Qualifying as a UT Level I in Houston: Hours, Examinations and Scope of Work

A UT Level I performs calibrations, runs specified ultrasonic tests and records results under Level II or III supervision, without independently deciding acceptance. SNT-TC-1A recommends 40 hours of ultrasonic training and 210 hours of documented method experience before examination. Certification is granted by the employer against its own written practice, not by ASNT. In Houston the work is mostly refinery thickness surveys and fabrication shop welds.

Level I is the working level of ultrasonic testing, and it is defined by supervision rather than by skill. The recommended practice describes a Level I as qualified to set up and calibrate equipment, conduct tests to a specific written instruction, and record results, while the acceptance decision belongs to a Level II or III. That single line is where most personnel-record findings originate: a Level I who marked a weld acceptable, or a thickness sheet issued without a countersignature. The hours behind the level are equally specific. SNT-TC-1A recommends 40 hours of organised ultrasonic training and 210 hours of documented experience in the method before the Level I examinations, alongside a minimum total across all NDT methods. Those are recommendations. What binds you is your employer written practice, which may raise the hours, may restrict the certification to thickness only, and must be produced on demand.

What the Level I Certification Actually Permits

A UT Level I is qualified to perform specific calibrations, specific ultrasonic tests and specific evaluations for acceptance or rejection according to written instructions, and to record the results. The phrase according to written instructions is doing the heavy lifting. The Level I follows a technique sheet or procedure prepared and approved by someone else. They do not select the technique, do not modify it at the pipe, and do not decide what an unexpected indication means.

In practice that makes the Level I the person who produces the data and the Level II the person who owns the conclusion. In a Houston pressure vessel shop it looks like a Level I running a straight-beam grid on rolled plate to check for laminations before fit-up, or scanning a nozzle weld with a preset 45 and 60 degree technique and marking every response above the reference level for a Level II to evaluate. On a live process unit it looks like a Level I working a condition monitoring location list with a dual-element probe while the Level II reviews the numbers against the previous survey and the calculated minimum thickness.

The limit matters contractually as well as technically. Reports issued under ASME Section V or into an owner inspection programme carry the signature of somebody qualified to evaluate. A Level I signature in that block is a finding, and it is one of the fastest ways for a Houston contractor to fail an owner personnel audit. Not because the readings were wrong, but because nobody qualified accepted them.

Hours: What 40 and 210 Mean, and What They Do Not

SNT-TC-1A Table 6.3.1A recommends 40 hours of organised ultrasonic training and 210 hours of experience in the ultrasonic method for a Level I candidate on the high school graduate tier, together with a minimum total number of hours across all NDT methods that the written practice must account for separately. Candidates with two years of engineering or science study, or an equivalent qualification, sit on a different education tier with a lower experience requirement. No tier reduces the 40 training hours.

Experience means hours acquiring data in the method, not hours in the vicinity of somebody doing so. This is where documentation collapses. Auditors ask for the log, and the log is expected to show dates, the asset or specimen, the technique used and the supervising Level II. Shops that certify on the calendar rather than on a countable log find themselves unable to defend the certification date, and the finding is written against the programme rather than against the technician.

The 40 hours should be spent largely on the instrument. A course that fills the week with slides on wave modes and then hands you a flaw detector on Friday afternoon has not prepared you for the practical. Expect real time on pulser and receiver settings, on the difference between gain and sensitivity, on the screen height linearity and amplitude control linearity checks that ASME Section V requires at the beginning of each period of extended use or every three months, whichever is less, and on producing a calibration that another technician could reproduce from your written record alone.

The Three Examinations and What Each One Tests

Qualification is examined in three parts. The general examination covers the principles of ultrasonic testing and is method-specific but not employer-specific. The specific examination covers the equipment, the procedures and the techniques your employer actually uses, and the acceptance criteria of the codes your employer works to. The practical examination is hands-on, at the bench, with the examiner watching.

Under SNT-TC-1A the recommended grading is a minimum of 70 percent on each examination and a composite of at least 80 percent. The examinations are prepared and graded by or under the direction of the responsible Level III. An employer with no Level III on staff must contract one, and the audit question that follows is always the same: who wrote your general examination, and can you demonstrate that the question bank is method-specific and revision controlled.

The practical is where candidates fail. You will be asked to set the instrument up, verify its linearity, calibrate distance and sensitivity on a reference block, then examine specimens and record results on the employer form. The grading checklist rewards a defensible calibration and a complete data record at least as much as it rewards finding the flaw. A technician who finds every reflector but cannot reproduce the calibration has not demonstrated Level I competence, because reproducibility is the entire point of a level that works to somebody else's instruction.

