The three refineries
CVR Energy's refinery at Coffeyville in the south-east, HF Sinclair's refinery at El Dorado north-east of Wichita and the CHS refinery at McPherson in central Kansas hold the state's largest populations of hydrocarbon process piping. Each runs crude and vacuum distillation, conversion and hydroprocessing units, with sour water, amine, sulfur recovery and fuel gas systems behind them, and each sits between crude gathering systems and product pipelines, so refinery piping meets regulated pipelines at the fence. Their API 570 programmes are mature and their CML histories long, which makes consistent data collection more valuable than ever: a change of instrument technique or CML location between surveys can create a corrosion rate that does not exist.
Conway, Hutchinson and the NGL hub
McPherson and Reno counties host fractionation plants, salt-cavern storage and pipeline connections for natural gas liquids such as ethane, propane, butanes and natural gasoline. Underground cavern storage and the pipelines feeding it fall under their own regulators, but the fractionation plants, brine systems, product manifolds, dehydration and treating units are classic process piping. Light-hydrocarbon services that can flash and auto-refrigerate are the textbook example of API 570 Class 1, the class with the shortest maximum intervals and, usually, the densest CMLs.
Hugoton and the gas fields
The Hugoton gas field in south-west Kansas, one of the largest in North America, feeds gas-processing plants that remove liquids, water and contaminants and, in this region, recover helium. Inlet separation, dehydration, amine treating and cryogenic piping each carry their own damage mechanisms, from CO2 corrosion in wet gas to cracking in amine service.
Fertilizer and ethanol
CVR Partners runs a nitrogen fertilizer plant at Coffeyville that gasifies petroleum coke to make ammonia and UAN, and Koch operates a nitrogen fertilizer plant at Dodge City. Ammonia, synthesis gas, nitric acid and urea piping make demanding inspection programmes, and large ammonia inventories normally bring these processes under OSHA PSM. Kansas also has dozens of ethanol plants, mostly in the western and central grain belt, whose ethanol, denaturant and process piping may be covered where flammable inventories meet the PSM threshold.
Wichita, Kansas City and the pipeline terminals

What API 570 requires, in plain terms

The owner groups piping into circuits, assigns a service class by leak consequence, places CMLs where damage is expected, and schedules thickness and external inspections by class and remaining life, or under a qualifying RBI programme. The current edition is the fifth edition, published in February 2024 and reissued alongside API RP 574, with an addendum issued in 2025. API's summary of the changes highlights a defined Inspection Supervisor role, stronger requirements for pressure-relieving devices and rules on deferring inspection repair recommendations. Online copies are usually older editions; use a licensed current copy. In our own words, the points that shape an NDE scope are these:
- Roles. The owner runs the programme; the authorized piping inspector plans, evaluates and accepts; examiners such as Atlantis technicians measure and report; repair organisations repair what the inspector authorises; piping engineers handle alterations and rerates.
- Scope. Hydrocarbon, chemical and other flammable or toxic process services are in scope; utility services can be added at the owner's option. New construction stays under ASME B31.3.
- Service classes. Class 1 for services where a leak could quickly become an emergency, such as flashing light hydrocarbons and NGLs; Class 2 for most unit piping, including hydrogen and fuel gas; Class 3 for flammables that do not significantly vaporise and many off-site lines; and, in recent editions, Class 4 for low-consequence services.
- Intervals. Thickness measurement at the shorter of half the remaining life or the class maximum. OSHA's refinery mechanical integrity guidance, citing API 570, gives five years for Class 1 and ten years for Classes 2 and 3. The 1998 edition set three years for injection points; check the current edition. Confirm the values your AI applies before dates are set.
- Special locations. Injection and mix points, deadlegs, small-bore connections, insulated lines in the CUI temperature range and soil-to-air interfaces get extra CMLs and specific methods.
- Freeze damage. Owners in cold climates add freezing of water in deadlegs, drains and low points to the damage mechanism review, a real concern on the prairie.

Freezes, light ends and ammonia: the Kansas damage picture
Direct answer: Kansas programmes deal with refinery internal mechanisms, Class 1 light-hydrocarbon piping at the NGL hub, ammonia and synthesis-gas service at fertilizer plants and wet-gas CO2 corrosion in the gas fields. Externally, freeze-thaw damage, CUI on traced and insulated lines and soil-to-air corrosion matter more than salt air.
Freeze and thaw. Winter cold can split water-holding deadlegs, drains and instrument connections, and failed heat tracing turns a winter into a CUI problem: tracing leaks wet the insulation, and the line then runs warm and wet. After a severe cold event, owners often want a walkdown and targeted thickness or crack checks at the locations that froze.
Refinery mechanisms. Mid-Continent refineries typically screen for sulfidation in hot circuits, ammonium bisulfide and chloride corrosion in hydroprocessing effluent, wet H2S damage in sour water and amine service, and erosion in coker and slurry lines. Where an alkylation unit uses acid catalysts, its piping carries a separate set of corrosion and cracking concerns that the AI's damage mechanism list will spell out. Injection points need dense grids or mapping rather than single readings.
NGL and light-ends service. NGL streams are usually clean and dry, but water, brine and process upsets bring corrosion to drains, low points and cavern brine systems, and vibration on compressor and pump piping cracks small-bore connections. Class 1 circuits deserve the most careful CML placement and reading technique in the state.
Ammonia and synthesis gas. Carbon steel in ammonia service can suffer stress corrosion cracking under some conditions, and synthesis-gas and CO2-rich streams bring wet CO2 corrosion. PHMSA and the Kansas Corporation Commission
Kansas has not taken on intrastate hazardous-liquid pipeline authority, so PHMSA's Office of Pipeline Safety inspects both interstate and intrastate liquid lines, including NGL lines, under 49 CFR Part 195. The Pipeline Safety Section of the Kansas Corporation Commission inspects intrastate natural gas pipelines under PHMSA certification and Part 192, and the KCC's Conservation Division oversees oil and gas production and underground injection. KDHE issues air permits whose leak detection and repair conditions make piping leaks an environmental compliance matter, and it administers the state's aboveground storage tank permits.
