Which certified technician can legally take this job today?
Dispatching an NDT technician is a qualification check before it is a calendar check. The scheduler must confirm the method certification is current for the level and method the scope calls for, that the assigned instrument is in calibration, and that site access credentials are valid. Generic field-service software tracks people and trucks, not certification matrices, so it books jobs the technician cannot sign.
The constraint set is larger than most schedulers hold in their head. A five-day refinery outage crew needs current UT and PT certification at Level II, a Level III on call to approve the technique, a calibrated thickness gauge, TWIC cards that have not lapsed, site-specific safety orientation, and enough remaining hours in the week that nobody hits an overtime cliff on day four. Miss any one and the crew arrives and cannot start. What makes this different from plumbing dispatch is that the qualification is per-method and per-level, it expires, and the client's inspector is required to verify it. API 510, Eleventh Edition, October 2022, clause 4.5.3 puts the duty on the examiner's employer to hold certification records and make them available to the inspector. Scheduling that reads the same certification matrix the auditor reads stops the failure before the truck leaves.

Dispatch is a qualification decision that happens to have a date on it
The scheduler's question is never "who is free Tuesday". It is "who is free Tuesday, holds current certification in the method and level this scope calls for, has an instrument that is in calibration, can get through the gate, and will not run out of legal hours on the drive home". Every one of those is a hard constraint. A calendar answers the first and none of the rest, which is why a schedule built on availability alone produces crews that arrive and cannot start work.
The cost of getting it wrong is not a rescheduling fee. It is a mobilised crew, a day of per diem, a client whose outage window just moved, and — where the technician performed work they were not certified for — a report the client's inspector will reject on review. Rework of that kind is diagnosed months later as a quality problem, which is why the scheduling defect that caused it is rarely traced back and rarely fixed.
The fix is structural. The certification data that the client's inspector audits and the availability data the dispatcher uses have to be the same record. When they are two systems — a spreadsheet of expiry dates beside a scheduling calendar — the spreadsheet is always the one that is out of date. Certification tracking that feeds dispatch directly removes the reconciliation step where the error lives.
Certification currency is per method, per level, and it expires
An NDT technician is not certified as a technician. They are certified in UT at Level II, in PT at Level II, in MT at Level I, and possibly not at all in RT. Assigning them to a scope that calls for a method outside that set is not a stretch assignment, it is an unqualified examination. The certification record therefore has to be a matrix — person by method by level — rather than a single expiry date sitting on a personnel file.
Under ASNT Recommended Practice No. SNT-TC-1A the employer's Written Practice sets the qualification and recertification requirements, and ASNT's published guidance states that all NDT personnel shall be recertified periodically, with a recommended maximum interval of five years. Near-vision acuity is examined annually and recorded. That gives every technician two independent clocks — one long, one annual — and either of them can ground the person on a day the schedule says they are available.
Level constrains what the technician may do, not only which method they may touch. A Level I performs specified calibrations and examinations and records results under the direction of higher-level personnel; interpretation and evaluation sit with Level II and above. A schedule that treats levels as interchangeable seniority produces reports signed at the wrong level. The scope limits that attach to a Level III matter for the same reason, because approving a technique in a method the Level III is not certified in is the identical defect one tier up.
The instrument carries its own certificate, and it travels with the crew
Equipment availability is two constraints wearing one label. The first is physical: there are four thickness gauges and three crews. The second is documentary: the gauge assigned to Tuesday's job has a calibration certificate with an expiry date, and an examination performed on an out-of-calibration instrument is invalid regardless of who held the probe. Scheduling that models only the physical constraint will happily assign a gauge whose certificate lapsed in March.
Radiography makes the documentary constraint explicit in federal regulation. 10 CFR 34.25(b)(1) requires radiation survey instruments to be calibrated at intervals not to exceed six months and after instrument servicing other than battery changes. That is a hard six-month clock attached to a physical object which moves between crews and trucks. If the survey meter's calibration is the binding constraint on Thursday, no amount of technician availability unblocks the job.
The design consequence is that equipment needs the same treatment as people: an identity, a qualification state, an expiry date, and a booking. Firms that keep calibration in a maintenance log and bookings in a calendar rediscover the conflict at the gate. Firms that hold both in one record see the calibration expiry as a scheduling block three weeks out, while there is still time to send the instrument away and get it back before the job.
Site access is a separate credential with its own lead time
Getting to the work is its own qualification stack. MTSA-regulated marine and port facilities require a Transportation Worker Identification Credential, valid for five years, and TSA advises enrolling — renewals included — well ahead of the date you need the card, because processing runs long. Refineries and chemical plants add site-specific orientation, contractor safety programmes, background checks, drug and alcohol testing windows, and a badge that frequently expires on a different cycle from everything else.
None of these appear on a certification matrix, and none of them are optional. A UT Level II with impeccable certification and a lapsed TWIC is unschedulable at a marine terminal. Because the lead times differ so widely — a same-week drug screen against a multi-week credential — the scheduling system has to distinguish constraints it can clear inside the booking window from constraints it cannot, and escalate the second category much earlier.