The Ultrasonic Content a Level I Is Expected to Own

Velocity is the foundation, and it is where thickness errors begin. Longitudinal velocity in carbon steel is close to 5,900 metres per second and shear velocity close to 3,230, but the instrument does not know what it is looking at. It reports a distance calculated from the velocity you entered, so a gauge set for carbon steel and applied to austenitic stainless, cast iron or a clad layer returns a number that is confidently wrong. Calibrating on the material under test, rather than on whichever block is nearest the tool box, is the whole discipline.

You will be examined on reference blocks and what each is for: the IIW V1 block and the miniature V2 for index point, refracted angle and range calibration in angle beam work; step wedges for thickness calibration; and side-drilled or flat-bottom hole blocks for sensitivity. Distance amplitude correction is built by plotting responses from identical reflectors at increasing sound paths and joining them into a reference curve. The DGS or AVG approach instead uses published curves relating distance, gain and an equivalent flat-bottom hole size, which removes the need to build a curve from your own block but demands the correct diagram for the exact probe in your hand.

The rest of the syllabus is the physics of getting sound into steel and back out again. Couplant choice and film thickness, surface roughness and mill scale, curvature on small-diameter pipe, paint and coating, temperature, attenuation, transfer correction between the calibration block and the component, the dead zone under the probe, and the near field length that makes readings unreliable close to the entry surface. A Level I who can explain why a reading is unstable is far more useful on a Houston unit than one who simply writes the unstable number on the sheet.

Your Employer Written Practice Is the Controlling Document

SNT-TC-1A is a recommended practice. It is not a standard, and nothing in it binds anybody until an employer adopts it in a written practice and a contract or code invokes that written practice. ASME Section V, Article 1, T-120 makes the chain explicit: personnel performing examinations are qualified in accordance with the employer written practice, which is based on SNT-TC-1A or CP-189 as the referencing code section requires. The referencing code, not ASNT, decides which document and which edition applies to your job.

That is why two Houston technicians with identical training can hold materially different certifications. One employer may require 240 experience hours instead of 210. Another may add an internal practical on small-bore piping. A third may issue a limited certification restricted to thickness measurement. All three are compliant. The technician who assumes their certification means the same thing across the fence line is the one who gets removed from a job by an owner inspector on the first morning.

For an employer the practical consequence is that the written practice must be a real, revision-controlled document, signed by the responsible Level III, and matched to the edition of SNT-TC-1A the client contract names. A written practice that references a 2006 edition while the purchase order calls for the current one is a finding in itself, before anybody has opened a single certification record.

Houston: Where the Level I Ultrasonic Work Actually Sits

Houston is dense in exactly the industries that consume ultrasonic technicians. The Ship Channel corridor running east from the city through Pasadena and Deer Park to Baytown, and south into the Texas City industrial area, holds one of the largest concentrations of refining and petrochemical capacity in the world. Around it sits a heavy fabrication base: pressure vessel and heat exchanger shops, modular skid builders, pipe fabrication and tubular distribution across the north and west of the metro, and offshore and subsea fabrication yards toward the bay and the coast. Add midstream pipeline and terminal work, plus liquefaction construction on the upper Texas coast, and demand is year-round rather than seasonal.

The work splits cleanly. In the shops, ultrasonic testing means volumetric weld examination, lamination checks on plate before rolling, and thickness verification on formed heads, mostly performed to ASME Section V with acceptance taken from Section VIII, plus structural work to the ultrasonic clause of AWS D1.1, which carries its own operator qualification expectations. In the plants, ultrasonic testing is overwhelmingly wall thickness at condition monitoring locations, corrosion mapping, and screening of small-bore and dead-leg piping. A Level I on a unit will spend far more hours with a dual-element probe than with an angle beam.

For a technician building hours, Houston is unusually favourable, because spring and autumn turnaround seasons compress a great deal of documented data-taking into a short window. The trap is that hours accumulated entirely on one technique produce a certification that says so. If all 210 of your hours are straight-beam thickness on a condition monitoring list, expect a limited certification, and plan deliberately for shop time on welds if you intend to move to Level II across the full scope of the method.

