One Utility, Four Rulebooks: The Chattanooga Vendor's Problem

TVA is the largest public utility in the United States and its sixth-largest power supplier, delivering electricity to roughly ten million people across all of Tennessee and parts of Alabama, Mississippi, Kentucky, Georgia, North Carolina and Virginia. Its corporate headquarters is in Knoxville, but Chattanooga carries the nuclear organisation — TVA's licensing correspondence to the NRC goes out on 1101 Market Street letterhead, and the Nuclear Fleet Center sits in the city.

The generating fleet behind that is unusually mixed for a single buyer: twenty-nine hydroelectric dams, four coal plants, seven nuclear units across three sites, nine simple-cycle gas turbine plants, nine combined-cycle plants, one pumped-storage station, a wind site and fourteen solar sites. A Chattanooga inspection company with the right crew can bid across all of it without leaving the service area, which is a commercial advantage almost no other US metro offers.

It is also the specific reason those firms fail supplier qualification. The same technician, doing the same ultrasonic examination, is governed by ASME Section XI and ANSI/ASNT CP-189 at Sequoyah on Monday and by TVA specification and an SNT-TC-1A written practice at Chickamauga Dam on Thursday. If the quality system cannot show which standard applied to which job, the audit finding is written against the whole programme, not against one record.

The Nuclear Door: Sequoyah, Watts Bar and Browns Ferry

Sequoyah is the closest — seven miles east of Soddy-Daisy and twenty miles north of Chattanooga in Hamilton County. Two Westinghouse pressurised water reactors with ice condenser containment produce about 2,440 MW winter net dependable capacity. Unit 1 entered commercial operation in July 1981 and Unit 2 in June 1982, and the plant holds the distinction of being the first new nuclear station licensed after Three Mile Island. Licences renewed in 2015 run to 2040 and 2041.

Watts Bar sits in Rhea County near Spring City. Unit 1 entered commercial operation in May 1996; Unit 2 followed on 19 October 2016, making it the first US reactor to enter commercial operation since Unit 1, ahead of Vogtle 3 and 4. The site also holds NRC authorisation, granted by licence amendment in 2002, to irradiate tritium-producing burnable absorber rods for the National Nuclear Security Administration — scope that carries its own access, scheduling and record controls.

Browns Ferry, near Athens and Decatur in Limestone County, Alabama, runs three General Electric BWR-4 units with Mark I containment totalling roughly 3,775 MWe, with licences renewed in 2006 running to 2033, 2034 and 2036. It is also the plant where a 1975 fire, started by a worker using a candle to check air leaks, damaged reactor control cabling and led directly to the NRC's Appendix R fire protection requirements now imposed across the industry.

TVA's Fleet Plan Is NQA-1-2015, Parts I and II

TVA's Fleet Nuclear Quality Assurance Plan is the quality assurance programme description that controls activities affecting the quality of safety-related structures, systems and components. It is built on the requirements and guidance of ASME NQA-1-2015, Parts I and II. That is not a detail for the licensing team — it is the document a supplier's own programme is compared against when TVA or a joint utility audit qualifies you.

Qualification methods available to the buyer include an on-site survey of your facility, manual, procedures and records; source inspection during fabrication; documented performance history; acceptance of third-party accreditation; and commercial grade dedication. The on-site audit is the most rigorous and is the default for safety-significant scope. NRC Regulatory Guide 1.28, Revision 5, points to a triennial cycle for supplier quality programme audits, and re-evaluation triggers on ownership change, facility relocation or key personnel departure.

Approval is scope-bound. A supplier qualified to provide one type of safety-related service is not automatically qualified for a different one. Firms lose money here routinely, quoting a method the approval does not cover and discovering it after the purchase order is issued. Section XI Personnel: CP-189, Appendix VI and Appendix VIII

Inservice examination personnel at all three TVA nuclear sites are qualified under ASME Section XI IWA-2300, which reaches ANSI/ASNT CP-189 — the standard published in 1991 and incorporated into Section XI in the mid-1990s, the only sector adoption of it. Paragraph IWA-2312(c) drives VT-1, VT-2 and VT-3 visual examination personnel to Appendix VI and from there to CP-189. The current edition of CP-189 is 2024.

Ultrasonic examination of piping welds carries an additional layer. Appendix VIII to Section XI was developed because the industry and its regulators doubted the reliability of inservice ultrasonic inspection, so the whole examination system — procedure, equipment and examiner — is qualified by demonstration on specimens with known flaws. US utilities funded and implemented that through the EPRI-supported Performance Demonstration Initiative by the late 1990s.