Where the client operates under OSHA's process safety management standard, your inspection work sits inside the client's mechanical integrity programme and their contractor requirements attach to your crew. That relationship is worth modelling explicitly in the schedule, because access refusals at PSM-covered sites are rarely arbitrary — they trace to a document the contractor was supposed to have on file and did not.
Hours, overtime and driving rules cap the day before your calendar does
Two separate legal clocks run on a field day. Wage and hour rules set what the day costs: the federal Fair Labor Standards Act pays overtime past forty hours in a workweek, and California requires one and one-half times the regular rate for hours past eight in a workday up to twelve, double time past twelve, time and a half for the first eight hours on the seventh consecutive day and double time beyond that. A schedule that ignores the daily rule builds ten-hour days that cost more than the quote assumed.
The second clock is the Federal Motor Carrier Safety Administration's hours of service, which binds when the crew operates a commercial motor vehicle — including radiography trucks carrying placarded sources. Under 49 CFR 395.3 a property-carrying driver may drive eleven hours within a fourteen-hour window that starts after ten consecutive hours off duty, with a thirty-minute interruption in driving required before more than eight cumulative driving hours, inside a sixty-hour seven-day or seventy-hour eight-day limit.
The short-haul exception reshapes regional work specifically. A driver operating within a 150 air-mile radius who starts and ends the duty period at the same reporting location, inside fourteen hours, is relieved of records of duty status and the electronic logging device requirement. That radius is a scheduling boundary with a real cost step on the far side of it, and it belongs in the dispatch model rather than in a driver's memory.
Why generic field-service management software breaks here
Field-service platforms are built around a skills tag: mark the technician "HVAC" and route HVAC tickets to them. The tag is descriptive and permanent. NDT certification is neither. It is granted per method at a specific level, it is granted by an employer under a Written Practice, it expires, it can be suspended by a failed vision examination, and a third party is entitled to audit it. Modelling that as a checkbox discards every property that makes it a constraint.
The second failure is the equipment model. Field-service tools treat equipment as inventory a technician carries. NDT equipment is a qualified instrument with a certificate, a calibration due date, and in radiography a set of licence conditions attached to it. Inventory logic assigns the nearest gauge; qualification logic has to assign the nearest in-calibration gauge, and refuse the booking outright when there is none available for the job dates.
The third failure is documentary. When the client's inspector asks who performed the examination and whether they were qualified, the answer must be reconstructable for the date of the work, not for today. API 510, Eleventh Edition, October 2022, clause 4.5.3 requires the examiner's employer to maintain certification records of examiners employed, including dates and results of personnel qualifications, and to make those records available to the inspector. What changes when the scheduler reads the certification matrix
The first change is that unqualified assignments become impossible rather than discouraged. If a scope line calls for UT Level II and PT Level II, only technicians holding both and current on the job date appear as candidates. The dispatcher stops carrying the matrix in their head, which matters most at the moment it always fails — a Friday afternoon callout with the usual crew unavailable and a client waiting on the phone.
The second is that expiries become forward-looking rather than retrospective. Certifications, vision examinations, calibration certificates, site badges and refresher training all have dates. Read against the forward schedule instead of against today, they surface as a list of bookings that will break, with enough lead time to book the recertification or send the instrument out. A recurring emergency becomes a maintenance task with a queue.
The third is that the schedule itself becomes evidence. Every dispatch decision carries the qualification state that justified it at the time it was made. When a report is challenged eighteen months later, the question "was this technician certified in this method on this date" is answered from the record rather than from a drawer of scanned certificates. That is the same evidence chain a programme audit asks for, assembled as a by-product of scheduling.
Travel, per diem and the cost of the crew you chose
Two qualified technicians are rarely equal in cost. One lives ninety minutes from the site and drives home; the other flies in and draws per diem for five nights. Because that cost difference never appears on the schedule, dispatchers optimise for availability and the margin difference emerges a month later on the accounts. Recording travel and per diem against the job at the point of dispatch, rather than reconstructing it from expense claims three weeks afterwards, also removes the reconciliation work that makes accurate job costing feel expensive. The same entry that books the technician books the nights. Timesheet capture closes the loop on the hours side, so the job record is complete when the crew demobilises.
When nobody qualifies: subcontracting, and the record you still owe
Some weeks the matrix returns nothing. The scope calls for phased array at Level II, both certified technicians are committed, and the client's window does not move. Subcontracting is the answer, and it is where certification discipline most often collapses, because the subcontractor's technician is not in your personnel system. The obligation does not move with the work. If the report goes out on your letterhead, the qualification evidence is yours to hold and yours to produce.
Treat subcontracted technicians as scheduled resources with certification records attached, collected before dispatch rather than at invoice time. That means the sub's Written Practice, the technician's method certifications with dates, and the calibration certificate for whatever instrument they bring to site. It is the same evidence set your own crew carries, and the client's inspector applies exactly the same test to both.
