtered figure for people holding API 510 is $131,000 average across seventy-four respondents.
All-in changes the shape rather than only the size. Contract code inspectors work turnarounds as non-exempt hourly staff, so thirty-two hours of every seventy-two-hour week bill at one and a half times, and per diem of $178 to $208 a day arrives untaxed on top of that. A CWI on a plant staff payroll is exempt and salaried, so the extra hours worked during the same outage cost the employer nothing.
The short answer, then: the two credentials cost roughly the same to obtain and pay very differently, and most of the distance comes from the employment structure each one leads into rather than from the examination itself. Why the published base numbers disagree by $70,000
Two kinds of salary data circulate and they measure different populations. Title-based aggregates from Salary.com, ZipRecruiter and Indeed scrape postings and self-reports filed under a job title. Certification-based surveys, such as Payscale's credential pages, filter to people who hold the card. For CWI the two disagree by $27,000: $57,736 against $85,000. For pressure vessel inspection they disagree by $68,000: $62,807 against $131,000.
Neither number is wrong. The title series includes inspection assistants, uncertified shop QC and trainees carrying the same title. The certification series includes senior people who volunteer their pay to a salary site, which skews high and rests on small samples, seventy-four respondents for API 510 and 287 for CWI. Read them as a bracket rather than a rate. The honest Gulf Coast reading sits nearer the certification figure for contract turnaround roles and nearer the title figure for salaried plant positions.
Federal data supplies a third bracket and excludes everything interesting. The May 2025 wage survey for Non-Destructive Testing Specialists puts Texas at a $73,860 median and Louisiana at $58,960, both reported as annual wage only. Per diem, rotation allowances and call-out pay sit outside the survey entirely, which is why the state medians read lower than the market feels to anyone actually working a spring turnaround season.
The per diem line: what GSA sets and what contractors pay
GSA publishes the federal per diem schedule for fiscal 2026, running 1 October 2025 to 30 September 2026. Houston, covering Harris, Fort Bend and Montgomery counties, is $128 lodging plus $80 meals and incidentals, $208 a day, with $60 on first and last travel days. Lake Charles falls to the standard continental rate of $110 plus $68, which is $178 a day. Alexandria and Natchitoches sit at $112 plus $68.
Contractors anchor to these numbers for a tax reason rather than a generous one. Under an accountable plan, per diem paid at or below the applicable federal rate is reimbursement and stays off the W-2. IRS Notice 2025-54 sets the high-low substantiation alternative at $319 for high-cost localities and $225 for the rest of the continental United States from 1 October 2025. Pay above the applicable rate and the excess becomes taxable wages immediately.
The effect on any comparison is large. A six-week turnaround at the Houston rate is $8,736 of untaxed reimbursement; at the standard rate it is $7,476. Against a salaried CWI who sleeps at home, that is a straight addition to the year. Turnaround overtime is the real multiplier
Federal overtime law does the heavy lifting here. A non-exempt employee earns one and a half times the regular rate for hours over forty in a workweek. The salary threshold that determines exemption is $684 a week, or $35,568 a year, the 2019 level restored after a federal court in the Eastern District of Texas vacated the 2024 Department of Labor rule nationwide on 15 November 2024. Almost no field inspector clears exemption on duties anyway.
Contract inspectors are hourly and non-exempt, so a six-day, twelve-hour turnaround schedule pays forty straight hours plus thirty-two at one and a half times, billing as eighty-eight straight-time-equivalent hours a week. At $55 an hour that grosses $4,840 a week. Six weeks grosses $29,040 where six ordinary forty-hour weeks gross $13,200. The $15,840 difference is earned inside six weeks and is the single largest swing in a Gulf Coast inspector's year.
Plant staff inspectors classified as exempt see none of that. Their outage is longer days at the same salary, sometimes softened by a fixed turnaround bonus. This is precisely why two offers with identical base numbers produce different years, and why the base-against-base comparison is the wrong comparison to make. Which credential commands which band
CWI authorises weld inspection to AWS D1.1, API 1104 and the other structural and pipeline codes, and it is the entry credential for fabrication quality assurance. AWS prices initial certification at $1,255 for members and $1,520 for non-members effective 1 January 2026, with the two-week seminar and examination package at $3,935 for members and $4,200 for non-members. Renewal at years three and six by work experience runs $650 for members.
API 510 and 570 authorise in-service inspection of pressure vessels and piping under owner-user programmes, which is a different legal position: the certificate underwrites a fitness decision on operating equipment. API charges $875 for members and $1,125 for non-members. The examination is a seven-and-a-half-hour day at a Prometric centre with 170 questions, 140 of them scored, split 110 closed-book and 60 open-book. Eligibility starts at one year of experience with an engineering degree.
ASNT Level II and Level III sit alongside both rather than beneath them, because NDT method certification is granted by an employer under a written practice rather than by an examination body. Plant staff against contract field: why base comparisons mislead
A plant staff inspector's offer is built for retention: salary, benefits, a retirement match, predictable hours and a home bed. A contract field inspector's offer is built for mobilisation: an hourly rate, overtime, per diem, travel days and no guarantee past the outage. Quoting the two base figures side by side compares a twelve-month instrument against a six-week one. The two only become comparable after both are annualised on the same assumptions.
Annualise honestly. Take the contract rate, multiply by realistic billed hours including overtime, add the per diem days actually worked, then subtract the unbilled weeks between jobs and the cost of self-funded benefits. Take the staff salary, add the bonus, and value the benefits at replacement cost. In a heavy turnaround year the contract number wins by a wide margin. In a light year, with two outages cancelled, it loses badly.
This is why career moves on the Gulf Coast run in both directions rather than one. Field inspectors take staff jobs when they want the schedule back; staff inspectors go contract when the outage calendar is full. Stacking credentials is where the Gulf Coast money is
The highest bands on the coast belong to people who can sign more than one kind of document. An inspector holding API 510, a CWI and an ASNT Level II in ultrasonics can accept a vessel inspection scope, evaluate the repair welds and take the thickness readings without a second body on site. Contractors pay a premium for that because it removes an entire mobilisation from the job cost.
Order matters more than people expect. Method certification comes first, because ultrasonics and radiography open the field work that funds everything else. CWI comes second, because weld inspection sits on the critical path in fabrication and repair. Code certification comes last, because its eligibility clock counts inspection experience acquired under an authorised inspection agency, and the first two credentials are what generate that experience. Reversing the order stalls the API application.

How to read a Gulf Coast offer
Ask five questions before comparing anything. Is the role exempt or non-exempt? What is the per diem, and is it paid on days off during a hitch? What billed-hours pattern does the contractor expect? Who pays for travel days and mobilisation? What happens between outages? Four of those five move the annual number more than the base does, and the fifth decides whether there is a reliable annual number at all.
Then check the credential against the scope. An API 510 on a job that never touches in-service pressure vessels earns nothing extra, and a CWI on a turnaround that is entirely thickness surveys earns nothing extra either.