The consequence for a procedure author is that the essential-variable envelope is not negotiable. Change the scan plan, the transducer frequency, the wedge or the coverage assumption, and the examination no longer sits inside what was qualified. The Hydro Door: Raccoon Mountain, Chickamauga and Twenty-Nine Dams

Raccoon Mountain is TVA's only pumped-storage plant and sits on the ridge above Nickajack Reservoir west of downtown Chattanooga. Four units give it 1,700 MW of summer net dependable capacity, and the upper reservoir takes about twenty-eight hours to fill when the units run in pump mode. It generates roughly fourteen times the output of nearby Chickamauga Dam, whose four units contribute 142 MW inside the city itself.

No NRC requirement touches any of it. TVA is a federal agency, its dams are federally owned, and the examination requirements come from TVA's own dam safety programme and from contract specification. Method work is performed to ASME Section V, structural welds to AWS D1.1, and personnel are certified under an SNT-TC-1A written practice. The technical content is demanding in a different way — penstock weld ultrasonics, spiral case and scroll case examination, turbine runner and shaft inspection, gate and headcover fastener evaluation.

What catches firms out is the operational envelope rather than the code. Penstock and draft tube access is confined-space work on a dewatering window that cannot slip, often with rope access, and the procedure has to be written for those conditions rather than adapted from a shop document. The Fossil and Gas Door, and the Skills Chattanooga Already Has

TVA's four remaining coal plants and eighteen gas turbine and combined-cycle stations generate a steady non-outage workload: boiler tube examination on waterwalls, superheaters and reheaters; heat recovery steam generator and header inspection; and steam and feedwater piping to ASME B31.1. Vessels fall under Section VIII. None of it requires CP-189, all of it requires an SNT-TC-1A written practice that actually names the methods and the sector.

The metro has a deeper turbine skills base than its current employer list suggests. Alstom opened a turbine manufacturing plant at 1119 and 1201 Riverfront Parkway in June 2010 on roughly $300 million of investment, with an on-site barge dock rated to 1,000 tons and what was then the world's largest rotor balancing facility. It built the Arabelle nuclear steam turbine there. GE acquired Alstom's power business in a $10.6 billion transaction and announced closure of the Chattanooga operations in June 2016.

Those people did not all leave. Rotor bore examination, blade root inspection, generator retaining ring evaluation and weld overlay assessment are techniques a Chattanooga firm can staff locally and that TVA's own fleet needs on a rolling basis. The gap is almost never capability. It is a written practice that never got extended to cover the techniques the crew can already perform, so the firm cannot legitimately quote them.

Clinch River and What New Build Changes

TVA has submitted a construction permit application to the NRC for a GE Vernova Hitachi BWRX-300 small modular reactor at the Clinch River site in Oak Ridge — the first construction permit application for that design in the United States. The Department of Energy awarded TVA $400 million in December 2025 toward advanced light-water SMR deployment, on top of TVA's own funding lines carrying planning, design and regulatory work through fiscal year 2026.

For an inspection supplier this is a different business from outage work. Construction examination falls under ASME Section III with Section V methods, personnel are certified through an SNT-TC-1A written practice rather than CP-189, and the volume is front-loaded rather than cyclical. It also makes commercial grade dedication central: NQA-1 Part II Subpart 2.14 and EPRI TR-102260 govern the process, and 10 CFR Part 21 imposes the reporting obligation if a dedicated item later proves defective.

Firms that want that scope should build the dedication capability now rather than when the purchase orders appear. Defining critical characteristics for an examination service — examiner qualification, calibration block traceability, technique parameters, reporting thresholds — is a Level III judgement that a quality manager cannot make defensibly alone. It is consistently the item flagged when a supplier's first NQA-1 audit goes badly, because dedication records exist but tie to nothing measurable.

The efficient sequence starts by naming every TVA asset class you intend to bid, because that decides how many branches the written practice needs. Does TVA use NQA-1, and which edition?

Yes. Can our nuclear-qualified crew work Raccoon Mountain without extra paperwork?

They can work it, but not on the same certification record. Hydro examination sits outside the NRC framework entirely — TVA's dam safety programme and contract specification govern, with ASME Section V methods and AWS D1.1 for structural welds, certified through an SNT-TC-1A written practice. The written practice must keep the two branches separable so an auditor can trace any examiner to the right standard.

What makes Watts Bar different from Sequoyah for an inspection contractor?

Watts Bar Unit 2 entered commercial operation in October 2016, making it the first US reactor to do so since Unit 1 in 1996, so the plant carries a mix of new and mature systems. Why does Browns Ferry need different procedures if it is the same utility?
