Saraland and the Mobile refinery
The refinery at Saraland, just north of Mobile, is the largest single population of hydrocarbon process piping in the state. Shell sold it in 2022, and inspection records at plants that change hands often arrive in a new database with renamed circuits and renumbered CMLs. For API 570 that is not a paperwork detail: corrosion rates are only meaningful when this year's reading is compared with the same point measured the same way last time. Crude and vacuum transfer lines, hydrotreater effluent piping, sour water and amine circuits, fuel gas headers and the marine and rail loading lines all carry their own damage mechanisms, and the humid Gulf air adds external corrosion to every one of them.
The north Mobile County chemical corridor
Along the Mobile and Tombigbee rivers, from the Theodore industrial park south of the city to the McIntosh and Axis area north of it, chemical plants run chlorine, caustic, hydrochloric acid, solvents, intermediates and specialty chemicals through carbon steel, stainless, nickel alloy and lined piping. Many owners apply API 570 principles to these flammable, toxic and corrosive services even though the code was written with refining in mind, while simpler programmes cover utilities and water. Mobile Bay gas processing
Natural gas produced from platforms in Mobile Bay and the nearby Gulf comes ashore to processing plants on the bay. Deep gas from the area is known for sour content, so inlet piping, amine units, sulfur recovery and acid gas lines bring wet H2S damage, amine cracking and sulfur-related corrosion into the API 570 picture. Plant piping inside the fence follows API 570 and OSHA; the gathering and transmission lines that feed it are pipelines with their own regulator, discussed below.
Tuscaloosa, Atmore and the refining interior
Hunt Refining's Tuscaloosa refinery produces fuels, asphalt and specialty products, and smaller refining capacity exists in the south of the state at Atmore. Asphalt and residual piping is insulated and heat-traced, often steam-traced, which makes corrosion under insulation and tracing leaks a standing concern. Hot circuits also bring high-temperature UT procedures into every survey.
Birmingham and the product pipelines
The Colonial and Plantation product pipelines cross north-central Alabama, and the Birmingham area holds delivery terminals and distributor facilities. Terminal piping between the pipeline delivery point, tankage, pumps, additive injection skids and truck racks is a classic API 570 population, and the boundary between the regulated pipeline and the terminal piping is one of the most important lines to draw on paper.
Decatur and the Tennessee Valley
Decatur's industrial district along the Tennessee River hosts chemical, polymer, fluorochemical and metals plants with large networks of process piping, much of it in alloy or stainless service. Huntsville is dominated by aerospace and defence, where piping programmes cover fuel systems, test facilities and utilities. Coal and gas-fired generating stations in the valley run fuel-gas, chemical-feed and steam piping; power piping normally follows ASME B31.1 practice and is outside API 570 unless the owner chooses otherwise.

What API 570 requires, in plain terms
Direct answer: API 570 is the in-service inspection, repair, alteration and rerating code for metallic process piping and its pressure-relief devices. The owner groups piping into circuits, assigns each a service class based on the consequence of a leak, places CMLs where damage is expected, and schedules thickness and external inspections by class and remaining life, or under a qualifying RBI programme. The AI evaluates the results and signs.
The current edition is the fifth edition, published in February 2024 and reissued alongside API RP 574, with an addendum issued in 2025. API's summary of the update highlights a defined Inspection Supervisor role, stronger requirements for pressure-relieving devices and new rules on deferring inspection repair recommendations. Copies that circulate online are usually older editions, so set your programme from a licensed current copy from api.org. In our own words, the points that shape an NDE scope are these:
- Roles. The owner is responsible for the programme. The authorized piping inspector plans, evaluates and accepts results; NDE examiners such as Atlantis technicians take the measurements and do not make the evaluation; a repair organisation performs repairs the inspector has authorised; the piping engineer is involved in alterations and rerates.
- Scope. Hydrocarbon, chemical and other flammable or toxic process services are in scope. Water, steam, condensate and similar services can be included at the owner's option. API 570 does not replace ASME B31.3 for new piping before it enters service.
- Service classes. Class 1 covers services where a leak could quickly become an emergency, such as flammables that auto-refrigerate or light ends that flash. Class 2 covers most unit piping, including hydrogen and fuel gas. Class 3 covers flammable services that do not significantly vaporise and many off-site lines. Recent editions add a Class 4 for low-consequence services.
- Intervals. Thickness measurement is due at the shorter of half the remaining life or the class maximum in the code. OSHA's guidance on refinery mechanical integrity, citing API 570, gives five years for Class 1 thickness and ten years for Classes 2 and 3. The 1998 second edition set a three-year maximum for injection points; check how the current edition treats them. Confirm current-edition values with your AI before dates are set.
- CMLs and special locations. CMLs are concentrated where API RP 571 damage mechanisms and plant history predict loss: injection and mix points, deadlegs, small-bore connections, insulated lines in the CUI temperature range and soil-to-air interfaces.
- Rates and remaining life. Long-term and short-term corrosion rates come from CML history, and the inspector normally governs on the more conservative rate.

Humidity, chlorine and sour gas: the Alabama damage picture
Direct answer: On the Gulf Coast, external damage carries as much weight as internal: CUI on insulated and traced lines, atmospheric corrosion at supports and on dock lines, and soil-to-air corrosion on a high water table. Supports, racks and docks. Pipe shoes, clamps and saddles trap moisture and salt. Visual examination with lifting where the plan allows, plus UT or corrosion mapping at contact points, gives the AI measured wall rather than photographs of rust. Port and refinery dock lines get the same treatment, with splash-zone transitions treated as their own CML group.
Chemical services. Wet chlorine, hydrochloric acid and caustic piping in the McIntosh and Theodore plants fail by mechanisms the refinery playbook does not always cover, such as caustic cracking at elevated temperature and localised attack at welds and flange faces. Surface methods on welds, thickness grids on elbows and tees, and close attention to lined-pipe flanges are typical.
Sour gas and amine. Gas plants on Mobile Bay and refinery amine units call for weld examination aimed at wet H2S cracking and amine stress corrosion cracking, alongside thickness work. Alabama regulations that sit on top of API 570
Direct answer: Alabama has no state rule that names API 570. The obligation comes from federal OSHA process safety management, enforced directly by OSHA because Alabama has no State Plan for private employers, and from EPA's Risk Management Program. The Alabama Public Service Commission and PHMSA regulate pipelines beyond the plant fence. Confirm current requirements with each agency.
OSHA PSM and EPA RMP
At the refinery, the gas plants and chemical plants with covered processes, 29 CFR 1910.119(j) requires written mechanical integrity procedures, inspection and testing of piping systems following recognised and generally accepted good engineering practices (RAGAGEP), documented results and correction of deficiencies. For process piping, API 570 is the practice most owners cite. OSHA's published refinery guidance points to API 570 for thickness intervals and to its data analysis provisions for anomalous readings: an irregular reading is retested, not discarded. EPA's Risk Management Program at 40 CFR Part 68, enforced in Alabama by EPA Region 4, carries a parallel mechanical integrity element for Program 3 processes. Inspection findings and the way deficiencies are closed are what auditors look at, so a report that ties every reading to a CML, a procedure and a certified examiner matters.
Alabama Public Service Commission, PHMSA and the plant fence
The Gas Pipeline Safety section of the Alabama Public Service Commission, through PHMSA certification, inspects and enforces the federal pipeline safety rules for intrastate natural gas and hazardous-liquid operators, including systems in state waters. The Alabama Department of Environmental Management issues the air and water permits for major plants, and leak detection and repair conditions in those permits can make piping integrity visible to environmental inspectors as well as to OSHA.