SNT-TC-1A, CP-189 or ISO 9712 for a Gulf Coast Career

Most Houston employers work to SNT-TC-1A because most Houston clients ask for it. ANSI/ASNT CP-189 exists for clients who will not accept an employer adapting a recommended practice to suit itself. CP-189 is a standard, it is more prescriptive, it sets minimums the employer may exceed but not relax, and it requires the responsible Level III to hold ASNT Level III certification rather than merely to be designated internally. Nuclear work and parts of the aerospace and defence supply chain ask for it by name.

ISO 9712 is a different animal. Certification is central: an accredited body examines the candidate and issues a certificate that belongs to the individual and remains valid across a change of employer. For a Houston technician with no international ambitions that portability has limited immediate value, and few Gulf Coast purchase orders call for it. For a technician who expects to work offshore, in the Middle East, or for European operators, an ISO 9712 Level 1 is worth holding alongside the employer certification rather than instead of it.

There is no need to choose exclusively, because training hours are transferable evidence even when certification is not. The same 40 hours of ultrasonic instruction can support an employer certification now and an ISO 9712 application later, provided the course record shows content, duration and instructor qualification. What never transfers is the certification itself. A technician who confuses a training certificate with a certification record will eventually have to explain that difference to an auditor, usually on somebody else's timetable.

Vision, Recertification and Recovering a Lapse

Vision is checked first in a records audit because it is the fastest thing to find missing. Near-vision acuity is verified annually, in at least one eye, corrected or uncorrected, at the standard the written practice specifies, and colour or shade contrast differentiation is verified at the interval the written practice sets. An expired vision record invalidates the certification for the period it lapsed, which leaves every report issued in that window open to challenge. Diary the renewal against the technician anniversary date, not against the certification date.

Recertification is recommended at intervals not exceeding five years, on evidence of continuing satisfactory performance or by re-examination, with the written practice defining which route applies and what evidence counts as satisfactory performance. Interrupted service is the companion clause, and it is the one most written practices leave vague. A good written practice states the length of absence from the method that triggers re-examination, and what refresher training must happen first.

A lapse is recoverable and is not the end of a career. Experience hours already logged remain valid evidence; what has expired is currency. The normal recovery is documented refresher training, a fresh practical, a fresh specific examination where the employer requires one, a current vision record, and a newly signed certification record showing the reinstatement date. What is not acceptable is backdating. An auditor comparing report dates against a reinstatement date will find it, and that finding attaches to the programme and to the Level III who signed, not only to the technician.

Can a UT Level I sign off an inspection report?

No. A Level I records what the instrument showed and what the written instruction told them to record. The evaluation against acceptance criteria, and the signature that releases the report to a client, belong to a Level II or Level III. A Level I signature in the evaluation block is one of the most common personnel findings raised in owner audits of Houston contractors, and it is raised even when every reading on the sheet is correct.

How many hours does SNT-TC-1A recommend for UT Level I?

Table 6.3.1A recommends 40 hours of organised training in ultrasonic testing and 210 hours of experience in the method, plus a minimum number of total hours across all NDT methods that the written practice must track separately. Those figures are the high school graduate tier. Study in engineering or science reduces the experience requirement through the education tiers in the same table, but never reduces the 40 training hours.

Does ASNT certify a UT Level I technician?

It does not. Under SNT-TC-1A the employer certifies, and ASNT publishes the recommended practice the employer adapts. That is the single point competitor training pages get wrong most often. ASNT does examine and certify Level III candidates centrally, and it operates a central certification programme at other levels, but the ordinary Gulf Coast Level I holds an employer certification signed by a named responsible Level III inside their own company.

Is a Level I certificate from one Houston employer valid at the next one?

Not automatically. Employer-based certification ends when the employment ends. A new employer may accept your documented training hours and experience log as the basis for qualification, but it must still examine and certify you under its own written practice, and it must record why it accepted your prior evidence. Keep your own copies of course certificates, examination results and hour logs; the previous employer is under no obligation to reissue them.

What does the UT Level I practical examination involve?

You operate the instrument in front of an examiner. Typically that means a screen height and amplitude control linearity check, a distance and sensitivity calibration on a reference block, then an examination of one or more specimens using the technique the specific examination covered, with results written on the employer data sheet. Grading follows a checklist: correct calibration, correct settings, and complete, legible recording of the conditions actually present.

What limits a Level I certification to a single technique?

The written practice can issue a limited certification, and many Gulf Coast employers do. A technician whose 210 hours were all straight-beam corrosion survey work may be certified for thickness measurement only, not for angle beam weld examination. That is legitimate and auditable, but it constrains the work you can be assigned. Ask any prospective employer what scope its Level I certification actually grants before you accept it.
